September 9, 1966.
The City Council met in called meeting on this date with Mayor Arthur presiding
and the following councilmen present: Mrs. Doyle White, Roy Swain, Chas. Riggins,
W. M. Irwin, Telefus B. Cawyer, Raymond Anderson and Mrs. Fred McCloskey.
The Mayor reported one purpose of this meeting is to discuss with the Council
the results of a meeting with Messrs. Feagan and Anderson of Homer A. Hunter Associates.
The engineers have altered the plan whereby there will be no one -way streets at
this time. This plan also calls for tidening of West Washington Street in t he 200
Block. This may be done by cutting back the sidewalk on each side of the street. The
plan can be placed into effect with a minimum loss of parking places.
It was moved by Councilman Cawyer, seconded by Councilwoman McCloskey, to accept
the change of plans as above. Motion carried unanimously.
Mayor Arthur reported that Mr. Gann has started to construct a water storage tank
at the airport well near the intersection of Loop 195 and Highway 281. Mr, Lee Or-
bison, who owns property adjoining the tank site, has asked the City to move the stor -.
age tank back approximately 100 feet so that it will not obstruct the view of his
property. Mr. Orbison has offered to help pay the cost of moving the tank sidle. It
has been estimated the cost of material only will be $1500,00. It will also be nec-
essary to secure an easement for side line if the site is moved.
It was moved by Councilman Anderson, seconded by Councilman Irwin, to notify Mr.
Orbison that the City will move the tank site for $1500.00, also Mr. Orbison to fur-
nish the necedsary easements across his property. .Motion carried unanimously.
It was agreed that the $1500.00 be paid in cash by Mr. Orbison, or a deed of
trust be made w ith a lien on his property in favor of the City of Stephenville.
Councilman Irwin reported that his committee has not met with the Board of
Equalization and.Mr. Chas. Neblett Jr. The committee asked the Board of Equalization
to make additional study and reexamine the property l &cated in the area of Neblett &
King building to determine if the Neblett & King property, in their extimation, is
assessed too high in comparison to other property.
Mr. Irwin read a report of findings of Board of Equalization with the result that
the Board recommends the assessment remain at $36,000.00 for the tax year of 1966.
Co*ncilman Irwin stated that his committee recommends that the Council accept the re-
port of Board of Equalization. It was moved by Councilman Irwin, seconded by Council-
man Riggins, that the Council accept the report of the committee and board, therehy
leaving assessment of Neblett & King building at $36,000.00 for 1966 tax year. Motion
carried unanimously.

AN ORDINANCE MAKING A PART OF THE CITY OF STEPHENVILLE LAND ADJACENT TO SAID CITY
AND OUT OF THE M. R. WILLIAMS SURVEY, ABSTRACT NO. 804, WHICH LAND ADJOINS THE
PRESENT CITY LIMITS OF THE CITY OF STEPHENVILLE AND WHICH ORDINANCE DESCRIBES SAIE
.LAND BY METES AND BOUNDS.
BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF STEPHENVILLE:
That certain area of land adjacent to the City of Stephenville and
specifically described as follows:
BEGINNING at a point for a corner in the North right of way line
Of F.M. Highway No. 8 at its intersection with the East city limits
of Stephenville, said point being opposite and 50 feet Northerly
and normal to centerline survey station 535+83.72 on said highway,
said point also lying S. 30 deg. 33 min. E. 140.5 ft. along the
East city limits line, the West property line of a tract of land
conveyed by J. L. Day and wife to A. M. Luttrell and wife,
Alma K. Luttrell,by deed dated April 2, 1963, and recorded in
Vol. 390, page 74 of the Deed Records of Erath County, from the
Northwest corner of the said A. M. Luttrell tract;
THENCE in an Easterly direction along the North right of way
line of F.M. Highway 8, N. 59 deg. 22 min. E. 1,019.48 ft.;
N. 62 deg. 03 min. E. 299.14 ft.; N. 50 deg. 44 min. E. 101.98 ft.;
N. 62 deg. 03 min. E. 900 ft.; N. 86 deg. 50 min. E. 47.71 ft.;
then in an Easterly direction 91.51 ft. along a curve to the left
whose radius is 2,241.83 ft., N. 13 deg. 08 min. E. 69.56 ft.,
then in an Easterly direction 38.26 ft. along a curve to the left
whose radius is 2,191.83 ft., S. 77 deg. 13 min. E. 69.56 ft.,
then in an Easterly direction 515 ft. along a curve to the left
whose radius is 2,241.83 ft. to a point for a corner in the center
of Dry Branch;
THENCE in a Southeasterly direction down the center of Dry Branch
crossing the highway right of way at F.M. Highway 8 and continuing
on down Dry Branch for a total distance of 125 ft. to a point for
a corner in the existing North city limits line, the North line
of the John Blair Survey, Abstract 32;
THENCE S. 59 deg. 22 min. W. approximately 3,100 ft. along the
North city limits line, the North line of the John Blair Survey,
Abstract 32, to a point for a corner in the existing East city
limits line, the South right of way line of F.M. Highway 8, said
point being opposite and 50 ft. Southerly and normal to centerline
survey station 535+83.58 on F.M. Highway 8;
THENCE N. 30 deg. 33 min. W. 100 ft. along the East city limits
line to the place of beginning, and being a part of the M. R.
Williams Survey, Abstract 804, in Erath County, Texas;
is hereby received into the City of Stephenville and made a part of the City of
Stephenville and the city limits of the City of Stephenville are hereby ex-
tended in accordance with the lines of the tracts of land hereinabove described.
The above and foregoing ordinance was introduced at the meeting of
the City Council of the City of Stephenville held on the. 12th day of July,
by Alderman _ Cawyer 1966, At such time, it was moved by Alder-
man _ Cawyer and seconded by Alderman McCleskey
and being put to a vote such motion carried to the effect that this ordinance
be published for one issue of the Stephenville Daily Empire and that by such
publication notice be given in accordance with Section 5 of Article 1 of the
City Charter of Stephenville, Texas, that this ordinance will be finally acted
upon at a meeting of this City Council to be held at least 30 days after such
publication; and any citizen of Stephenville or of the territory to be annexed
and which is hereinabove described, shall have the right to contest such annexa-
tion by filing with the City a written petition setting out their reasons for
such contest and such citizen or citizens shall be given an opportunity to be

heard before said ordinance in the form hereinabove set out or in a form to be
amended by this Council shall be acted upon.,
This proposed ordinance was duly published in-the Stephenville Daily
Empire in the issue of July iL, 1966, and notice was thereby given that this
ordinance would be acted upon''at least 30 days after such publication.. The
City Council of the City of Stephenville duly met on the 6th day of September,
1966, and a quorum being present the City Secretary was.called upon to advise
the Council whether any written petition or contests of the proposed annexation
had been filed with him for presentation tolthe City Council. The City Secretary
advised that no written petitions or _contests of any kind had been filed.and
that no person had made any inquiry of him concerning the annexation.. Thereupon,
it was moved by Alderman Swain and seconded by Alderma -•
White that this ordinance be finally passed as hereinabove
set out. Such motion being put to a vote, it carried unanimously.
PASSED AND APPROVED this 6th day of September 1966.
