June 24, 1966.
The City Council met in called meeting on this date with Mayor Arthur presiding
and the following councilmen present: Mrs. Doyle white, Roy Swain, Chas. Riggins,
Raymond Anderson, Telefus B. Cawyer and Mrs. Fred McCleskey.
Mrs. Nona W. Wright appeared before the Council regarding delinquent taxes on
property in Clifton Heights Addition. Mrs. Wright asked the Council not to file suit
on the taxes but that she be allowed to pay $40.00 per month which would take care of
the tax in approximately 20 months. The Council agreed to consider the request.
City Attorney Chandler explained to the Council that the reason for filing these
tax suits is the Legislature passed a.bill which will be effective July 1, 1966,
which will bar collections of all taxes for the year 1939 and prior years and unless
suits are filed, or taxes for 1939 and prior years are paid, they will be unc6llectable.
It was moved by Councilman Riggins, seconded by Councilman Swain, that Mrs. Wright
be allowed to pay the amount of cash that she can, and the City to accept a secured
note for the balance of all city tax now due. If this tax not paid, or above offer
not accepted, then the City Attorney is to proceed with tax suit. Motion carried
unanimously.
The following bid opened on sale of Lot 1, Block 100 South Side Addition, and
the portion of South Third Avenue lying west of said Lot 1:

purchaser. Motion carried unanimously.
It was reported that a complaint has been received on Shappard Avenue being
blocked by a dog pen. The owner, Mr. Dan Malone, was contacted and has refused to
move the pen. The Council discussed this and agreed that there are several streets
in the City that need the bar ditches opened up so that everyone will know the lo-
cation of such streets.
It was moved by Councilwoman McCleskey, seconded by Councilman Anderson, that
all dedicated city streets be gladed out so they will be visible to everyone. Motiommc
carried unanimously.
The rates for charges for Cable Television services was presented and it was
agreed to refer this to the City Attorney and discuss same the next regular meeting.
Councilwoman McCleskey read a letter of resignation of Mr. Homer Grooms, dir' �\
ector of parks and recreation, effective July 11 1966.
The Park Committee has been trying to $ire a director but have been unable to
do so. The assistant director has teen asked to serve temporarily as director at
a salary of $250.00 per month. The assistant has refused to take this responsibility
at the above salary.
The Park Committee asked for suggestions on hiring a director. There being no
suggestions, the Council asked the committee to work out this problem.
