The City Council met in a regular meeting on the above date with Mayor
Arthur presiding and the following Councilmen present: Mrs. Doyle White,
Roy Swain, Chas. Riggins, W. M. Irwin, Raymond Anderson, Telefus Cawyer,
and Mrs. Fred McCleskey.
Also present were Dir. of Public Works Gann, St. Supt. Collins, Dir. of
Parks Grooms, and. Fire Marshall Ferguson.
Mr. C. W. Bryant representing First Presbyterian Church appeared before
the Council and stated that at the time of purchase of land on Harbin Drive,
the cost of water was estimated at between 6700.00 and $800.00. The church has
spent $300.00 for extension of 2- inchIline and find the cost for 6 -inch under the
highway to be $531.00. This is more than estimated, and the churdh.,:asketi':thst
the City bear some of the expense of the water line.
After discussion, it was moved by Councilman Anderson, seconded by Council-
man Swain that the Presbyterian Church pay the complete cost of the water line;
- the City to set up for reimbursement fora eriod of 10 years as follows:
one half the cost of 6 -inch line amount of 8265.50 and $100.00 upon connection
within 100 feet on the 2 -inch line. A letter to this effect to be furnished
the First Presbyterian Church. Motion carried unanimously.
Mr. Bryant also asked the Council to consider zoning the land north of
the new Presbyterian Church as Residence 1. The Council asked that this be
referred to the Zoning Board for recommendation.
Msrs. Babe and Harlan Huey appeared before the Council and asked to
'W lease the City land near the Bosque on East Long Street. They offered to lease
for $2.50 per acre.
It was moved by Councilman Cawyer and' seconded by Councilman Irwin to
grant Babe Huey right to fence and use the City owned land on East Long Street
near the Bosque. The City is to have the right to enter the property at any
time and to have possession of the property at any time after notice is given.
Motion carried unanimously.
Mr. W. B. Hale appeared before the Council stating that he has been asked
by the building inspector to move a house that is under construction. This
house is located on Lennox Street. Mr. Hale stated that the adjoining property
owners had no objection to the location of the house. In donclusion, Mr. Hale
asked the Council to grant permission to leave this house where it now stands.
The Mayor asked that the Street Committee meet with Mr. Hale and. the Zoning
Commission and Adjustment Board and make a report of recommendation to the Council.
- Councilman Irwin reported that several streets are in bad need of repairs
and plans to check on the amount of available funds in the budget then repair as
many streets as possible.
Also reported was a great need to de something about trees and shurbs that
obstruct views on several corners. The Mayor asked the Street Committee to make
a study and report their recommendations for an ordinance to require clearing
these blind corners.
Councilman Anderson reported that the drilling is complete on the water well,
and the log indicates that it will be a very good well.
Councilman Cawyer reported that the Committee does not yet have any recommend-
ations on sewer charge on multiple dwellings.
Fire Marshall Ferguson reported that several fire plugs have hedges growing
around them; and the persons who live there object to cutting this down. Mr.
Ferguson instructed to remove the growth from around the fire plugs and to use
force if necessary.
Councilwoman McCleskey reported that Charles Lowery has been hired to work
at the City park at a salary of $325.00 per month. Also reported that an application
has been made for Federal Aid and approval through Hamilton County for approximately
17 boys to work at the City Park; they will be paid by the Federal Government.
Director of Parks reported that the summer programs have been set up and persons
to help with the Programs have been hired.
Councilman Riggins reporting for the Committee stated that this Committee
recommends that Shapard Avenue not be closed as there are some objections.
It was moved by Councilman Anderson , seconded by Councilman Riggins that
Shappard Avenue not be closed. Motion carried unanimously.
Councilman Riggins reported that the Committee appointed to check on City In-
surance funds that 6 insurance agents now write City policies. The Committee feels
that to select 1 agent to write all City insurance will be an advantage.

The following recommendation was made: Divide this into seven parts then 5 of
the 6 agents will receive 1/7 of the commission and select one agent to write and
service the policies, and.he would receive 2/7 of the commission.
-- The Committee has no recommendations as to the way to select the agency who
shall write and service the policies or length of time such agency shall handle
City insurance. The Committee asked the Council members to study this report and
discuss at the next regular meeting.
Councilman Swain reported that a meeting was held with Commissioners and the
detail§ have been worked out whereby the county will help with airport funways.
The Council discussed gin stands that are on City owned. property on East
Washington; it was agreed to notify owners to remove this equipment as soon as
possible.
It was reported that Dr. L. G. Martin has requested to removeCthe curb on
the Green Street side of his property in order to have entrance to a proposed
parking lot; this would eliminate 2 parking meters. It was referred to the Street
Committee for recommendations.
It was moved by Councilman Swain, seconded by Councilman Riggins,to transfer
the necessary funds. Motion carried.
Councilwoman McCloskey reported that there is an urgent need for a City Audit.
The Chairman of the Finance Committee was requested to check and determine{'if
Mr. Carl Crimmins has started on the Audit.
The Mayor asked that the Council meet in a called meeting on May 10 at 7;30 P.M.
There being no other business at this time, the Council stood adjourned subject to
the Mayor's call.
