April 12, 1966.
The City Council met in called meeting on this date with Mayor Arthur presiding
and the following councilmen present: Robert Herrin, Mrs. Doyle White, Roy Swain,
Chas. Riggins, W. M, Irwin, Raymond Anderson, Telefus B. Cawyer and Mrs. Fred Me-
Cleskey.
The recently elected members of the Council were sworn in.
The Mayor made the following committee assignments for the coming year:
Director of Public Works: Chas. Riggins, Chairman.
Water Committee: Raymond Anderson, Chairman
Mrs. Fred McCleskey
W. M. Irwin.
Street Committee: W M. Irwin, Chairman
Raymond Anderson
Telefus B. Cawyer.
Law & Order Committee Robert Herrin, Chairman
Raymond Anderson
_ Roy Swain.
Sewer Committee: Telefus B. Cawyer, Chairman
W. M. Irwin
Mrs. Doyle White.
Park Committee: Mrs. Fred McCleskey, Chairman

The Council discussed the spring clean up day. This has been done in the past
but has not been very successful since only a few persons take advantage of the op-
portunity to get trash hauled and paid for by the City.
in Councilwoman McCleskey reported a complaint of trash from the Park being thrown
on private property. It was agreed to get additional trash barrels and place signs
appropriate places to try and correct this trash problem.
The Mayor read a report of the zoning commission & adjustment board which was
a recommendation for change of zoning in three areas of the City. Change from R -1
to Business 2 on an area described as follows
Beginning at West Tarleton Street at its intersection with Charlotte Avenue
continuing west along south boundary of West Tarleton Street to Dale Avenue, then
along south boundary line of Denman Street to Rita Street, then in a straight line
to West City Limits line, then southerly to West Washington Street.
Change from R -2 to Business 2 on area described as follows:
Beginning on East Elm Street 135 feet east of North Graham Street along north
boundary line of East Elm Street to Bates S reet, then north to City Limits line,
then wafterly along City Limits line to North Graham SP. rest.
Change from Industry to Resident 1, property on the west side of Harbin Drive
and located north of 2.3 acres now owned by Presbyterian Church.
It was moved by Councilman Riggins, seconded by Councilman Swain, to acr,ept
the changes of zoning as outlined above with the exce tion to the
on Harbin Drive, same being referred back to Zoning Board for a better description

property. Motion carried unanimously.
Councilman Roy Swain was nominated for Mayor Pro -Tem. It was moved by Council -
man3rwin, seconded by Councilwoman White, that Roy Swain be elected Mayor Pro
by acclimation. Motion carried unanimously. Councilman Swain declared Mayor Pro-
Tem.
It was agreed that the City pay for hauling of trash in a clean up campaign
and the Mayor appointed Councilmen Cawyer and Swain along with City Secretary Cate,
as a committee to work out the details with C, C. Pemberton.
