September 5, 1967
The City Council met in a regular meeting on the above date with Mayor Arbhur pre-
siding and the following council members present; Robert Herrin, Mrs. Doyle White,
Garland Loudermilk, Charles Riggins, W. M. Irwin, Telefus Cawyer, Raymond Anderson,
and Mrs. Fred McCleskey.
Others present were Director of Public Works Gann, Street Supt. Collins, Fire Marshall
Ferguson, Chief Cornell and City Attorney Chandler.
Minutes of previous meetings were read and approved.
Mr#.--Fred McCleskey and Leonard Fenner, representing the Bosque Water Board, appeared
before the Council and reported that it will be necessary to make some changes to the
transmission line owned by Texas Power and Light Company at the site of a flood con -
trol dam. The owners of this electric line will not pay for the necessary changes and
the Water Board representatives asked the City to pay this which is approximately
$1,800.00. It was pointed out that in the past the floods have caused lots of damage
to city and private property and the flood control dams will eliminate most of the
flood conditions in the future.
The Council was presented a report and recomendation of the Zoning Commission and
Adjustment Board for a change of zoning as follows: all of block 34, Southside
Addition, fronting on Loop 195 to a depth on Lillian and Second Streets of 350 feet
to Business 2, the remaining of the block 34 shall continue in its present zoning
which is Residence 1.
It was moved by Councilman Irwin, seconded by Councilman Herrin to accept the report
and recomendation of the Zoning Commission and Adjustment Board and the proper notice
be advertised in the local newspaper for public hearing to be held on October 3, 1967.
Motion carried unanimously.
It was moved by Councilman Riggins, seconded by Councilwoman White to adopt an ordinance
authorizing delivery of $70,000.00 in warrants for the purchase of lots D, E, and F,
Block 2, City Addition. Motion carried unanimously. (Said ordinance being attached
to and becoming a part of these minutes.)
Councilman Herrin reported that the specifications have been received from the High-
way Department for blinker lights at the intersections of Loop 195, highway 281
and 377 and 281.
Councilman Herrin also asked that bids be taken for 2 new police cars and to trade
the 2 1966 cars. It was agreed to advertise for bids on 2 new cars for the police
dept.

Councilman Irwin reported that all streets in the Greenview Addition have been
resurfaced, the Poston parking lot repaired and street patching work being done. It
was noted that some streets are in great need of repair that have been built only a
short time. This indicates that these streets are not being built to city specifications
or that the specifications for new streets are not adequate. It was pointed out that
the street specifications are adequate but in the past no one has been responsible
for inspecting of street construction.
It was moved by Councilman Irwin, seconded by Councilman Herrin, that in the future
Director of Public Works be responsbile for an inspector to be on the job when new
streets are constructed, and such streets to be built in to city specifications.
Motion carried unanimously.
Councilman Anderson presented a report of water pumped for the period of January
through August for the year 1967 as compared to the same period for 1966. There
was an increase for 1967 over 1966 of 41 million gallons. Councilman Anderson also
reported that the a >xtension of water to the Humberson property on Alexander Road
has been considered and presents a large problem as it will involve a highway crossing
and a large amount of line extension.
Councilman Cawyer reported that the Sewer Committee has considered sewer service to
the Humberson property and find no problem and recomend that Mr. Humberson be allowed
to tie on to existing sewer line.
Councilwoman McCleskey presented the annual report of Parks and Recreation Dept. Also
reported that the winter program will be started soon and that some new activities
have been added to the program.
Councilwoman White reported that a study had been made bf the proposed new fire
station and the building should contain approximately 3,500 square feet. It has been
estimated that the building and necessary furnishings would cost about $50,000.00.
The Council asked Councilwoman White and Councilman Loudermilk to contact architects
and bring back recomendations.
Councilman Riggins reported that the 1967 tax roll shows an increase of $13,251.00
over the 1966 roll.
Mayor Arthur asked that tax collecot and Board of Equalization continue to work on
the adjustment of values where they are found to be low.
Councilwoman White reported that the fireman receive the same salary as the police-
men and water department employees, but fireman work longer hours. Would like to
do something about this either raise salaries or hire another fireman.
It was then moved by Councilman Loudermilk, seconded by Councilman Anderson, to
hire one additional fireman. Motion carried unanimously.
Councilman Loudermilk reported that numerous complaints have been received on the
trash service. Councilman Herrin and Loudermilk appointed as# oommittee to meet
with Mr. Huey in attempt to get better trash service.
Councilman Riggins discussed the installing of a traffic light at the intersection
of Belknap and Tarleton'streets. Such light would back traffic up in front of the
fire station and possibly interfere with the fire trucks leaving the station. It
was agreed to consult th %ngineers of the downtown improvement project about such,
traffic light.
It was moved by Councilman Irwin, seconded by Councilman Loudermilk, to adopt the
following ordinance:
ORDINANCE
That the Tax Rate in the City of Stephenville for the year 1967 is hereby fixed at
$1.60 (one dollar s -ixty cents) on the one hundred dollar valuation of all property
by law and ordinance of said city, and which tax is hereby apportioned to various
funds of the city as follows:

It was moved by Councilman Irwin, seconded by Councilman Loudermilk, to adopt the
1967 -1968 budget. Motion carried.in
It was moved by Councilwoman McCleskey, seconded by Councilman Irwin to adopt the
following resolution:
RESOLUTION
Resolved, that the Mayor of the City of Stephenville, Jack Arthur, be, and he is
hereby authorized to execute on behalf of the City of Stephenville Quit Claim Deeds
to land condemned for highway right of way purposes and in which judgement was
taken for the fee simple title to said land so condemmed in the name of the State
of Texas and the City of Stephenville and being as follows:

It was moved by Councilman Herrin, seconded by Councilwoman McCleskey, to transfer
$3,000.00 from the General Police Fund to a special police fund. Motion carried
unanimously.
It was moved by Councilman Riggins, seconded by Councilwoman McCleskey, to transfer
$1,200.00 from the General Fund to the Library Fund. Motion carried unanimously.
City Secretary reported that on Thursday, September 14, there is a meeting of Region
8 Texas Municipal League to be held at Halton City and all council members are
invited to attend.
It was moved by Councilman Irwin, seconded by Councilman Herrin to pay the cost
of changing the Texas Power and Light transmission line at the site of the flood
control dam. Motion carried unanimously.

AN ORDINANCE
DIRECTING THE PURCHASE OF LAND AND
DIRECTING THE DELIVERY OF TIME WARRANTS
IN PAYMENT THEREFOR,
THE STATE OF TEXAS
COUNTY OF ERATH
CITY OF STEPHENVILLE
WHEREAS, on June 23, 1967, the City Council of the
City of Stephenville, Texas, passed an ordinance authorizing
the issuance of City of Stephenville Street Improvement Warrants,
Series 1967, in the amount of $240,000 for the purpose of paying
part or all of the Engineer's fees and inspection and testing
fees, paying for the purchase of land and right of way for street
purposes and the cost of acquiring same, paying for street im-
provement work to be done by the City, and paying for legal and
financial advisory services in connection with the issuance of
said warrants, and for certain contracts; and
WHEREAS, said Warrants are numbered from l through 240,
and are of the denomination of $1,000 each; and.
WHEREAS, said City is now ready to purchase the
following described properties;
BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF
STEPHENVILLE:
1. There shall be purchased all those certain lots,
tracts or parcels of land, being Lots "D ", "E" and "F ", in Block
No. 2, of the City of Stephenville, in Erath County, Texas, as
shown on Sheet No. 831 of the map of said City as adopted by
ordinance of record in Vol. 381, page 105, in the Deed Records of
Erath County, Texas.
2. To evidence the indebtedness for said purchase,
Time Warrants Numbers l through 70 of the Series of Time Warrants
described, in a preamble hereof shall be delivered to Garland
Loudermilk, upon receipt from Garland Loudermilk of a conveyance
of the properties above specified to the City of Stephenville in
a form acceptable to said City.
4. Said indebtedness is incurred for a purpose for
which said Time Warrants are authorized, to -wit: the purchase
of land, for street purposes and the cost of acquiring same.
5. This ordinance shall take effect immediately upon
passage.
