July 5, 1967.
The City Council met in a regular meeting on the above date with Mayor Arthur
presiding and the following council members present: Robert Herrin, Mrs. Doyle:
White, Garland Loudermilk, Charles Riggins, Telefus Cawyer, Raymond Anderson,
and Mrs. Fred McCleskey. Others present were Director of Public ''Works Gann,
.Street Supt. Collins,.Chief Cornell, and Fire Marshall Ferguson.
Mintues of previous meeting were read and approved.
Mr. Harlan Huey appeared before the council asking that a lease on the city owned
land in the rareenview Addition be transferred to Douglas Smithey. It was moved by
Councilman Riggins, seconded by Councilman Loudermilk, to study this above request
and take some action at the next meeting of the council. Motion carried unanimously.
Councilman Herrin reported that the purchase of blinker lights for the highway inter -
sections has been delayed as the specifications have not been received from the
highway department.
Mayor Arthur reported that there is a need to enforce the fireworks ordinance as there
are numerous violations. After discussion, the council instructed the police dept.
to issue tickets to persons residing onitheproperty that allow fireworks to be used.
Also to issue tickets to anyone throwing fireworks from an automobile and to ticket
all occupants of such automobile.
There was also discussed the urgent need to enforce the ordinance requiring dogs to
be vaccinated and licensed. The Council instructed the Law and Order Committee to
enforce the ordinance and to offer :$5.00 per dog for a dog catcher.
The Council also discussed the need to encourage citizens to call police when any
peddlers or salesman call at their homes. The council asked the newspaper to print
an article stressing the importance of reporting such thina6 to the police.
Councilman Anderson reported that the city has plenty of water, however several
complaints have been received of low water pressure. Also reported some trouble
with 2 of the wells in the new well field, but theae wells re now back in service.
Councilman Anderson also reported the need to do something about the low water
pressure in the Chamberlin, Groesbeck and West Oaks Additions, This need will
become greater as the city is growing in this direction.
The council agreed to devote considerable study to the following problems: New
fire station, paving curb and gutter, additional water to low pressure areas, and.
the traffic on North Graham St.
The council discussed the problems with the wells in the:':new well field and asked
the engineers -and persons installing pumps to meet with the council in an effort
to solve these problems.
Councilman Cawyer reported that Mr. J. S. Hill installed plastic pipe for use as
a sewer line, and the plumbing inspector turned the job down on the grounds that
plastic pipe cannot be used for sewer line under existing plumbing ordinance. The
city council has upheld the decision of plumbing inspector and Mr. Hill has appealed
to the City Plumbing Board. The City Plumbing Board has met and made the following
recommendations:
1. The plubing Code as now existing remain the same in reference specifically to
the tPpes of pipe that may be used to conduct sewage from a building tb the city
sewer main.
2. That a thorough study be made reference any changes of types of materials that
are available for uses as sewer lines. This study to be made by the plumbing board
and shall include the following materials: cast iron soil pipe and fittings,
vetrified clay sewer pipe and fittings, and joints in clay pipe, bitumenous fiber pipe
and fittings, plastic pipe and fittings, and asbestos cement sewerpipe and fittings.
Such study to include manufacturers specifications, experiences of other citiet in
uses of all the previously mentioned materials. This study to terminate January 1,
1968. A full report of results of such study to be given along with recommendations
as to the use or non use of any and all of the materials checked.
3. The following options as to use of materials be effective I immediately:
A. Permit neoprene or rubber type gasket to be used as a means of connecting
cast iron soil pipe and fittings, the use of such gaskets to be any where
in a plumbing system.
B. Permit use of 3101cast iron soil pipe and fittings 3" DWV copper pipe and
f fittings in a plumbing system. Such use restricted to only one bathroom
group plus kitchen sink and washing machine be permitted to be connected
to such 3" system. Other uses of smaller diameter DWV Copper to remain the same.
C. Permit use of a material such as'Compotite, a brand name material, to
form shower pans where presently lead pans are permitted. Such material
most be equal or better than Compotite and must be approved by the plumbing
inspector.
It was moved by Councilman Cawyer, seconded by Councilman

The Council discussed the need to repair the airport road. The council agreed to
discuss this with Stephenville Contractors, as their heavy loaded trucks are
causing damage to this road.
Also brought up for discussion the paving of part of East Dodge St. without. curb
and gutter. This was referred to Mr. Gann and Collins to be worked out.
It was moved by Councilman Herring, seconded by Councilman Loudermilk, to authorize
City. Secretary to hire someone to work during the vacation of City Judge.

It was moved Councilwoman McCleskey, seconded by Councilman Cawyer to accept the
bid of Sinclair Refining Co. Motion carried unanimously.
There being no other business at this time the council stood adjourned subject to
the Mayors' call.
