The City Council met in a regular meeting on the above date with Mayor Arthur
ppresiding and the following council members present: Robert Herrin, R &y Swain,
�%harles Riggins, Telefus Cawyer, Raymond Andersoni and Mrs. Fred McCleskey.
Others present were: Director of Public Works Gann, Street Supt. Collins, Fire
Marshall Ferguson, Chief Cornell and City Attorney Chandler.
Minutes of the previous meeting were read and approved.
Members of the Study Club appeared before the Council. Mrs. Rufus Higgs, Jr.,
Spokesman for the club presented contour maps of the museum and park on East
Washington St.- Also asked that they be granted permission to fence the East
side of this property to stop traffic from crossing in order that shrubs and
grass can be planted. Also asked the City to furnish free water and to be
allowed city rates for electricity. The club representatives asked for a state-
ment of policy to be placed on City minutes so that all clubs working on the
project will have a guide to go by.
A group of property owners from North Graham St. appeared before the Council.
Dr. J. C. Terrell, spokesman for this group, stated that a traffic problem
exists on North Graham St. and there is an urgent need for something to be
done. It was requested that the Council consider opening a street east of
North Graham St. Such proposed street to continue to north city limits.
Also improve North Belknap St. to Lingleville Rd. in effort to route some
traffic off North Graham St. It was also pointed out that there is a need for
traffic light at Graham and Tarleton St. intersection.
Mrs Trewitt suggested that some changes be made in the way cars are parked on
the parking lot at Graham St. and Tarleton St. Such changes would give a much
better view at.this intersection.
The Mayor asked Law and Order Committee to work on these problems.
Dr. Keahey, and .Tony Campbell representing the Jaycees appeared before the 'ouncil
and atated that the Jaycees have completed their work at the park and asked the
City to take over maintenance of the park.
Councilman Cawyer reported that the committee has not completed the study of an
ordinance to regulate service stations and have no recomendations at this time.
Councilman Herrin reported that.Mr. Crook, Highway Engineer, has been contacted
about the need for signal lights at Highway intersections and the intersection
of Tarleton and North Graham Sts. Mr. Crook has advised that a traffic count
could: not be made in the near future. Councilman Herrin has called one of the
Highway Commission members and feels that something will be done soon.
It was moved by Councilman Herrin, seconded by Councilwoman McCleskey, to install
10 minute parking signs in place of no parking signs near the post office. Motion
carried unaminously.
It was moved by Councilman Herrin, seconded by Councilman Swain, to change from
head in parking to parallel parking on Virginia St. between Mason St. and
Washington St. Motion carried unaminously.
It was moved by Councilwoman McCleskey, seconded by Councilman Riggins, that the
Study Club and other clubs be granted use of the City property on East Washington
St., this described as all of the property fronting on East Washington street
and extending an approximate depth of 208 feet. The City of Stephenville to
furnish free water for the project, and clubs to responsible for maintenance of
this area. Motion carried.
Councilwoman McCleskey reported that the recreation building being used for
several activities, and all programs of the recreation department have good
attendance.
Councilman Anderson reported that complaints of low water pressure have been
received from redidents in Chamberlin Addition.
The Mayor stated that the Council is aware of this pressure problem and asked the
Water Committee to contact engineers for a solution to the problem and areport
back to the Council.
The Council discussed the request of the Jaycees and agreed to mow the park when
men and equipment are available.
Mayor reported that several complaints have been reciived on trash hauling. The
council asked City Secretary to contact Mr. Huey about all these complaints, and
asked Mr. Huey to discuss same with his customers.
The Council discussed the junk automobiles and the need for an ordinance regulat-
ing them. City Attorney was asked to study sample ordinances regulating junk
cars and report to the Council.
idayor reported -that Mr. Burtschell asked for the loan of City equipment for the
use at the golf couse. Mr. Burtschell was told that the Mayor could not authorize
the loan 6f City equipment.
Councilman Riggins stated that he could see nothing wrong with city equipment being
used for a limited amount of work at golf course. This has been done in prior
years. No action was taken. Mr. Burtschell to be informed that the Mayor, that
the Mayor, councilman or city employees have no right'to loan any city equipment.
It was reported that Councilman Irwin is in the hospital. Mayor and council
members made personal donantions for flowers to be sent to Mr. Irwin,
City Secretary reported that plans have been made to visit Austin in regard to
pending legislation that will affect cities. Any or all council members are in-
vited to attend.
Also reported that plans being made to attend Finance Institute for city officials"
at Austin. The Council offered no objections.
It was reported that specifications are now ready on a tractor and mower, the
Council agreed to advertise for bids on this equipement.
Mayor appointed Councilman Swain, Riggins and Councilwoman McCleskey as a committee
to canvass results of City Election. This committee reported the election returns
inorder. The candidates received the following votes:
Councilman Place; ?11 Robert Herrin 50 votes
Councilman Place 3 Garland Loudermilk 51 votes
Councilman Place 5 W. M. Irwin 50 votes
Councilman Place 7 Telefus B. Cawyer 50 votes
It was moved by Councilman Swain, seconded by Councilwoman McCleskey, that the
report of the committee be accepted and the payroll for holding the election be
approved. Motion carried unanimously.
The etection being uncontested these candidates were declared elected. A motion
to put to a vote carried unanimously.
Mayor appointed Councilman Riggins and Anderson as a committe to work with him -
self and am make recomendations to the Council for a member of Zoning Commission
and Adjustment Board, also rekomendations for Equalization Boa -rd.
There being no other business at this time the Council
