October 1, 1968
The City Council met in a regular meeting on the above date with Mayor Arthur pre-
siding and the following council members present: Robert Herrin, Don Metsgar,
Telefus Cawyer, Garland Loudermilk, Charles Riggins, W. M. Irwin, Raymond Anderson,
and Mrs. Fred McCloskey. Others present were Director of Public Works Gann, Chief
Cornell, Assistant ChW McCoy and City Attorney Chandler.
Mr. Carl Thomason appeared before the council stating that his trailer park on West
Washington street is presently using septic tanks and he cannot continue to operate
on the present sewage disposal system. Mr. Thomason asked the city to extend a
sewer line to his trailer park thereby making sewer available to 5 other houses in
the area.
This was referred to the Sewer Committee.
Councilman Metsgar reported a complaint of blind corner at the intersection of Belknap
and Park streets. The council discussed the need for an ordinance that would require
removal of obstructions on all blind corners in the city.
Mayor Arthur appointed Councilmen Irwin, Herrin, and Metsgar as a committee to work
with Chief of Police and City Attorney to draw up an ordinance regulating blind corners.
Councilwoman McCleskey reported all activities of the recreation.program has large
attendance also reported a need to do something about the junk cars in the city.
Councilman Loudermilk reported that the 1% sales tax for the first quarter has been
received and the money put into a certificate of deposit.
Councilman Loudermilk also reported that several persons have asked when the city
plans to pave the Higginbotham lot.
The council discussed this and asked the Director of Public Works to dump any excess
dirt on the lot.

It was moved by Councilman Loudermilk, seconded by Councilwoman McClaskey, to use some
of the sales tax money for paving the Higginbotham lot. The motion was Withdrawn.
Councilman Cawyer discussed the sewer problem of Mr. Carl Thomason, and asked if any
of the council members want to change the city policy on extending sewer lines.
There were no council members in favor of changing the present city policy.
The Sewer Committee recomends that the property owners be notified that it will be
necessary for them to pay for sewer line extension, and that the city will cooperate
in every possible way on this project.
Councilman Cawyer asked that the council consider using some of the sales tax money
to build new fire station. The Fire Committee asked to work on plans for new fire
station.
Director of Public Works reported that the city sewer lines have been extended in
most areas as far as possible and the city will be faced with the problem of sewage
disposal in the west and northwest part of the city in the near future.
After discussion it was moved by Councilman Cawyer and seconded by Councilman Irwin
to hire an engineering firm to work on the sewer line problems. Motion carried
unanimously.
Director of Public Works also reported that the past summer there were no problems
of water supply; however there is a need for additional water mains and 2 new wells.
The council asked Director of Public Works to call engineers and ask for a report
on the progress of water improvements project.
It was moved by Councilman Anderson, seconded by Councilman Irwin, to extend Mr. Lee
Orbison's note for a period of one (1) year. Motion carried unanimously.
It was moved by Councilman Riggins, seconded by Councilman Metsgar, to adopt an
ordinance establishing maximum legal speeds on highway 2$1 from north city limits
line southerly 1.513 miles to 45 miles per hour. Motion carried unanimously.

The council was presented a report of the Zoning Commission and Adjustment Board
and it was agreed to run the proper notice in the newspaper and that the council
will hold a public hearing on October 21 at 1:15 P. M. to hear anyone opposing
the recomended changes of Zoning.
It was reported that approximately 40,000 feet of streets were resurfaced in the
past year, and many more streets need to resurfaced.
Councilman Irwin reported that the deed for land to extend West Frey street has
bens given to Schuler heirs for signature and agreements have been made for
excavation of the street.
It was reported that all property owners on Lillian street between Long street
and the railroad have put up the money for paving except one property owner. It
was pointed out that the city can do the paving and put an assessment against the
property but cost of legal work would be more than the paving.
It was moved by Councilman Irwin, seconded by Councilman Loudermilk, that the Mayor
be authorized to sign a contract with the State Health, Education, and Welfare Dept.
for preparing a Comprehensive Development Plan. .Motion carried unanimously.
It was moved by Councilman Metsgar, seconded by Councilman Riggins, to lease the
land east of the Bosque between East Wasington street and Long street to Mr. Ernest
Gregory -for period of one (1) year. Motion carried.unanimously.
It was reported that the annual conference of the Texas Municipal League will meet
on November 10 through 12 at Dallas. All council members are invited to attend.
It was moved by councilman Anderson, seconded by Councilwoman McCleskey, to advertise fo
for bids for Addressograph Machine. Motion carried unanimously.

It was moved by Councilman Irwin, seconded by Councilman Riggins, that the Law and
Order Committee be authorized to purchase the cars best suited for their need. Motion
carried unanimously.
Councilman Irwin reported that a request has been made to open up South Second street
between Hyman and South Loop, and such street be surfaced with caliche at city expense.

CONSTRUCTION SPEED ZONE ORDINANCE
AN ORDINANCE ESTABLISHING 11=MT-1 LEGAL SPEEDS UPON
CERTAIN HIGIMYS AND STREETS OR PARTS T1=, OF WITH-
IN TiiE CORPORATE LINT OF THE CITY OF STSPUMVILLS ,
TEXAS, AS SET FORTH IN TITE ORDINANCE AND PROVIDING
A PENALTY OF A'FINE NOT TO EXCEED X200 FOR THE VIO-
LATION OF THIS ORDINANCE
M EREAS, Section 167 and 169 of Article XIX, R.C.S. 6701d,
Uniform Act Regulating Traffic on Fdghways,, provides that whenever the
governing body of the City shall determine upon the basis of an engi-
neering and traffic investigation that any prima facie speed therein
set forth is greater or less than is reasonable or safe under the con-
ditions found to exist at any intersection or other place or upon any
part of a street or highway within the City, talcLng into consideration
the width and condition of the pavement and other ci-rcu: t«.ces on such
portion of said street or highway, as well as the usual :_'ic thereon,
said governing body may determine and declare a reasonable and safe prima
facie speed limit thereat or thereon by the passage of an ordinance,
which shall be effective.when appropriate signs giving notice thereof
are erected, at such intersections or other place or part of the street
or highway, now therefore,
BE IT uRDAINED by the City Council of the :City of
Stephenville , Texas:
SECTION 1. The following prima facie speed limits hereafter indicated
for vehicles are hereby determined and declared to be reasonable and
safe; and such speed limits are hereby fixed at the rate of speed in-
dicated for vehicles traveling upon the named streets and highways
or parts thereof, described as follows:

SECTION 2. The City Council of the City of St6pheaVi11G

is hereby authorized to proceed with the erection of the appropriate signs. ,
SECTION 3. It is hereby declared that the construction project on U.S.
Highway No. 281 has necessitated the enactment of this ordinance for the
safety of th se tr

signs; and, this shall remain in effect until the completion and acceptance
of the said construction project by the Highway District Engineer or until
such time as the construction project has progressed to a stage whereby, in
the opinion of the Highway District Engineer,_ traffic may safely travel the
construct ion, project, or portions thereof, at the rate of speed posted prior
to the construction. The Highway District Engineer will have the authority
to replace the construction speed zone signs with speed zone signs reestab-
lishing the speed zoning prior to construction and the placement of such
signs shall be evidence of the governing speed zone or zones. The completion
and/or acceptance of the said construction project by the Highway District
Engineer shall cancel the provisions of this ordinance and the Highway Dis-
trict Engineer shall be authorized to remove all such signs used in compli-
ance with regulations set forth in this ordinance.
SECTION 4. Any ordinance or any part thereof in direct conflictfaith this
ordinance is hereby superseded and the part of the ordinance in conflict
herewith shall be null and void so long as this ordinance is i:2 effect. How-
ever, any ordinance or part of an ordinance superseded by this ordinance
shall automatically be reinstated in force, upon the date of completion and /or
acceptance of the said construction project, when this ordinance is no longer
in effect.
SECTION 5. Any person violating any of the provisions of this ordinance
shall be deemed guilty of a misdemeanor and upon conviction thereof shall
be fined in any sum not more than two hundred dollars ($200).
SECTION 6. If any part of this ordinance be declared unconstitutional or
otherwise void by a court of competent jurisdiction, such decision shall in
no way, effect the validity of any of the remaining parts of this ordinance
unless the part held unconstitutional or void is inseparable from, and indi-
spensable tog the operation of the remaining parts. The City Council hereby
declares that it would have passed those parts of this ordinance which are
valid and would have omitted any parts which may be unconstitutional or void,
if it had known such parts were unconstitutional or void at the time of the
passage of this ordinance,

The street committe recomends that this street be curbed, guttered, and built to
city specifications at the adjoining property owners expense.
The council agreed to hire an engineer to check into the possibility of extending Mason
street or Green street to'Shephard street.
It was reported that Marion Porter has been doing some work on the possibility of
building low water bridges on the Bosque. This would back water up in the channell
at the city park.
It was moved by Councilwoman McCloskey, seconded by Councilman Riggins, that Vrs.
Joyce Pemberton be commended for preparing the annual report of the Water Dept.
Motion carried unanimously.

It was moved by Councilman Riggins, seconded by Councilwoman McCleskey, to accept the
