The City Council met in a regular meeting on the above date with Mayor
Arthur presiding and the following council members present: Don
Metsgar, Garland Loudermilk, Charles Riggins, W.M. Irwin, Telefus
Cawyer, and k-rs. Fred McClesksy.
Others present were Director of Public Works Gann Fire Marshall Ferguson,
Chief Cornell, and City attorney Chandler.
Minutes of previous meetings were read and approved.
Mr. Oscar Hammit of G -H Company, appeared before the council and asked
on, easement across the city well Property on South Lillion Street at
the railroad. The easement is needed for placing water and sewer lines
to a proposed trailer park.
It was moved by Councilman Cawyer and seconded by Councilman Riggins to
grant easement to G -H Company for sewer and water lines. The lines to be
installed provided there are no objections from State Health Department.
Motion carried unanimously.
Director of Public Works reported that "approximately 30,000 lineal feet
of city streets have been resurfaced, this being the amount of street
work auth6rized by the council. .'There are many more streets in need', of
facing, and the streets department has the time if additional funds are
available at this time.
Councilman Cawyer had nothing to report.
Councilman Loudermilk reported that the airport runways have been
resurfaced by a contractor. Also the airport road has been resurfaced
by the Street Department.

Councilwoman
'aat=od<1mt&m McCleskey reported that all activities of parks and Recreation
Department have had large attendAonee. There were approximately 8,000
taking part last month.
Councilman Riggins and Metsgar had nothing to report.
The following bid received for sale of Sadie Street.
Vernon Gunn - - -- $140.
It was moved by Councilman Irwin seconded by Councilman Metsgar to reject
the bid of Vernon Gunn. Also,to offer the property to Mr. Gunn for $400.00.
Motion carried unanimous.
`It was moved by Councilman Irwin seconded -by Councilman Metsgar to
adopt the following resolution.
RESOLUTION ° <,.'
Resolved, -that the Mayor, Jack Arthur, in,, hereby authorized to execute
deed conveying to Vernon Gunn, for the sure of "Four Hundred ($400.00)
dollars, the following described land: That certain tract of land in
Stephenville, Texas formerlyknown as Sadie Strset,and lying between
the East line of North Race' Avenue and the West line of North Donna
Avenue in the City of Stephenville, Erath County, Texas as shown on
Kings 1956 map of Stephenville at page 788 there of: Said Sadie Street
having been declared abandonded for street purpose and having been vacated
by ordinance of the,'City Council of the City of Stephenville, and said
land having veep advertised as provided by the Charter oft he -.City of
Stephenville for'sale, and bids having been made and the said Vernon
Gunn having made the highest bid of four hundred ($400.00) dollars and
some having Veen accepted by the City Council, it is hereby directed
that deed be made in accordance with this acceptance.
Motion carried unanimously.
It was moved Councilman Metsgar seconded by Councilman Fraos4n to adopt
upon final reading an ordinance making a part of the city of Stephenville
land adjacent to said city, which land joins the present city limits of
the city of Stephenville and which ordinance describes said land.
Motion carried unanimously(Said ordinance being attached to and becoming
a part of there minutes).
Mr. Seth Moore appeared before the Council asking that the city take the
necessary action to acquire land to extend West Frey Street to the
Tanglewood addition.
It was moved by Councilwoman McCleskey,dand seconded by Councilman
Riggins to adopt an ordinance approving estimate of Homer# Hunter
associates for engineering services for courthouse square improvements
in the am-omt of $10,864.94, authorizing delivery of warrants numbers
177 through 186 plus certificate for $b64.94. Motion carried.
It was moved by Councilman Irwin and seconded by Councilwoman McCleskey
to adopt an ordinance approving estimate number 5 of City Electric
Company for courthouse square improvements in the amount of $13,780.58,
authorizing delivery of Warrants number 187 through 199 and certificate
for $780.58. Motion carried.
It was moved by Councilman Irwin and seconded by Councilman Riggins to
adopt an ordinance approving estimate number 1 of Duncan Parking Meter
Corporation for courthouse square improvements in the anount of $688.80,
authorizing delivery of certificate for $688.80. Motion carried.
It was moved by Councilman Irwin and seconded by Councilman Loudermilk
to adopt an ordinance approving change order of Duncan Parking Meter
Corporation, for courthouse square improvements. Motion carried.
It was moved by Councilman Irwin and seconded by Councilwoman-McCleskey
to adopt an ordinance approving change order of City Electric Company
for courthouse square improvements. Motion carried.
It was moved by Councilman Irwin and seconded by Councilman Loudermilk
that the city attorney write delinquent Personal Property taxpapers,
stating that they must make arrangement to pay such taxes or be subject
to legal action. Motion carried unanimously.
There being no other business at this time the council stood adjourned

DIRECTING THE DELIVERY OF WARRANTS
FOR THE PAYMENT OF ENGINEERING
SERVICES IN CONNECTION WITH
COURTHOUSE SQUARE IMPROVEMENTS
WHEREAS, on June 23, 1967, the City Council of the
City of Stephenville, Texas passed an Ordinance which, among
other things, authorized the issuance of $240,000 of City of
Stephenville.Street Improvement Warrants, Series 1967, for
the purpose of paying part or all of the Engineer's fees
and inspection and testing fees, paying for the purchase of
land and right of way for street purposes and the cost of ac-
quiring same, paying for street improvement work to be done by
the City, and paying for legal and financial advisory services
in connection with the issuance of said warrants, and Contracts
"A"I "Bn and "Cn; and
WHEREAS, said Warrants are numbered from 1 through
240, in the denomination of $1,000 each; and
WHEREAS, the Engineers hereinafter named have hereto-
fore performed engineering services in connection with
courthouse square improvements; and
WHEREAS, the City has received full value of said
services; and
WHEREAS, at this time there is due and owing to said
Engineers the amount of $10,864.94;
BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF
STEPHENVILLE, TEXAS,
1. To evidence the indebtedness of the City to Homer
A. Hunter Associates for engineering services incurred in con-
nection with courthouse square improvements Warrants Numbers
177 through 186,plus a certificate as authorized by Section 13
of the ordinance passed on June 23, 1967, in the amount of
$864.94, aggregating $10,864.94.
2. That the item of indebtedness above listed is
incurred for a purpose for which said Warrants are authorized,

APPROVING ESTIMATE NO, 5 OF CITY ELECTRIC
COMPANY FOR TRAFFIC SIGNAL SYSTEM IMPROVE -
MENTS AND DIRECTING THE DELIVERY OF WARRANTS
WHEREAS, on June 23, 1967, the City Council of
the City of Stephenville, Texas, passed an ordinance, which,
among other things, authorized the issuance of $240,000 of
City of Stephenville Street Improvement Warrants, Series 1967,
for the purpose of paying part or all of the Engineer's fees

WHEREAS, the foregoing estimate has been approved
by Homer A. Hunter Associates, Consulting Engineers for this
City, and this City Council has fully investigated the work
performed and materials furnished and has found that the
contract has been satisfactorily performed to the extent
shown in the.foregoing request; and
WHEREAS, this City Council has been furnished with
satisfactory evidence that all laborers and materialmen have
been paid down to the date of said request; and
WHEREAS, Warrants should now be delivered to said
Contractor as hereinafter provided;
BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF
STEPHENVILLE, TEXAS-

1. That the above Estimate No. 5 is hereby approved
and the City Council of the City of Stephenville hereby finds
and declares that said contract has been satisfactorily per-
formed and materials furnished in accordance with said contract,
plans and specifications to the extent shown in said estimate
and that the City of Stephenville has received full value to
the amount there shown.
2. That for the purpose of evidencing the City's
indebtedness to said Contractor, the City Secretary is hereby
directed to deliver to City Electric Company Warrants Numbers
187 through 199, plus a certificate as authorized by Section 13
of the ordinance passed on June 23, 1967, in the amount of
$780.58, aggregating $13,780.58.
3. The item of indebtedness above listed is incurred
for a purpose for which said Warrants are authorized, to-wit-

APPROVING ESTIMATE NO.1 OF DUNCAN PARKING
METER CORPORATION FOR PARKING METER
IMPROVEMENTS AND DIRECTING DELIVERY OF
CERTIFICATE
WHEREAS, on June 23, 1967, the City Council of
the City of Stephenville, Texas, passed an ordinance, which,
among other things, authorized the issuance of $240,000 of
City of Stephenville Street Improvement Warrants, Series 1967,
for the purpose of paying part or all of the Engineer's fees
and inspection and testing fees, paying for the purchase of
land and right of way for street purposes and the cost of.
acquiring same, paying for street improvement work to be done
by the City, and paying for legal and financial advisory
services in connection with the issuance of said warrants,
and Contracts "A ", "B" and "C "• and
WHEREAS, Contract "C" has been fully performed and
the Contractor, Duncan Parking Meter Corporation, has hereto-
fore filed a request for payment designated "Estimate No, l"
and the City has delivered its warrants in the amount of said
Estimate No. 1 less $688.80 retained; and
WHEREAS, said $688.80 is now due Duncan Parking
Meter. Corporation; and
WHEREAS, Homer A. Hunter Associates, Consulting
Engineers for this City, has fully investigated the work per-
formed and materials furnished and has found that the contract
has been satisfactorily performed and has recommended that
said $688.80 heretofore retained should be paid to Duncan
Parking Meter Corporation; and
WHEREAS, the City Council has been furnished with
satisfactory evidence that all laborers and material men have
been paid to this date; and
WHEREAS, a certificate should now be delivered to
said Contractor as herein provided;
THEREFORE, BE IT. ORDAINED BY THE CITY COUNCIL OF
THE CITY OF STEPHENVILLE, TEXAS:
1. That the payment of $68$.80 to Duncan Parking
.Meter Corporation is hereby approved and the City Council of
the City of Stephenville hereby finds and declares that said
contract has been satisfactorily performed and materials
furnished in accordance with said contract, and that the City
of Stephenville has received full value to the amount there
shown.
2. That for the purpose of evidencing the City's
indebtedness to said Contractor, the City Secretary is hereby
directed to deliver to Duncan Parking Meter Corporation a
certificate as authorized by Section 13 of the ordinance passed
on June 23, 1967, in the amount of $688.80.
3. The item of indebtedness above listed is incurred
for a purpose for which said Warrants are authorized, to -wit:
paying for street improvement work.
4. This ordinance shall take effect immediately
upon passage.

into a contract with Duncan Parking Meter Corporation under
which said Contractor agreed to furnish materials and perform
certain work as set out in the specifications for street
improvement work to be done in said City; and
WHEREAS, it was desirable to make certain changes
in said contract; and
WHEREAS, this City and Duncan Parking Meter Corpora-
tion agreed to said changes but said changes were not reflected
in the minutes of this City Council and said changes should now
be ratified and confirmed;

minutes of this City Council and said change should now be
ratified and confirmed;

ORDINANCE DECLARING ALL OF WEST SADIE STREET WHICH RUNS FROM THE EAST LINE OF
NORTH RACE AVENUE TO THE WEST LINE OF NORTH DONNA AVENUE IN THE CITY OF
STEPHENVILLE IN ERATH COUNTY, TEXAS, TO HAVE BEEN ABANDONED AS S STREET.
ORDERING SAME VACATED AND CLOSED AND AUTHORIZING THE ADVERTISEMENT OF SAID
LAND FOR SALE IN ACCORDANCE WITH THE PROPER PROCEDURE FOR SALE OF CITY LANDS.
BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF STEPHENVILLE:
Section One
All of Sadie Street which street lies between the East line of North
Race Avenue and the West Line of North Donna Avenue in the City of Stephen-
ville in Erath County, Texas, as shown on King's 1956 Map of Stephenville at
page 788 is hereby declared to have been abandoned for street purposed and said
Sadie Street is hereby ordered vacated and closed as a street.
Section Two
The City Secretary shall take the necessary action to advertise said
land which has been closed and vacated as a street, above, for sale with bids
to be made as provided by City Charter of Stephenville, Texas.
