The City Council met in a regular meeting on the above date with Mayor Arthur
presiding and the following Councilmembers present: Mrs. Doyle White, Charles
Riggins, W. M. Irwin, Telefus B. Wawyer, Raymond Anderson, and Mrs. Fred McCleskey.
Others present were: Director of Public Works Gann, Chief Cornell, Fire
Marshall Ferguson. Minutes of previous meeting were read and approved.
Mr. Jack Bond and Mr. Hyles appreared before the Council and reported that the
sewer line on Neblett Street stopped up and the City crew unstopped the line.
A few days later the line stopped up again, and the sewer backed up in the residence
of Mr. Bond. There was eery little damage to Mr'. Bonds residence as he was home
at the time; however, this could have happened when no one was at home and
caused considerable damage. It was asked that the City do something to correct this
situation.
Mr. Gann explained that Mr. Bonds house and others in the area are lower than
the street and sewer will flow into these houses before it will flow out the
manhole. ThieTonly solution to this problem will be to raise the houses.
It was agreed to meet with the property owners and explain this Sewage problem.
Councilman Irwin reported that the paving in the Belmont Addition has been com-
pleted, and some other street improvement projects are being planned.
Councilman Anderson reported the need to widen Washington and Graham Streets.
Councilwoman McCleskey reported that all activities of the Park and Recreation
r Program have a large attendance. It was also reported that the old barn is almost
torn down.
Councilwoman White and Councilman Riggins had nothing to report.
The Council discussed the problem of trash being placed outside of business places
and being allowed to blow all over the City streets. It was agreed to contact
each business place and ask their cooperation in keeping trash off City streets.
It was moved by Councilman Irwin and seconded by Councilwoman White to authorize

the Mayor to carried. a deed for the necessary right of way for the North By -Pass Route.
The Mayor stated that the point has been reached whereby the curb and gutter in the
older sections of town will not be paid for by property owners. He would like
for the Council to consider a change in City policy and consider paving curb and
gutter expecially where some is needed to carry run off water. It was pointed out
that the City could in time recover these expenses through additional taxes on the
improved property.,,
There being no other business at this time, the Council stood adjourned subject to
the Mayors call.
