HomeMy WebLinkAbout1969-08-02 - Special City Council- VO.1 _T Stephenville, Texas August 22, 1969 The City Council met in a called meeting on the above date with Mayor Arthur presiding and the following council members present: Robert Herrin, Don Metsgar, Garland Loudermilk, Charles Riggins, W. M. Irwin, Raymond Anderson, adn Mrs. Fred McCleskey. The purpose of this meeting is to discuss the budget for 1969 -1970. Councilman Loudermilk, chairman of the Finance Committee, reported that the committee has met and the total budget requests for 1969 -1970 year are appro$imately $100,000. more than the estimated revenue. This committee has gone over each departments budget and recomended that some items be cut out of the budget. Director of Finance discussed each department's budget and council members asked questions about their respective budgets. The council discussed the request of the Fire committee for a new station wagon. The Finance Committee recomended that the station wagon be cut from the budget. It was moved by Councilman Irwin, seconded by Councilman Loudermilk, to accept the recomendation of the Finance Committee on the fire department's budget. Motion carried by a vote of 5 for, 1 against and 1 not voting. It was moved by Councilman Loudermilk, seconded by Councilman Anderson, to apply for a grant for airport improvements by the dead line of September 1, 1969. Motion carried unanimously. It was moved by Councilman Loudermilk, seconded by Councilman Herrin to tenatively approve the budget for 196q- 1910. Motion carried. The following were appointed to serve on the City Airport Board: Each person to be contacted and asked to serve on the board. Dr. Vance Terrell Swan Richardson Garland Loudermilk Hugh Wolfe Roy Swain Col Herbert L. Phillips Col. Dave Montgomery President of Chamber of Commerce Mayor The Mayor appointed Councilmen Metsgar, Irwin and Curtis to again contact the commissioner' court stating that a contract for emergency ambulance service must be signed by the next regular meeting of the city council. There being no other business at this time the council stood adjourned, subject to the Mayor's call_ Attest ?, \, 4S. / ( e4 , j- Mayo AN ORDINANCE CREATING THE AIRPORT ADVISORY BOARD: PROVIDING FOR APPOINTMENT AND QUALIFICATIONS OF THE MEMBERS OF SUCH BOARD AND THEIR TERMS OF OFFICE: PROVIDING FOR A CHAIRMAN, VICE CHAIRMAN AND SECRETARY FOR SUCH BOARD: DEFINING THE DUTIES OF THE BOARD: PRESCRIBING THAT MEMBERS OF THE BOARD SHALL SERVE WITHOUT COMPENSATION: AND AUTHORIZING PAYMENT OF EXPENSES OF SUCH BOARD, BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF STEPHENVILLE, TEXAS: Section_: One There is hereby created the Airport Advisory Board of the City of Stephenville, to be composed of 12 members. All members shall be resi- dent citizens of the City of Stephenville, Texas, and except for the first members of such Advisory Board, shall be appointed for two -year terms, and until their successors are appointed and qualified. Members of the Airport Advisory Board shall be appointed by the Mayor, with the advice and consent of the City Council. Appointments to the Advisory Board shall be made at the first regular meeting after the annual election, or as soon thereafter as possible. Twelve members of the first Advisory Board shall be appointed to serve until the first regular meeting after the annual municipal election in 1971, and six members shall be appointed to serve until the first regular meeting after the annual municipal election in 1972, so that thereafter the terms of six members shall expire in the even - numbered years, and the terms of the other six members shall expire in the odd - numbered years. Section Two The Airport Advisory Board shall select from among its members a chairman and a vice chairman, and it shall adopt, subject to the approval of the City Council, such rules and regulations governing its proceedings as it may deem proper. Such rules and regulations shall not be inconsistent with the ordinances of the City. The Advisory Board shall appoint a secretary, who may, but need not be, a member of the Board. The Secretary shall keep a record of all transactions of the Board. The manager of the airport shall provide the Advisory Board with all information necessary for the erformance of its duties. p Section Three The Airport Advisory Board shall from time to time make such general studies of airport construction and operation as may be useful in keeping the municipal airport efficient and adequate to the needs of the City and of the air transportation industry; it shall make recommendations to the City Council in respect to construction, expansion, improvements, maintenance, and operation of such airport. It shall call the manager's attention to any failure by personnel of the airport to carry out any orders or policies adopted by the City Council; and it shall, acting in an advisory capacity, work toward the general improvement of the airport and the advance- ment of the City as an air transportation center. Section Four No person having any financial interest in any commercial carrier by air, or in any concession, right or privilege to conduct any business or render any service for compensation upon the premises of the municipal air- port shall be eligible for membership on the Airport Advisory Board.
