July 1, 1969
The City Council met in a regular meeting on the above date with Mayor Arthur
presiding and the following council members present: Don Metsgar, Jack Curtis,
Garland Loudermilk, Charles Riggins, W. M. Irwin, Raymond Anderson and Mrs. Fred
McCleskey.
Others present were Director of Public Works Gann, Fire Marshall Ferguson, Assistant
Chief of Police McCoy, Director of Parks and Recreation Isham, and City Attorney
Chandler,
Minutes of previous meetings were read and approved.
Mayor read proposals for ehanges of zoning of Blocks 32 and 33 South Side Additions
from Residence 1 to Business 2; also change from Business 1 to Business 2 of
property known as former Whitefield Tract.
Msrs -C: °B: Troup and F. M. Edwards appeared before the council and voiced objections
to change zoning in Block 33, South Side Addition. These 2 property owners stated
the bought their property for homes and asked the council to consider rezoning land'
along Loop 195 to business thereby leaving the land owned by Mr. Troup, Mr. Edwards,
and others zoned as Residence 1. Mr. Troup also stated he knew nothing about the
proposed change of zoning and did not have opportunity to appear before the zoning
board.
It was moved by Councilman Riggins, seconded by Councilman Anderson, to refer the
proposed change of zoning of Blocks 32 and 33 South Side Addition, back to Zoning
Commission and Adjustment Board. Motion carried unanimously.'
It was moved by Councilman Irwin, seconded by Councilman
recomendation of Zoning Board and zoning be changed from
property as follows: beginning at the north east corner
and continuing north on Lillian street to Loop 195, then
of Loop 195 to the west line of lot 5A, block 34, South
beginning. Motion carried unanimously.

Mr. Frank T. Drought, consulting engineer, appeared before the council to discuss
the building of dams on the Bosque and developing of land in that area. It was
pointed out that funds are available from Parks and Wildlife on a a 50/50 basis for
developing the area. Also funds available through the Federal government for pur-
chase of land.
It was estimated that a dam on the Bosque would cost $50,000.00. An estimate of
the cost of a preliminary design for the dam would be $500.00, plus the cost of
boreing.
Assistant Chief of Police reported that 6 persons have been picked up by the am-
bulance service and 5 of the runs have been collected It was reported that the
new ambulance should be ready next week.
The council asked that City Secretary check on the ambulance contract with the
county.
Councilman M"etsgar reported that the fire department is in good shape. Also
reported complaints of the dump ground being closed on week ends.
Councilman Curtis called on Director of Public Works to report on the operation of
dump grounds. Mr. Gann reported that most of the complaints are from person who
work and cannot go the dump ground during the hours it is open. Also stated that if
the dump is open more than the present schedule it will require more equipment and
personell.
It is the recomendation of the sanitary committee that dump ground hours remain the
same as now in effect.
Councilman Irwin reported that the street department has resurfaced more than 20,000
lineal feet of streets this year, and present plans are to do another 30,000 feet
this year. There have been some complaints of streets being dusty after resurfacing
but this situation will work out in time.
Councilman Anderson reported that the well drilling crew has had some machine trouble
but the well should be ready to test pump next week. Also reported the well site has
been purchased from Mr. Taylor, and that Mr. McAlister has not agreed to sell land for
a well site.
Councilman Loudermilk reported that the committee will be ready soon to discuss the
retirement plan for city employees.
Councilman Loudermilk reported that if the money in the airport fund can be saved
there should be enough to pave the runways, and that it is possible to get some
goverment funds to help with the paving.

Councilwoman McCleskey reported that all activities of the Parks and Recreation dept.
have large attendance. Also expressed appreciation to street department for spraying 0
oil on road to McCleskey Field.
The council studied the map of proposed annexation to the city and it was agreed
to meet with Thomas King and proceed to draw the necessary field notes on annex-
ation.

It was moved by Councilman Irwin, seconded by Councilman Riggins that bid for
fuel be awarded to Sinclair Refining Company for the coming year. Motion Carried.
Bids for addition to police station and City Hall for storing ambulance.

It was moved by Councilman Riggins, seconded by Councilman Curtis, to table the
bids for further study. Motion carried unanimously.
It was moved by Councilman Irwin, seconded by Councilman Metsgar, to adopt the
following resolution and the council goes on record as opposing any plan by Congress
toi limit the tax exempt statuU on state and local government bonds.
RESOLUTION
In opposition to any limitation on the tax exempt statu& of interest paid on
Municipal bonds.
Whereas, the Congress of the United States is considering several plans which
would limit the exempt status for income purposes of interest paid on bonds issued
by cities; and
Whereas, any limitation on tax exemptation of interest paid on mumicipal bonds
will result in higher interest rates to be paid by cities, and limit the market
for such bonds and
Whereas, such limitation on tax exemption of interest paid on municipal bonds
will handicap local government'in securing fund's for- public improvements, and in-
crease the burden on local tax payers and on users of public facilities; now
therefore
Be it resolved by the city council of the City of Stephenville that it go on
record -as opposing any plan by the Congress of the United States that would in
any way limit the tax exempt status of interest paid on bonds issued by state
or local governments; and

Be it further resolved that a copy of this Resolution be mailed to the United
States Senators from Texas, and to the members of Congress in whose district
the city of Stephenville is located.
Motion carried unanimously.
Director of Finance reported that the water department has not sold as much water
as was anticipated and consequently does not have the money to transfer to the
other funds as set up in the budget. Also reported that the Park has exceeded
its budget and needs to lay off some of the extra help. The R & B is also out of money
money but has not exceeded their budget.
It was moved by Councilman Loudermilk, seconded by Councilman Irwin .o transfer
$1500.00 from the sales tax fund to the Library fund. Motion carried unanimously.
It was moved by Councilman Metsgar, seconded by Councilman Curtis, to transfer
$25,000.00 from the sales tax fund to the R & B fund, this being done to keep
the street resurfacing project going. Motion carried unanimously.
There being no other business at this time the council
