The City Council met in a regular meeting on the above date with Mayor Arthur pre-
siding and the following council members present: Don Metsgar, Garland Loudermilk,
Wm. Irwin, Chas. Riggins, Jack Curtis, Raymond Anderson and Mrs. Fred McCleskey.
Others present were: Director of Public Works Gann, Chief Cornell, Fire Marshall
Ferguson and City Attorney Chandler. Minutes of previous meetings were read and
approved.
Mrs. Poff, Collingsworth, Jacobs, Henningsen, and Scoble appeared before the Council.
Mr. Poff, spokesman, for the group stated that one of the property owners on Lydia
Street has hay and hay trucks in the yard and all kinds of junk in the yard. Also
stated these persons abuse the other property owners in the area. The group asked
the City to do something about this situation. City Attorney Chandler stated that
the City could only take action under the nusiance or sanitary portions of city or-
dinances. This appears to be a civil matter. Mr. William Scoble stated that a
great amount of fast traffic is on Lydia Street and suggested the City place stop
signs on all cross streets in effort to slow the traffic.
Mr. Wesley Miller stated that he has lived in the City for ten years and is proud
to be a part of the City.
Councilman Riggins, reporting for the committee on the sale of some of the airport
land stated that this committee has no recommendation. It is the general opinion
that this land may be of extreme value to the City for future water works expansion.
Mr. Harlan Huey and Don Bramblett appeared.before the Council and explained plans
for use of some of the airport land should the City agree to the sale.
Director of Public Works reported that more than 6,000 feet of streets have been
done in the paving and resurfacing project. Repairs are being made when the crew
can get to them.
Councilman Anderson reported that water department is doing well, and bids are
due on May 13th for water improvements. Also the sale of water for construction
is slow, however, most contractors are going to the city water rack when water is
needed.
Councilman Curtis reported that the committee has met and called on Director of
__. Public Works to explain plans for handling garbage. Maps were presented showing
dump ground divided into areas that are to be used for different types of garbage.
The proposal is to build a gate at the highway entrance. The grounds will be open
5 days per week from 8 :00 A. M. to 12:00 noon and 1:00 P. M. to 5:00 P. M. The
plans are to hire 2 high school boys todirect persons to proper dumping area.
The household garbage will be covered each day. It was suggested that some of
the NYC boys be used to direct persons at the dump ground.
It was moved by Councilman Curtis, seconded by Councilman Riggins to adopt the
proposal for handling dump ground, Director of Public Works to hire necessary help.
Motion carried unanimously.
Councilman Metsgar reported that plans are to start installing equipment on the
new fire truck soon.
Councilman Riggins reported that the new library is now open, also that he was
disappointed in the turn out of City Council members at open house. The council
discussed placing of parking meters on part of library parking lot.
It was moved by Councilman Metsgar, seconded by Councilwoman McCleskey to adopt
the following resolution:
RESOLUTION
Resolved, that Alderman Charles Riggins, having served as chairman of the Library
Committee of the City of Stephenville throughout the period of time which included
the acquisition of the old post office building, the renovation thereof and the
moving of the Stephenville Public Library to this new site, and during which period
the Stephenville Public Library has greatly increased its service by remaining
open five days of each week and has employed a librarian in addition to those other
employees previously working, and the services of such Public Library have been so
increased and broadened, that such facility is a source of great pride to the
foreword - looking citizens of Stephenville, we, the other members of the City Coun-
cil of Stephenville, do hereby offer our congratulations, our thanks and other com-
mendation to our fellow council member, Charles Riggins, and we direct that this
resolution be spread upon.the minutes and that a certified copy thereof be furnished
by the City Secretary to Alderman Riggins. Motion carried unanimously.
Councilwoman McCleskey reported full attendance of all activities of the recreation
program. Also reported the park committee is considering building a 20 ft, by 28 ft,
storage house for equipment.
It was moved by Councilman Curtis, seconded by Councilman Irwin to authorize the
park committee to accept bids and award a contract to build storage house at the
City Park. Motion carried unanimously.

It was also reported that this Friday is open house at the Higginbotham building.
All are invited to attend.
It was moved by Councilman Loudermilk, seconded by Councilwoman McCleskey that
Director of Parks and Recreation devote one -third of his time to the Senior Citi-
zens program. Motion carried unanimously.
Councilman Loudermilk reported that the Chamber of Commerce has met with the Civil
Aeronautics Board and it was recommended that the City appoint a City Airport Ad-
visory Board and adopt the proper ordinance in order that the board may function.
The ordinance was given to the City Attorney for study and report at a later meeting.
Councilman Irwin, reporting for the committee on proposed annexation, stated that
it appears the City Limits should be extended approximately one -half mile in all
directions. City Attorney reported that several years ago land was annexed under
General Law and was taken in by petition of property owners. Under City Charter
land may be annexed by one of the following: Upon petition and vote by all quali-
fi,ed voters of the City; Election by citizens of proposed area and vote of quali-
fied voters of the City; By ordinance introduced and published in the paper and
time of 30 days given in order that anyone objecting may file a petition. If no
objections are made, then ordinance is adopted upon final reading and area is in
City Limits.
It was moved by Councilman Riggins, seconded by Councilwoman McCleskey that the
airport land not be offered for sale at this time. Motion carried by vote of
4 for, 2 against. It was agreed for interested persons to bid on airport land
and the council will consider their bid.
The Council asked City Attorney to write the attorney for person buying the Miller
property, that the city is not in position to give a quit claim deed to that part
of Methodist Branch.
It was moved by Councilman Curtis, seconded by Councilman Loudermilk to accept
recommendations of the committee for salary increases. The increase to begin as
of May 1, 1969. Motion carried.
It was moved by Councilman Loudermilk, seconded by Councilman Irwin to transfer
money from City Sales Tax fund to the various funds to pay salary increases.
Motion carried unanimously.
There being no other business at this time the counctA stood adjourned subject
