HomeMy WebLinkAbout1969-03-04 - Regular City Council1.33 Stephenville, Texas March 4, 1969 The City Council met in a regular meeting on the above date with Mayor Arthur presiding and the following council members present: Robert Herrin, Don Metsgar, Garland Louder- milk, Charles Riggins, Telefus Cawyer, Raymond Anderson, and Mrs. Fred McCleskey. Others present were: Director of Public Works Gann, Fire Marshall Ferguson, Chief Cornell, and City Attorney Chandler. Minutes of previous meetings were read and approved. Mr. E. A. Blanchard appeared before the council and discussed the proposed additions to the Trailer Park Ordinance. The City Attorney stated that there may be some portions of the proposed Ordinance contested; however in his opinion the city needs some type of regulation of trailer coaches and mobil homes. It was moved bys'Councilman Loudermilk, seconded by Councilman Anderson, to adopt an ordinance regulating trailer coaches, and mobil home parks. Motion carried. (Said ordinance being attached to and becoming a part of these minutes.) Councilman Anderson reported that some persons have asked about leasing part of old city dump land for a minature golf course. The interested persons were invited to appear before the council to discuss the plans for a golf course. Councilman Anderson is still interested in getting the roads paved in the city cemetaries. The Council discussed the delay for new water lines and a well. It was moved by Councilman Anderson, seconded by Councilman Cawyer, that City Attorney prepare a letter to Homer Hunter Associates expressing the Council's feelings on the continued delay for plans for a new well and water lines. Motion carried unanimously. It was reported that on the 24th of March there will be a one day school on Sanitary Land Fill all council members are invited to attend. Mr. Seth Moore appeared before the council asking permission to erect signs at Dale Ave. and Frey. Streets directing persons to the Tanglewood Addition. It was moved by Councilman Herrin, seconded by Councilman Metsgar, to grant Seth Moore permission to erect the signs subject to presentation to the council a sketch of pro - posed signs. Motion carried unanimously. Councilman Loudermilk reported that the committee is still studying the retirement plan and- should have a recomendation soon. Councilman Loudermilk reported that new radio equipment for the airport is in the budget, and a bid has been received in the amount of $470.00 plus old radio equipment. It was moved by Councilman Loudermilk, seconded by Councilwoman McCleskey, to purchase the radio equipment for the airport. Motion carried unanimously. Councilwoman McCleskey reported that the Park and Recreation have had a full program for the past month. Also reported that the grant has been received for the senior citizens and the program should get started by April 1, 1969. There is a need to hire an assistant director and a custodian. Councilman Riggins reported that. the new library-should be ready-to open sometime - this month. Councilman Anderson reported there is a possibility of a large rocery store being built on the corner of west Washington st. and Lillian st. This would create a traffic hazard. The Council discussed the problem of ambulance service. Stephenville Funeral Home asked for an answer if the city will accept the ambulance and equipment? The plans are to sell the ambulance if the city does not want it. City Attorney stated that the council cannot spend taxpayers money to provide ambulance service outside the city limits. It was moved by Councilman Metsgar to accept the ambulance from Stephenville Funeral Home and work out details of operation. The motion was seconded by Councilman Riggins, After discussion the motion was with- drawn and no action taken. Director of Public Works discussed the problem of sewer to the proposed Hillcrest k Additon. It was pointed out that a lift station and approximately 900 feet of line will have to be run in order to handle the sewage. 134 It was moved by Councilman Cawyer, seconded by Councilman Anderson that the city participate in the cost of sewer line to the Hillcrest Addition, subject to the engineers approval. Motion carried unanimously. It was moved by Councilman Anderson, seconded by Councilman Cawyer, that the council authorize Director of Public Works to repair Rose drive in cooperation with Williams and Young as worked out with Chairman of the Street Committee. Motion carried unanimously. Director of Public Works presented a map showing the streets that were resurfaced last year, and also discussed the proposal to resurface approximately 50,000 feet of streets this year. It was agreed to resurface part of driveways in city cemetaries. It was moved by Councilman Riggins, seconded by Councilman Loudermilk, to adopt an ordinance declaring all of west Pecan street from the east line of north Belknap avenue to the west line of North Graham street in the City of Stephenville in Erath County, Texas to have been abandoned as a street, ordering same vacated and closed and- suthorizing the advertisement of said land for sale in accordance with the proper proceedure.of sale of city lands.
