February 4, 1969
The City Council met in a regular meeting on the above date with Mayor Pro -Tem
McCleskey presiding and the following council members present: Don Metsgar,
Garland Loudermilk, Charles Riggins, Wm. Irwin, Telefus Cawyer, and Raymond
Anderson.
Others,present were Director of Public Works Gann, Fire Marshall Ferguson,
Chief Cornell and City Attorney Chandler.
Minutes of previous meetings were read and approved.
Councilman Riggins reported that opening of the City Library will be delayed
due to fact that the furniture and shelving have not been delivered.
Councilman Loudermilk reported that additional retirement plans are being
studied and the committee hopes to have a recommendation in the near future.
The Park-Committee recommended that the city not purchase the adjoining land
as it would be too expensive to get the property in shape for use.
Councilman.Irwin reported that the Street department has surfaced 7 blocks
and patched about half of the city streets. Also working on the Higginbotham
lot and opening of Second Street.
Councilman Irwin reported that the Agriculture Committee of the Chamber of
Commerce asked to use the large pavillion at the City Park for a livestock show.
This was referred to the Park Committee,
Councilman Irwin reported that James Young, the Mayor and himself have looked
at Rose Drive. Mr. Young claims that moisture under the paving has caused the
,street to give away. Mr. Young stated that a proposal to help repair Rose Drive
will be made.
Councilman Cawyer reported that the State Health Department has made an inspection
of the dump grounds, and the Sewer Committee has applied for an extension of
time to comply with the Air Control Board regulation, It was also reported that
it will cost approximately $25000.00 for equipment to handle the land fill
operation.
It was reported that the application for grant to aid the Senior Citizens Pro -
gram has passed one committee and will be considered by the Governors committee
on February 7th.
Councilman Loudermilk stated that Dr. Vance Terrell has offered to build additional
hangars at the airport. It was agreed to contact persons who may be interested
in leasing storage space for airplanes, to find if the demand for additional
hangar space is great enough.
It was moved by Councilman Anderson, seconded by Councilman Loudermilk to pay
Fambro Construction for additional cost for the 12 inch water line. Motion
carried unanimously.
City Secretary reported that Monday February 10th there will be a breakfast in
Austin sponsered by Texas League of Municipalities. All Council members are

invited to attend.
It was moved by Councilman Irwin, seconded by Councilman Riggins to hire Trewitt
Arnold for custodian of City Hall and Police Station at salary of 0200.00 per
month. Motion carried unanimously.
Councilman Loudermilk excused himself from the meeting.
The following bids received for curtains for recreation hall:
Higginbotham Bros. & Co.---- $1345.00, Harrison - Voss- - - - - -- $1500.00
It was moved by Councilman Irwin, seconded by Councilman Anderson that the bids
be referred to Park Committee for study, and this committee be authorized to
award the bid. Motion carried unanimously.
The following bid received for a tractor and mower:
Sanders Tractor Company - -Cub tractor and mower - - -- $1950.00
It was moved by Councilman Anderson, seconded by Councilman Irwin to accept
the bid for Cub tractor and mower. Motion carried unanimously.
It was moved by Councilman Riggins and seconded by Councilman Irwin that the
annual City Election be called to be held on April 10 1969 in accordance with
Election Ordinance on Page 86 -C, Minute Book F. and the State Statute Procedure
for use of the secret ballot. The election being called for the purpose of
electing 1 councilman for each place numbers 1, 3, 5, and 7 to serve a 2 year
term of office. Motion carried unanimously.
It was moved by Councilman Riggins, seconded by Councilman Irwin that Homer
Stephen be appointed Election Judge, Mr. Stephen to select his assistants.
Motion carried unanimously.
Each of the council members were presented a copy of the proposed additions to
the Trailer Park ordinance. No action was taken.
There being no other business at this time the Council stood adjourned subject
to the Mayor's call.
