City of Stephenville - City Council
Tuesday, March 5, 2013, 5:30 P.M.
The City Council of the City of Stephenville, Texas, convened on March 5, 2013, at 5:30 p.m., in the
Council Chambers at City Hall, 298 West Washington Street, for the purpose of Regular Business Meeting,
with the meeting being open to the public and notice of said meeting, giving the date, time, place and
subject thereof, having been posted as prescribed by Chapter 551, Government Code, Vernon'sTexas Codes
Annotated, with the following members present, to wit:

Call to Order. The meeting of the Stephenville City Council was called to order at5:30p.m.
on Tuesday, March 5, 2013, by Mayor Weldon.
II. Citizens' General Discussion. Fredie Goble, 413 Bluebonnet, Stephenville, spoke to the
council about zoning, restaurants, and alcohol. He is concerned about the number of private
clubs, which he believes should have percentage of food to alcohol like B-5 zoning. He said
he is still trying to determine how much money is collected by the City of Stephenville for
alcohol sales.
III. Presentation by Fire Department of the Heart Saver Award to Katie Carr
Fire Chief Jimmy Chew called on Battalion Chief Chuck Elliott to make the presentation of
the American Heart Association Heart Saver Award and the Stephenville Fire Department
Certificate of Appreciation to Katie Carr. Elliott introduced fellow firefighters assisting in the
presentation —Trey Lee, Jerry Powers, Mickey Belew, Daniel Dowell, and Gregg Schrumpf.
Elliott introduced Katie Carr. Carr came to the aid of a female who was having a heart attack
while shopping in Walmart. Carr activated the 9-1-1 system and performed CPR until
paramedics arrived.
Mayor Weldon presented Katie Carr with the American Heart Association Heart Saver
Award.

IV. Proclamation Designating March as American Red Cross Month
Mayor Weldon read the attached proclamation which designates March as American Red
Cross Month.
V. Stephenville Historical Museum Annual Report and Presentation of Budget —Robin
Ritchie, Board President
Robin Ritchie reported to the council concerning the activities of the museum for 2012 and
presented the attached budget. She noted that in 2012, there were visitors to the museum
from 79 Texas cities, 25 state, and seven countries. She thanked the council for the hotel
occupancy tax funds allocated to the museum. Some of the highlights are as follows:
•Finishing the 2012 project of remodeling and renovating the Carriage House.
•Completing a complete inventory of every item, picture and file at the museum.
•Remodeling the front room of the Berry House to accommodate rotating exhibits.
•Rebuilding of the Berry House porch and balcony.
•Improve the parking areas on the museum grounds.
Activities for 2013 include:
*The Native and Heirloom Plant Fair on April 13
*Camp Pioneer summer camp
*By Gone Days on the Bosque in October
MOTION by Alan Nix, second by Scott Evans, to accept the report and approve the budget.
MOTION CARRIED.
VI. Consider Approval of Airport Layout Plan
Drew Wells, Director of Community Services, explained that once this plan is approved by
the council; Texas Department of Transportation, Aviation Division; and Federal Aviation
Administration it becomes the official planning document for the development of
Stephenville Clark Regional Airport. Improvements indicated on the ALP include the runway
extension project.
Recognition was given to the Stephenville Airport Advisory Board and specifically to board
chairman, Hardy Hampton.
MOTION by Russ McDanel, second by Scott Evans, to approve the Airport Layout Plan.
MOTION CARRIED by unanimous vote.

VII. FINANCE COMMITTEE REPORT. Chairman Doug Svien reported on the items as indicated.
A. Audit Report. The committee reviewed and discussed the overall financial condition of
the city.
B. Economic Development. The process of hiring an Economic Development Coordinator
is ongoing.
C. Forecasting. The committee reviewed the Landfill Fund's projections for the next ten
years.
Vill. FINANCE COMMITTEE and PUBLIC WORKS COMMITTEE REPORT —Consider Approval of
Utility Rates. These committees reviewed the projected water and sewer revenue and
expenses. The committees had recommended increasing the volume charge on water and
sewer.
MOTION by Alan Nix, second by Joe Cude, to adjust the charge on water from $3.25 per
1,000 gallons to $3.50 per 1,000 gallons, and the volume charge on sewer from $3.15 to
$3.40 per 1,000 gallons. MOTION CARRIED.
IX. PERSONNEL COMMITTEE REPORT. Chairperson Martha Taylorgave this committee report.
A. Health Insurance. The contract from Blue Cross Blue Shield resulted in a 3% lower rate
than last year, which saves approximately $26,224 a year.
B. Renew Contract with Kenneth D. Wethe, Independent Insurance Consultant. MOTION
by Martha Taylor, second by Scott Evans, to approve the contract with Kenneth D.
Wethe, Independent Insurance Consultant. MOTION CARRIED.
C. Pay Plan. The committee will consider hiring a facilitator/consultant to assist in
developing the Pay Plan.
X. CONSENTAGENDA
Joe Cude asked that Item B. be removed from the Consent Agenda. MOTION by Alan Nix,
second by Doug Svien, to approve Consent Agenda Item A. MOTION CARRIED.
Cude wanted to call attention to the items that the city will place for sale. These items will
be listed on an internet government surplus auction company. MOTION by Scott Evans,
second by Joe Cude, to approve the sale of equipment. MOTION CARRIED.

XI. Comments by City Administrator
• Senior Citizen Center will be closed for about three days. The center is being treated
to eradicate the bats, remove bat guano, and sanitize affected areas.
• TxDOT has begun survey work for the traffic signal at Washington Street and 011ie
Avenue. The signal may be installed as early as the summer of 2013.
• Keep Stephenville Beautiful is requesting citizens to fill out their online survey.
XII. Comments by Council members
Joe Cude thanked members of the Stephenville Fire Department for helping to unload and
distribute food from the Tarrant County Food Bank to area food pantries.
Malcolm Cross stated that the Nominations Committee will be meeting to review the city
charter, and council members can give their suggestions to him.
Russ McDanel recognized and thanked Community Services Director Drew Wells and Public
Works Director Nick Williams for their work on the Alexander Road project.
Alan Nix congratulated Joe Cude on the birth of another grandson.
Mayor Weldon congratulated the Stephenville Honeybees and the Yellow Jackets for a great
basketball season.
XIII. EXECUTIVE SESSION. At 6:58 p.m., Mayor Weldon recessed the open portion of the
meeting, and council went into executive session in compliance with the provisions ofthe
Texas Open Meetings Law, Subchapter D, Government Code, Vernon's Texas Codes,
Annotated, in accordance with Sec. 551.072 Deliberation Regarding Real Property.

XIV. Action taken on items discussed in executive session
MOTION by Alan Nix, second by Scott Evans, to authorizethe mayorto execute documents
to effect the purchase of 3.08 acres in Lots 1, 2, and 3, Block 47, City of Stephenville, Erath
County, Texas, and Lot 2A, Block 55, City Addition, City of Stephenville, Erath County, Texas.
MOTION CARRIED by unanimous vote.
