HomeMy WebLinkAbout1969-10-07 - Regular City CouncilStephenville, Texas October 7, 1969 The City Council met in a regular meeting on the above date with Mayor Arthur pre- siding and the following council members present: Robert Herrin, Don Metsgar, Garland Loude Loudermilk, W. M. Irwin, Charles Riggins, Jack Curtis, Raymond Anderson, and Mrs. Fred McCleskey. Others present were: Director of Public Works Gann, Director of Parks Isham, Fire Marshall Ferguson, Chief Cornell, and City Attorney Chandler. Minutes of previous meeting were read and approved. The council discussed the covering of Methodist Branch between Paddock and Erath streets. It was agreed to go ahead and pour the bottom and city crews finish when possible. Councilwoman McCleskey reported a large attendance in all activities of the park and - recreation program. The council discussed the girl scouts and other groups building fires in the park for cermonies. It was agreed for the park chairman to assume responsibility of granting permission to use the pakk for these purposes. Councilman Herrin, reported that large hay trucks ares -being parked on Lydia street creating an unsightly situation. It was pointed out that the council could do nothing about this. Councilman Irwin reported that the ste.et department has resurfaced more than 50,000 feet of streets this year. There are a few blocks the property owners have the money up on and this will be done. Also plan to start paving cemetery roads by November 1, 1969. Councilman Anderson reported that the water wells are complete, the last well is very good. The pipe line should be completed in the near future. It was moved by Councilman Curtis, seconded by Councilman Irwin, that the city dump remain open Monday through Saturday and the hours be from 9:00 A. M. to 6 P. M. Motion carried unanimously. Councilman Curtis presented some recomendations of the city plumbing board for changes in the city plumbing ordinance. It was moved by Councilman Curtis, seconded by Councilman Loudermilk, ato adopt an ordinance amending certain sections of that ordinance of the City of Stephenville known as the Plumbing Code of the City and providing that the provisions set out shall supercede provisions of the City Plumbing code contrary thereto and providing that this ordinance shall be effective immediately after publication as provided by law. Motion carried unanimously. (Said ordinance being attached to and becoming a part of these minutes.) The council discussed the need for an Electric Code, and asked the fire committee to recomend an electric code. The council also discussed the charges made for water and sewer taps, and asked the Director of Public Works and Water Superintendant to make recomendations at the next regular meeting. G Councilman Loudermilk reported that planes are out in the open at the airport and there is a great demand for hangar space. -It was moved by Councilman Loudermilk, seconded by Councilman Irwin, to purchase a hangar for $19,950.00 and the hangar be leased to Cecil Davis for $200.00 per month for 10 years. Motion carried. It was moved by Councilman Anderson, seconded by Councilwoman McCleskey, to adopt ordinances approving estimates for waterworks improvements as follows: Estimate number one of Bella Company, and estimate number four fo Layne Texas Co. Motion carried. (Said ordinances being attached to and becoming a part of these minutes). The council discussed the request of G -H Company for an additional sewer tap to the trailer park located on Lillian street. The Mayor read a petition signed by approximately 150 taxpayers asking that the council adopt an ordinance regulating dogs running loose in the city. The council instructed Chief of Police to hire a dog catcher to pick up dogs that do not have current tags. Also the council will publicize the fact that the existing ordinance regulating dogs will be enforced. The council agreed to advertise for bids for a 1969 pickup for the water dept. The council discuxxed the law effective January 1, 1970 where in the city will be required to carry liability insurance on all vehicles. The council asked City Secretary to secure bids to furnish such insurance. It was moved by Councilman Riggins, seconded by Councilman Metsgar, to pay Santa Fe Railroad $50.00 for easement near Lillian St. Motion carried Unanimously. It was moved by Councilman Riggins, seconded by Councilman Herrin to notify Lee Orbison that they will charge 8Y % interest on his note in the future. Motion carried unanimously. It was moved by Councilman,Irwin, seconded by Councilman Curtis, that Director of Public Works make the decision of whether or not to hire I.C.T. students to work for the water department. Motion carried unanimously. It was moved by Councilwoman McCleskey, seconded by Councilman Riggins, to commend Mrs. Joyce Pemberton for the annual report of the water department. Motion carried unanimously. It was moved by Councilman Riggins, seconded by Councilman Metsgar, to transfer $500.00 from General Fund to Library Fund. Motion carried unanimously. It was reported that the annual meeting of Texas League of Municipalities will be held at San Antonio on November 9, 10, 11 All council members are invited to r.' attend. AN ORDINANCE PROVIDING FOR OPERATION BY CITY OF AMBULANCE AND FURNISHING OF AMBULANCE SERVICE WITHIN ERATH COUNTY WITH COSTS TO BE BORNE JOINTLY BY CITY OF STEPHENVILLE AND COUNTY OF ERATH, SETTING OUT AGREEMENT AND AUTHORIZING MAYOR TO SIGN STATEMENT OF SUCH AGREEMENT WITH COUNTY JUDGE OF ERATH COUNTY WITH SAME TO BE PUBLISHED IN COUNTY NEWSPAPERS BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF STEPHENVILLE: Section One. City of Stephenville will be responsible for operation and maintenance of ambulance service in Erath County with costs thereof to be equally paid by City of Stephenville and County of Erath as set out below. Section Two. The following estimate of costs, having been previously discussed between the Commissioners Court of Erath County and the City of Stephenville through the members of its City Council has been approved by the Commissioners Court, and is approved by f this City Council, as an estimate of the monthly expenditures: Salary - 3 Men -------------------------- $1,275.00 Ambulance - On 3 -Year Basis------- - - - - -- 175.00 Repair and Maintenance Fuel------- - - - - -- 50.00 Insurance------------------------- - - - - -- 50.00 Laundry - Linens---------------- - - - - -- 20.00 Social Security, Retirement------- - - - - -- 125.00 Training-------------------------------- Miscellaneous--------------------- - - - - -- Plus or Minus Plus or Minus TOTAL $1,695.00 (Without Train ing & Miscellaneous Estimates) Section 3. City of Stephenville agrees to furnish an extra man each run made at no charge to County; and City agrees to present bill for $25.00 for each person picked up and brought to either hospital in county, plus $1.00 per mile one way, for any service outside city limits; all collections so made will be credited against operating expense. An accounting and settlement will be made each month by County based on statement furnished by City, but City will furnish any additional information or explanation which may be called for as to any item on said statement to the County. A complete sum- mary anq account will be furnished by the City to County at the end of each year. It is agreed with the County of Erath that this arrange -'' ment is considered to begin on June 15, 1969, and to continue for a period of one year. If this contract is not renewed at the end of one year the County will pay one -half the remaining balance of ambulance price. Section 4. The Mayor is authorized to sign a statement along with the County Judge embodying the above information and same shall be published in the newspapers of Erath County, Texas. LAYNE TEXAS COMPANY BY A u SUBSCRIBED AND SWORN TO BEFORE ME this _5th day of February 1970 :1 Vi (Tommie _Pack) Notary Public in and for _ Erath County, Texas (NOTARY PUBLIC SEAL) 44 rt Y N AN ORDINANCE AMENDING CERTAIN SECTIONS OF THAT ORDINANCE OF THE CITY OF STEPHENVILLE KNOWN AS THE "PLUMBING CODE" OF THE CITY AND PROVIDING THAT THE PROVISIONS SET OUT SHALL SUPERCEDE PROVISIONS OF THE CITY PLUMBING CODE CON- TRARY THERETO AND PROVIDING THAT THIS ORDINANCE SHALL BE EFFECTIVE IMMEDIATELY AFTER PUBLICATION AS PROVIDED BY LAW BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF STEPHENVILLE, TEXAS: Section One House sewers on all new construction shall be service weight: -or extra heavy cast iron soil'..pipe. Where 50 per cent or more of the developed length of existing tile house sewer lines are replaced, the new part shall be service weight or extra heavy cast iron soil pipe. Where less than 50 per cent of a house the sewer line is repaired or replaced, number 1 vitrified clay sewer pipe may be used This change will be effective ninety days from date of passage of this ordinance. Section Two There must be at least 18 inches of undisturbed earth or ground between yard lines of water, sewer and gas. Also the same distances must prevail at Point of stub out from under structure of building. Section Three Where solder or sweat type copper fittings are used under concrete slab construction of water lines, a 95 -5 solder or silver solder must be used. Section Four No Type M copper shall be used for copper water service lines under concrete slab construction. Section Five Where the yard water line is copper, no galvanized pipe, fittings, nipples, or unions are to be used in connecting yard line to city stub at meter box. Section Six Precast shower pans with terrazo or equal inside finish may be used for shower bath installation. Section Seven The minimum of three inspections shall be called for by the plumber and shall be made by the plumbing inspector. These inspections shall be as follows: (1) At time of rough in of drainage, water, and gas lines before slab is poured or sub floor is installed; (2) Next shall be at stage of top out sewer vents through roof with water pipe and fittings in place and city main pressure shall be applied; All arms, stubs, etc. shall be in place on drainage system. (3) Final inspection shall be when all fixtures and appliances are set, connected and in usable condition, this includes water, gas, and plumbing fixtures. 448 Records of all inspections shall be made and such records shall be kept a minimum of three years. Section Eight Condensation drains for air conditioners shall not terminate less than 6 inches above overflow line of water closet bowl. Section Nine All present requirements for water testing of drainage lines which are contrary to or in conflict with the provisions of this amending ordinance are hereby removed from the Plumbing Code. Section Ten of Eighty pound plastic pipe or that /equal protection shall be placed on all water lines under concrete slab where the pipe comes in contact with the cement slab and also where the copper pipe contacts any other pipe. Section Eleven Any and all provisions of the City Plumbing Code heretofore in effect which are in conflict with or contrary to any of the provisions of the amending ordinance are repealed.
