_J The City Council met in a regular meeting on the above date with Mayor Skipper pre-
siding and the following council members present: Don Metsgar, Garland.Loudermilk,
Doug Smithey, Jack Curtis, Toby Stone, and Mrs. Fred McCleskey.
Others present were Director of Public Works Gann, Director of Parks,Isham, Fire
Marshall Ferguson, Chief Cornell and City Attorney Chandler.
Minutes of previous meetings were read and approved.
Mr. A. F. Robinson, representing the firm of Hi Neighbor appeared before the council
and presented a plan to furnish trash containers under the sponsorship of the Chamber
Of Commerce. The plan is for advertising to be sold to local merchants and placed
on the trash containers. It was pointed out that the city would be responsible for
the removal of the trash.
It was moved by Councilman Metsgar seconded by Councilman Curtis to advertise for bids
for 2 new police cars. Motion carried unanimously.
It was moved by Councilman Smithey seconded by Councilman Metsgar to advertise for
bids for a new station wagon for the fire department. Motion carried unanimously.
Councilwoman McCleskey reported large attendance at all activities of Parks and
Recreation and Senior Citizens programs.
It was also reported that a used station wagonhas been made available to the Senior
Citizens Cente, There is a small bill of $53.30 for minor repairs due on this vehicle,
operating exp sF to be paid by Senior Citizens. Also reported athat a kiln is available
for use at senior citizens center.
It was moved by Councilwoman McCleskey seconded by Councilman Loudermilk to accept the
offer for the city soil survey. Motion carried unanimously.
It was.moved by Councilwoman McCleskey seconded by Councilman Curtis to build a temporary
fence at the West End Cemetary. Motion carried.
It was reported that no decision has been made on bids for improvements at city airport.
It was also reported that a meeting will be held at 2:00 P. M. Thursday to discuss the
airport improvements.
Councilman Curtis reported the committee has met concerning the request of Bill Bledsoe
for more protection of his franchise. The committee had no recomendation for changes
in present operation of garbage hauling. City Attorney Chandler stated that persons
who use the streets and alleys to collect garbage without a franchise are in violation
of existing ordinances but such ordinances are just not being enforced.
Councilman Stone asked the question of other persons hauling
and are not regulated on the amount they charge then why coldn't Mr wBledsoea franchise
his franchise back to the city and charge any amount that he wants too? After Jdiscussion
it was agreed that the sanitation committee would meet again to discuss give
Councilman Stone reported that no decision has been made concerning Mr. Charles Neblettss
offer to pay taxes.
It was moved by Councilman Smithey seconded by Councilman Stone that the cit y stay out
of the proposal presented by Mr. Robinson. Motion carried unanimously.
It was moved by Councilman Stone seconded by Councilman Metsgar to pay Thomas King for
information concerning the 4xtent of area that could be served by installing new sewer
main in the north and northwest part of the city. Motion carried unanimously.

the annual audit. This was discussed but-;no actiondtakenre the council and presented
City Secretary read a letter from Lone Star Gas Co. concerning the tax assessment of
the gas company. It was requested that the council authorize a substanial reduction
in aasessment for 1970 taxes.
City Attorney Chandler stated that the City Charter does not give the council the
right to act as an appeal board on tax assessments.
It was moved by Councilman Stone seconded by Councilman Curtis to call for bids by the
job and by the hour for installing and taking down the christmas lights. The

It was moved by Councilman Loudermilk seconded by Councilman Smithey to advertise for
bids for a new back hoe as soon as specifications are complete. Mention carried unanimously.
It was moved by Councilman Loudermilk seconded by Councilwoman McCleskey that the vacancy
on the city council exist until the next regular city election in April, 1971. Motion
carried unanimously.
There being no other business atj.;, this time the council stood a 'ourned, subject o the
Mayor's call.
