The City Council met on the above date in a called session with the following present:
Don Metsgar, Doug Smithey, Mrs. Fred McCleskey, Robert Herrin, W. M Irwin, Toby Stone,
Garland Loudermilk and Mayor John Skipper presiding.
A large number of the interested townspeople attended. Mayor Skipper stated that
the purpose of the meeting was to vote whether or not to establish a local housing
authority for the City of Stephenville.
Several members of the public expressed their views pro and con concerning a housing
authority and the establishment of a housing project for low imcome personnel.
Mrs. L. A. King felt that there was a defintie need of a housing project for the elderly
of Stephenville. Dr. Vance Terrell voiced his feelings against what he felt was an
encroaching communal society and that the City should not obligate itself in such an
endeavor. Mr. Grady Swindle believed that there were other and perhaps better ways
to establish housing and not congregate in one area.
Councilman Loudermilk pointed out that if an authority was appointed the council would
have no control over it. The authority would have full responsibility over the project
for low rent housing.
Councilman Irwin stated that a matter such as this should have control over it by the
council acting for the people; there should be a survey taken to find out the needs
of the city, and the questions of how to finance such a project and how it would
operate needed to be answered first.
After more discussion the council adjourned to executive session. After which Council-
woman McCleskey made a motion seconded by Councilman Irwin that a 5 member housing
committee subject to the city council make a thorough study of the housing needs of
the city and report back to the city council. Motion carried unanimously.
No further business to discuss at this time the council was adjourned, subject to
the Mayor's call.
