June 2, 1970
Members of the City Council met at City Hall on the above date in regular session
with the following present: Mrs. Fred McCleskey, Garland Loudermilk, Toby Stone,
Jack Curtis, Robert Herrin, W. M. Irwin, Doug Smithey with Mayor John Skipper
presiding.
Others present were Fire Marshall Ferguson, Public Works Director Gann, Chief
Cornell, Park Director Isham.
Minutes of the last meeting were read and approved.
Mr. W. A. LeMond appeared before the council and made a request that a tree in front
of his residence at 351 E. McNeill be removed because it presented a nuisance to his
property. The Mayor referred this matter to the street committee for study.
Mayor Skipper then called upon the committee chairmen to report on their committees.
Councilwoman McCleskey reported that the park had begun its summer schedule of events
and classes. Park Director Isham reported that a charge of $10.00 has been set on
swimming lessons and a charge for the arts & Crafts classes in order to meet the
various expenses for these classes.
Councilwoman McCleskey also reported that May had been Senior Citizen month and there
had been a large participation in activities at the Senior Citizen Center.
Councilman Loudermilk reported that all was in order for the paving of the airport.
This project will soon be underway after the city attorney completes his study and
when the designated report is complete. Hunter Associates have completed specifications.
Councilman Curtis had nothing to report except that all was going well in the sani-
tation dept. and at the dumpground operations.
Councilman Stone called upon Public Works Director Gann to report the paving and
resurfacing projects of the city's streets. Gann stated that 15,000 feet of paving
had been completed and seven blocks of paving were in progress.
Councilmen Herrin and Irwin had nothing to report.
Councilman Smithey reported that Fire Dept. operations were running smoothly and the
Plaza Shopping Center had requested that a fireworks display be presented at the X
Plaza on the night of July 3rd. Fire Marshall Ferguson advised that professional
operators would handle the display and that a written agreement would be presented
stating that the Stephenville Plaza Shopping Center owners would be responsible for
any damages that might occur.
Councilman Smithey made a motion that the city council accept the Stephenville
Plaza Shopping Center proposals concerning their fireworks display, placing
responsibility as described, upon the Plaza owners.
Councilman Stone seconded the motion. Motion carried.
Mr. Howard Ross appeared before the council and requested permission to purchase a
- portion of Culp street which is located adjacent to his property. This portion is
70 feet north and 140 feet south running to Sixth street.
Councilman Stone made the motion , seconded by Councilman Loudermilk, that this
property be open to competitive bidding after the street was closed. Motion
carried unanimously.
An ordinance declaring this portion to be closed and offered for sale now being
attached to and becoming a part of these minutes.
A resolution (attached to and becoming a part of these minutes) was presented by
Hugh Wolfe to the council requesting that Mayor Skipper and other officials sign
the petition ,
Councilman Curtis made the motion, seconded by Councilman Loudermilk, that Mayor
Skipper so sign the petition along with the other officials and present it to the
maMager of the local theatres. Motion carried unanimously.
City Secretary Rex Cates announced that competitive gas and oil,bids will be forth-
coming and advertising for these bids would be distributed.
There being no other business presented at this time the council stood adjourned
until the next meeting, subject to the Mayor's call.
