HomeMy WebLinkAbout1970-03-03 - Regular City CouncilStephenville, Texas March 3, 1970 The City Council met in a regular meeting on the above date with Mayor Arthur presiding and the following council members present: Robert Herrin, Jack Curtis, Raymond Anderson,Don Metsgar, Charles Riggins, W. M. Irwin, and Mrs. Fred McCleskey. Others present were: Director of Public Works Gann, Director of Parks bonnie Isham, Fire Marshall Ferguson, Chief Cornell, and City Attorney Chandler. Minutes of prevuous meeting were read and approved. Mr. Dan Wolfe appeared before the council, speaking in behalf of Wolfe Nurgry and Tandy Corp. stated that plans are to expand the operations of the company and asked the council to delay the annexation of property to the city limits for 6 months if possible. Mr. B.L. Templeton and Edwin Sullivan appeared before the council. Mr. Templeton representing Mr. Sharp who owns some 200 acres of land that may be annexed to the city in the near future. Mr. Edwin Sullivan operates the dairy on land owned by Mr. Sharp. Mr. Sharp has no objections to annexation other than he is afraid the city would close the dairy. These persons were assured that the dairy may continue to operate if taken into the city. The dairy could be subject to additional sanitary regulations if homes are built close to the dairy. Councilmen Metsgar and Riggins had nothing to report. Councilwoman McCleskey reported large attendance at all activities in the Parks and Recreation program. The council had no objections to Director of Parks attending a workshop at Galveston. Mayor read a petition signed by a number of citizens, the petition requests that free parking space be reserved on Higginbotham lot for persons connected with the senior citizens center. The request was referred to a committee of W. M. Irwin, chairman, with council members Robert Herrin and Mrs. Fred McCleskey. Councilman Herrin reported that the new radio equipment has arrived and the night watchman will have radio contact with the police station. The equipment can also be used as stand by for the police radio. Councilman Irwin noted some good reports concerning the police force especially on courtesy and promptness in answering calls. Chief of Police reported that the dog catcher is picking up a large number of dogs and that the disposal of dogs has been worked out. Dirctor of Public Works reported that the tank company is working on the elevated tank and should be finished in 30 days. Councilman Anderson reported that the Lone Star Gas Company has decided not to accept the rate increase as granted in February. Also that Hunter Associats are working gathering information in behalf of the city. The hearing is to come up before the Railroad Commission on March 11, 1970. Councilman Curtis reported the dozer has not been delivered due to the fact the cab is not yet available. Mayor reported that the city clean up campaign will be publicized encouraging all citizens to clean up around their homes. Also reported that Walker's has 1 been contacted and will lease the city a wrecker for removing old cars from the city. A suitable place has been located to dispose of junk cars. It was moved by Councilman Irwin, seconded by Councilwoman McCleskey, that city cmvs and equipment assist in the clean up campaign. Motion carried unanimously. Sample ordinances controlling junk cars were presented to council members for consideration. The council was presented reports of the City Planner and The City Planning Commission and a lengthy discussion was held on the proposed annexation to the city. . It was moved by Councilman Irwin, seconded by Councilman Herrin, that the ordinance for annexation of additional land to the city be tabled for an additional period of 6 months, to come up at the regular meeting in September, 1970. Motion failed to carry by a vote of 2 for and 5 against. The council unanimously voted for a previous motion to adopt an ordinance on first reading making a part of the city land adjacent to the city and fully described by field notes contained in the ordinance, also that same be published in the paper in accordance with Section 5 of Article 1 of City Charter and the ordinance be finally acted upon at a meeting of the city council to be held at least 30 days after such publication. Pittman 30 acre tract out of said Hudson Survey; THENCE N 30 W about 1150 feet to the N.W. Corner of said S. J. Cook 67 acres in the North line of said Hudson Survey and South line of the John Blair Survey; THENCE S 60 deg W about 1,400 feet to the S.W. Corner of said Blair Survey and S.E. Corner of said Motley Survey; THENCE N 30 deg W with the West line of said Blair Survey, a distance of about 1,700 feet to the South line of the Santa Fe Railroad right of way; THENCE Westerly with the South right of way line of said rail - road a distance of about 5,200 feet to a point S 30 deg E from the S.W. Corner of the O. Morrison 20 acres out of said Motley „ Survey and S.E. Corner of the former Mobley 50 acres out of said Motley Survey (said Mobley now Nancy Lee Smith et al); THENCE N 30 deg W crossing said railroad and running with the West line of said Morrison 20 acres a distance of about 1900 feet to the N.E. Corner of said Mobley or Smith 50 acres in the South line of U.S. Highway Nos. 67 and 377; THENCE about N 70 deg W with the South line of said Highways 67 and 377, a distance of about 1,100 feet to the West line of said Wm. Motley Survey; THENCE N 30 deg W with the West line of said Motley Survey a dis- tance of about 6,800 feet to the place of Beginning; is hereby received into the City of Stephenville and made a part of the City of Stephenville and the City Limits of the City of Stephenville are hereby extended in accordance with the lines of the tract of land hereinabove described. -- The above and foregoing ordinance was introduced at the meeting of the City Countil of the City of Stephenville held on the 3rd day of March 19 7q by Alderman Riggins At such time it was moved by Alderman Riggins and seconded by Alderman Irwin and being put to a vote such motion carried to the effect that this ordinance be published for one issue in the Stephenville Daily Empire and that by such publi- cation notice be given in accordance with Section 5 of Article 1 of the City Charter of Stephenville, Texas, that this ordinance will be finally acted upon at a meeting of the City Council to be held at least 30 days after such publica- tion; and any citizen of Stephenville or of the territory to be annexed, and which is hereinabove described, shall have the right to contest such annexation by filing with the City a written petition setting out their reasons for such contest and such citizen:or citizens shall,be given an opportunity to be heard before said ordinance in the form hereinabove set out or in a form to be amended by this Council shall be acted upon. 13 The council was presented a report of recomendations of Zoning Commission and i Adjustment Board. It was moved by Councilman Metsgar, seconded by Councilman Riggins, to concur with Zoning Commission and Adjustment Board in the following recomendation: change zoning from residence 2 to business 2 of property as follows: beginning on north Paddock street at present business 2 zone line, then south to west Park street, then east to north Race avenue, then north to Hubert street to place of beginning. Also that building inspector be authorized to issue a non- conforming permit to install 2 mobile homes as shown on original drawing with permit application, provided all necessary sanitary requirements are met. Motion carried unanimously. It was moved by Councilwoman McCleskey, seconded by Councilman Irwin, to grant 0. W. Stanford a permit to operate a Trailer Park. Motion carried unanimously. It was moved Councilman Anderson, seconded by Councilwoman McCleskey, to authorize Mayor to sign a letter to Mr. Humberson stating that he is entitled to be M- X ,embursed for one half the cost of water line between Second street and Alexander lroad south of Lockwood Addition. Motion carried unanimously. It was moved by Councilman Curtis, seconded by Councilman Irwin, that G -H Co. be issued a permit for a trailer park on lots 7 and 8, Block 7, South Side, provided 6" sewer line is usedall the way to trailer spaces. Motion carried unanimously. It was moved by Councilman Irwin, seconded by Councilman,Metsgar, to appoint E. A. Blanchard, C. E. Skiles and T. C. House to serve as board of equalization for year of 1970. Motion carried unanimously. It was moved by Councilman Irwin, seconded by Councilman Riggins, to grant B. L. Singleton and C. E. Wright a permit to operate a trailer park under the condition n that the owners correct any possiblity of the area of the park being flooded by water drainage. The permit being granted with this responsibility being specifically assumed by the owners. Motion carried unanimously. The council agreed to look into the insurance for the new hangar building at the airport. There being no other business at this time the ject to the Mayor's call. ATTEST: City etretary tood adjaurned
