February 3, 1970
The City Council met in a regular meeting on the above date with Mayor Arthur
presiding and the following council members present: Robert Herrin, Don Metsgar,
Garland Loudermilk, Charles Riggins, W. M. Irwin, Jack Curtis, Raymond Anderson,
and Mrs. Fred McCleskey.
Others present were: Director of Public Works Gann, Fire Marshall Ferguson,
Chief Cornell, and City Attorney Chandler.
Minutes of previous meetings were read and approved.
Mr. 0. W. Stanford appeared before the council in reguard to a request for re-
zoning of property located between west Park street and Lingleville road. Mr.
Stanford requested that a hearing be held soon.
The council asked Mr. Stanford to contact chairman of Zoning board and request
an early meeting to consider the request for change of zoning.
Msrs Day and Milam of Lone Star Gas Co. appeared before the council to ask that
the rate increase as proposed by Lone Star be approved.
Councilman Anderson reported that Homer.Hunter met with the committee and copies
of the Hunter report has been given to each council member. The committee feels
that they will go along with the recomendation of Homer Hunter for a 10 per cent
increase in gas rates.
It was moved by Councilman Anderson, seconded by Councilman Loudermilk, to adopt
an ordinance fixing and determining the general service rate to be charged for
sales of natural gas to residential and commercial consumers within the city limits
of Stephenville, Erath County, Texas and providing for the manner in which such
rate may be changed and amended. Motion carried by a vote of 7 for and 1 against.
(Said ordinance being attached to and becoming a part of these minutes.)
Mr. Day stated that the rate increase is not acceptable to Lone Star Gas Co. and
they must appeal the decision of the city council.
Mr. C. H. Maguire, chairmanof the City Planning Commission, appeared before the
council and presented each of the council members a copy of the land use plan.
Mr. Maguire discussed the plan in detail.
Councilmen Metsgar and Riggins had nothing to report.
Councilwoman McCleskey reported large attendance at all activities of the Parks
and Recreation program. Also discussed an ordinance that would Regulate junk cars
on private property.

Mr 0 W Stanford submitted a letter requesting change of
Zoning of his property located in Block 4 Crow Styles addition.
This property is now Zoned as residence 2, and the request
is to change to business 2 in order that mobile homes may be
installed on said property.
The Board deeted the request reasonable in that the property
East of this is Zoned industrial, and Westhiis prBsently Zoned
business 2, and that a change of zoning would not devaluate
the surrounding property.
Notice of meeting was advertised in Sunday paper of February
19, 1970, and Mr Stanford was the only one appearing. There
were no objections.
All Members present and voting unanimously recomend change of
Zoning from residence 2 to business 2 of property as follows
beginning on North Paddock street at present business 2 zone
line then South to'West Park street, then East to North Race
Avenue, then North to Hubert Street, then West in straight line
with Hubert street to place of beginning.
Mrs W E Mann, Pastor of Gospel of Faith Church located at 255
North Reta street applied to Building Inspector, Rex H Cates for
a permit to install 2 mobile homes on the property owned by the
Church, one as a Parsonage and other as Custodian quarters. The
request was in violation of Zoning; therefore a`permit was
denied. This decision was appealed to the Zoning Commission
and Adjustment Board.
The Board considered the fact that the Church building is located
on front of the lot and to locate one mobile home of the North
part of lot, and the other on the Southeast part of lot would
help the Church although this does not conform to Zoning Ordi-
nance, would not devaluate the surrounding property.
J D McCullough, Dean Cox and T C House personally contacted the
property owners in immediate area and no objections were offered.
The Board unanimously recomend that Building Inspector be author-
ized to issue a non- conforming permit to install said 2 mobile
homes as shown on original drawing with permit application ;
provided all necessary sanitary requirements are met.

To Honorable Mayor ind City Council:
The Zoning Commission and Adjustment Board met on October 22,
1971, with chairman J.D. McCullough presl4ing and memtcers E. A.
Blanchard, Dean Cox, T. C. House and 0. V. King present.
Notice of the meeting was advertized in the Sunday paper of
October 17, 1971.
Two letters were submitted requesting q zoning change. One
by Mr. Morris Couch requested lots 1, 2, and 3 of Block 2 of
the Greenview Addition be rezoned from residence 1 to business
2.
The second request from Mr. 0. W. Stanford requested that the
area from North McCrart Street at the business 2 zone line due
Fast to N. Piddock Street then south to W. Park Street then
West to N. McCart street than North to the original Starting
place, be rezoned from residence 2 to business 2.
There were nineteen persons appearing before the Board requesting
the zoning remain the same and not be changed.
After listening to the arguements of Mr. Stanford and Mr. Couch
and also hearing from each of the persons appearing against the
change the Board made the following unanimous recomendation:
That the zoning on both of these pieces of property remain the
same.

TIME WARRANTS AND CERTIFICATES
THE STATE OF TEXAS
COUNTY OF ERATH
CITY OF STEPHENVILLE
WHEREAS, on the 29th day of May, 1969, the City
Council of said City passed an Ordinance authorizing the
issuance of City of Stephenville Water System Improvement
Warrants, Series 1969, in the amount of $400,000, for the
purpose of paying for improvements to the City's Water Sys-
tem, and to pay part or all of the Engineer's fees and
inspection and testing fees, and authorizing the execution
of Contracts designated A, B, C and D; and
WHEREAS, the Engineers hereinafter named have
heretofore performed engineering services in connection with
the water system improvements; and
WHEREAS, the City has received full value of said
services; and
WHEREAS, said Engineers have filed a request for

WHEREAS, the foregoing estimate has been approved
by Homer Hunter Associates, Consulting Engineers for this
City, and this City Council has fully investigated the work
performed and materials furnished and has found that the
contract has been satisfactorily performed to the extent
shown in the foregoing request; and
WHEREAS, this City Council has been furnished with
satisfactory evidence that all laborers and materialmen have
been paid down to the date of said request; and
WHEREAS, Warrants should now be delivered to said
Contractor as hereinafter provided;
BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF
STEPHENVILLE, TEXAS:
1. That the above Estimate is hereby approved and
the City Council of the City of Stephenville hereby finds
and declares that said contract has been satisfactorily per-
formed and materials furnished in accordance with said contract,
plans and specifications to the extent shown in said Estimate
and that the City of Stephenville has received full value to
the amount there shown.
2. That for the purpose of evidencing the City's
indebtedness to said Contractor, the City Secretary is hereby
directed to deliver to Bella Company
Warrants Numbers 220 through 224 , plus a certificate
as authorized by Section 11 of the Ordinance passed on May 29,
1969, in the amount of $ 974.25 aggregating $ 5,974.25
3. The item of indebtedness above listed is incurred
for a purpose for which said Warrants are authorized, to-wit:
paying for improvements to the City's Water System.
4. This Ordinance shall take effect immediately
upon passage.

Chapter 1. Administration
Article 1.: General. Provisions
Section 1. Title Cited. The follow-
ing provisions shall constitute the Plumb-
ing Code of the City of Stephenville,
Texas, and shall be cited as such.
It'shalf be unlawful for any person,
association of persons, copartnerships, or
corporation, to engage in the business of
plumbing, or perform any plumbing as
- described in this ordinance or to adver-
tise or hold himself out to the public as
a plumber without first having procured
the necessary .license and permits as
hereinafter required.
It shall be unlawful . for any .person,
firm or corporation to ..permit any un-
licensed plumber to do any plumbing or
gas fitting-as described in - this ordinm
ante upon any premises owned or under
the control of said person, firm or cor-
poration, and it shall be unlawful for
any person, firm -. or corporation to -per-
mitany plumbing or gas fitting, as de-
scribed in this ordinance,: to be done on
any premises owned; or under the con-
trol. of said person, firm, or corporation
for which a permit has not first :been
.obtained as- provided - herein.

Section. 2.- Intent and Purposes. The
Article 2. Supervising Board t of
Plumbers of the City of Stephenville.
Section 1. Board Created: There is
hereby created and established a Board
to be known as the Supervising Board
of Plumbers of'the City of Stephenville,
Texas, said board shall consist of six
members; the Water and Sewer Super-
intendent, the Chairman of the Water
Committee, the Chairman of the Sanita-
tion Committee, the Plumbing Inspector,
and two plumbers. The plumbing inspec-
tor, who serves as a member of this
Board be an employee of the City of
Stephenville who has a valid current
plumbing inspector's license from the
Sate I lambing Board, and he shall be
appointed to °such Board by the Water
- Superintendent of the City of - Stephen-
Ville.' Any employee of the City of Ste-
phenville who has a license as a plumb-
ing inspector from the State Plumbing
Board shall be a' qualified plumbing in-
spector for the City of Stephenville and
.this .. shall include the Water and Sewer
Superintendent. - Those employees who
have such licenses other than the Water'
and Sewer Superintendent shall work
under the supervision and direction of
the City Water and Sewer Superinten-
dent.' .
The two plumbers ;when appointed to
this Board by the Water and Sewer
Superintendent, shall hold office for a
period. of one year provided, however,
that if any of the six members of the
:Board shall die or become. unable.to nct
for ..any _reason or shall . resign from their
respective positions or shall be removed
for any cause, as hereinafter provided,
then the City Council, upon recommenda-
tion of the Water and Sewer Superin-
tendent, :appoint -a successor or succes-
sors who shall fill out - the unexpired
.term or until their respective successors
shall be duly appointed.
Section 2. Compensation of Members
of Board. All members of the Supervis-
ing Board of - Plumbers herein` provided
for shall :serve - the City: of Stephenville
without any compensation whatsoever.
Section 3. Removal of Board -.Mem-
bers.". The City Council of the City may
remove without cause any member of the
Supervising Board" herein provided for
?intent :. and purposes of this code is to
regulate the eonstivetion ,.. erection, =en -
largement, alteration, repair, removal
and maintenance of all piping, fittings,
fixturesetc: used for the conduction of
wateiysewage or gas -inor on any and
all premises in the City, and outside the
boundaries of the City if same be con -
nected to either the City water or any
company selling: water under City Fran-
chise and/or sewage systems.
This ordinance shall apply to all pip-
ing, fixtures, fittings, or - appliances in-
stalled, constructed, erected, altered or
added. to systems which are within the
boundaries of the City and outside the
.boundaries of the City if same, be con-
nected to either the City water or any
company selling water under City Fran-
chise and/or: sewage systems, except for
which permits have already been issued
by. the Plumbing Inspector . or the duly
authorized agent of the City prior to the
passage of this ordinance. ,
This ordinance is not meant to apply
to that work done by the proper employ -
ees of the City or other companies furn-
ishing -water which involves the laying
of water mains and water services and
City sewer mains and sewer services, or
to the installation of gas distributing
mains and services by employees of the
gas distributing company.
Section 3. Bond Required. Each Mas-
ter Plumber who has been granted
'license by the Texas Sate' Board of
Plumbing Examiners to engage in the
business of contracting plumbing shall,
- before any plumbing permits are grant-
ed furnish a surety bond in the sum of
Two Thousand Dollars ($2,000.00) pay-
able to the City of Stephenville, Texas,
with such sureties as the Chief Executive
of the City and the City Attorney shall
approve and in a form` approved by
said City Attorney.
Section 4. .Condition of Bond. The
holder of such bond will comply with all
laws and ordinances relating to .the -in-
stallation of plumbing either upon public
or private property and will pay all
damages, costs and expenses caused by
him or his employees or agents, due to
negligence or failure to comply with
such laws and ordinances governing
plumbing in the City of Stephenville,
Texas, and will obey all laws and - -er-
dinances regulating excavations in punc-
turing of :.. streets, . - alleys,: highways, and
parks in the City of Stephenville.
City Secretary, the City Council .upon
receipt of said petition of charges, in
Proper form, shall fix a -time. and place
for the hearing of said charges. The
person charged shall be notified of the
time and place of the hearing and shall
be afforded a full opportunity to be
heard on all charges.
Section 4.. Duties of the Board. It
shall be the duty of the Supervising
Board of Plumbers, herein provided for,
to meet as soon after their appointment
as practicable and organize by the se-
lection of one of their members as Chair-
man and another as Secretary, who shall
keep a full record of the proceedings of
said Board. The Secretary shall main-
tain a complete record in minutes of the
actions of the Board. Miscellaneous of-
fice supplies shall be furnished by the
Plumbing Inspection Division. Frm
time to time as may be deemed proper,
the Board shall submit written sugges-
tions and recommendations for the im-
provement of the Plumbing Ordinance
of the City to the City Council. It shall
also be the duty of the Board to. hear
any written complaints made by any
Plumber, citizen or authority that may
have a bearing upon the efficient en-
forcement of the Plumbing Ordinance
and the Board shall take such action
therein as may be deemed. proper and
within its authority provided the same
shall not be inconsistent with any laws
,of the State of Texas or ordinances of
the City.
Article 3.. State License Must be Ob-
tained. ...
Section 1. License, Master Plumber.
No Master Plumber shall. engage in the
business of plumbing in the City of Ste -
phenville until he has previously, a Master Plumber's License issued by
the Texas Board of Plumbing Examin-
ers: Such license shall be on file- in the
Plumbing Inspector's Office, together
with the firm's address and telephone
number; . .before proceeding with any
plumbing contract.
Section 2. License, Journeyman Plumb-
er. No Journeyman Plumber shall en-
gage- in or carry on the business of

Section 3. Exceptions of Licenses.
The licensing provision of this ordinance
shall not apply to any person exempt un-
der the State Licensing Law of 1947.
The above referenced persons or person
shall obtain the necessary permit for
such repairs or installation and shall
have all work inspected by the proper
authorities of the City Plumbing Inspec-
tion Department. - - -
Appliance installation and service work
done by anyone who is an .appliance
dealer or is a full -time employee of an
appliance dealer may be done without a
plumbing license, provided, however, that
all work and service herein named or re-
ferred to shall be subject to permit fees,
inspection and approval as provided for
in this ordinance.- -
Article 4. Permits, Inspections, Fees
Section 1. Permits Must Be Obtained.
No person, firm or corporation shall do
any plumbing of any character or in-
stall or connect any plumbing fixture or
repair any plumbing work or make
any extensions or alterations to plumb-
ing, or change the style or location
of any fixtures, - except as herein-
after provided, until he has received a
permit to do same from the Plumbing
Inspector. A person, firm or corpora-
tion -will not be issued a- permit by the
City unless the owner, co-partner or
stockholder of said firm or corporation
has obtained a Master Plumber's License
from the Texas State Board of Plumb -
ing Examiners. No permit will be re-
quired for repairs of leaks in pipes,
traps, drains, or cocks, or opening up
waste or supply pipes; or replacing brok-
en fixtures. No further permits will
be issued to a person, firm or corpora-
tion who has uncorrected violations of
this ordinance. -
The builder, architect or Master Plumb-
er, when required, shall file a plan and
specifications showing the type of fix-
tures to be used, the location and size of all soil, waste and bent pipes, building
drains and house sewer, inside conduc-
tors, the chases, recesses, and pockets to
be provided for the plumbing installa-
tion: or for access to same and the means
. When "more.. than one such appliance is
added to the same system and inspected
upon one inspection, the inspection fee
for the first appliance shall be .... $1.50

If the wrong address is given, the
workmanship is defective, the construc-
tion is contrary to this code, or the work
is not ready for inspectionor inspection
called without a permit being issued for
such work, the Plumbing. Inspector shall
reject the entire work until the plumber
has secured a permit for same, . and. the
-re- inspection fee shall be charged.
When there are two mains adjacent to
the property desiring connections, the
City shall have the right to designate
which "main shall be used.
The City shall not be responsible for
grades unless such grades are establish-
ed by the City Sewer Department office
before the work is done.
All inspection fees provided for here-
in shall be paid to the City Secretary at
the time the permit'' is issued, as here
provided for, with the exception of re-
inspection fees, which shall be paid be-
fore the re- inspection is made. The
plumbing inspector shall certify the re-
sults of his inspection to the City Secre-
tary who shall issue the permit if such
inspection so authorizes.
Section 4. Cancellation of Permit.
Every permit shall be considered cancel-
led if active work is not commenced with
in 60 days of the date of issue. In case
of cancellation of permit from the above
cause, all permit fees already paid shall
be retained by the City of Stephenville
as compensation for work done in check-
. ing plans and issuance of permits.
Section 5. Revocation of Permit.
Should the Plumbing Inspector become
convinced that the work- under any per-
mit is not proceeding according to the
detailed application and plans upon
which such permit was issued, but is pro-
ceeding in violation of the provisions of
this Code, it shall be his duty to notify
the contractor or owner, in'. writing, .that
the work is being constructed or installed
in violation of the permit. and this Code,
and that same must. be rectified, to con-
providedto gain access to traps, clean-
outs, fixtures, water control' valves and
other valves.
Section 2. Transfer of Permits Not
Allowed. Said permits herein required
shall he obtained by the person; firm- or
corporation doing said plumbing work;
and it shall be unlawful for any other
person, firm or corporation other' than
the person, firm or corporation doing the
work to use the name, directly or indi-
rectly of such persons, firm or corpora-
tion in whose name the permit is issued,
or to work under said permit, unless said
person is an employee of the persons,
firm or corporation in whose name the
.permit is issued..
Section 3. Inspection Fees and Other
Required Fees. The following inspection
fees shall be collected for plumbing
work, extensions, or repairs:

hours of eight a.m. and two p.m. and not
less than eight working hours before the
work is to be inspected.
It shall be the duty" of the Plumber
to make sure that the work will stand
the test prescribed . before giving . the
above notification.
Section 7. Duties of Plumbing Inspec-
tor., It shall be the duty of the Plumb -
.ing,Inspector to inspect and pass upon
all plumbing, and inspect any plumbing
of any character already in use or being
constructed which he may have reason -
tobelieve is out of repair or - isimper-
fect, and by written order to the owner
or agent in charge of any building or
premises where any imperfect or out -of-
repair plumbing may be located, or to
the plumber in charge of the construc-
tion of same, to stop the further con-
struction or use of same until same shall
have been properly- constructed or re-
paired; and he shall have the power to
enter any house or premises in said city
at any time between.the hours . of eight
a.m. and five p:mr to inspect my build-
ing. No owner or agent in charge of any
building or premises; nor plumber in
charge of any plumbing who shall re-
ceive written notice from the Plumbing
Inspector that the plumbing is being im-
properly constructed or is out of repair,
shall continue the construction of such
until the same shall have been construct-
ed plumbing or use the same in any way,

It shall also be the duty of the Plumb-
ing Inspector to inspect all gas work and

all gas appliances which require ..a per-

Section 8. Power of :Plumbing Inspec-
tor. The Plumbing - Inspector and the
Health Officer shall have power to con-
demn any work hereinafter or hereto-
fore installed when 'their opinion such
work is insanitary and dangerous to the
health of the community in which any
of said work may exist.. The person in-
stalling such work may have the right
of appeal to the Board of Commissioners
if he believes such condemnation unjust.
Section 9. Duty. of City Officers. The
enforcement of this Code shall primarily
devolve upon the Plumbing Inspector, but
the Department of Police and the Health
Department: shall also be charged with
the enforcement of this Code, .and shall,
so far as possible, act in cooperation
with the plumbing inspector.
Section 10. Invalidity of Part of Code.
The invalidity of any section of this
Code, or of any provision herein, or of
any part thereof, shall not invalidate any
other section, provision or part thereof,
but the invalid part shall be separated
by the court holding the same invalid
from the remainder ... of this Code and
the remainder shall be effective and in-
validity of any provision in any section
of this Code in its application to exist-
ing plumbing shall not be held . to affect
the validity, of such provision in its'ap-
plication to plumbing, ,work, hereafter
done. -
Section 11. - .Board of Appeal. The
Plumbing. Inspector shall pass on all
questions arising under this Code; and
in case of dissatisfaction with his deci-
sions.the question in dispute may be re-
visors, and the decision or a major Ty of
the Board shall determine the issue. Ap-
peals from the decision of the Plumbing
Inspector shall be taken within 10 days
after said decision is made, by filing
with the Plumbing Inspector the notice
of appeal on blanks to be- :provided for
that purpose, stating specifically the
question or questions which the appel-
lant desires to have passed upon.. The
Board of Plumbing Supervisors shall
have power to pass upon the true intent
and meaning of the several provisions of
this Code.
Section 12. Repeals. All ordinances
or parts thereof inconsistent or in con-
flict herewith are hereby repealed.
Section .6. Water - Service Pipe:. The
water - service pipe is the pipe from the
water main to the meter.
.Section 7. Water Distribution Pipes.
The water distribution pipes are those
which convey water from the meter to
the .plumbing fixtures....
Section 8. Gas House Piping. - The
term "house-piping" shall - be . understood
the foundation and outside of the outer
wall of the building structure, and in-
cluding'all pipe and/or fittings and /or
connections . within and /or immediately
adjacent to the foundation lines of the
Building or structure, whether concealed
or visible.
. Section 9.' Gas, Yard Line. The term
`yard line" shall be understood to mean,
and is hereby 'defined,- as the pipe and
its attendant fittings, from the beginning
of the house piping to either the owner's
property line or curb line, . depending up-
on the location of the gas main from
which gas service is to be obtained.
Section 10.'. Gas, Service Line. The term
"service line" shall be - understood to
mean, and is hereby defined, as the pip-
ing and attendant fittings from the Gas
Company's main to the curb line, or con-
sumer's property line,. depending .upon
the location of the gas main withrefei-
mce to the consumer's property....
Section 11. Gas Company. The term
"Gas Company" is understood to mean,
and is hereby defined . as, any person,
firm, or corporation holding and exer-
cising a franchise to distribute gas with-
in, the City Limits of Stephenville and
supplying gas to any premises therein.,
Section 12. Plumbing Fixtures. Plumb-
ing fixtures are receptables or devices
intended to receive .and /or discharge
water, liquid or water - carried waste into
a drainage system, septic tank' or sewer
with which they are connected.
<The term "fixture" as used in this
Code, shall include the following: Water
closets. catch basins. sloe sinks, bath
be considered a fixture.
Article 5. Definition of Terms.,
Section 1. Definitions. The following
terms when used in this chapter shall be
construed to have the meaning' herein
'given them. Words used in the present
tense include the future - aswell as the
present; the singular number includes
the plural and the plural the singular;
the word "person" includes a corporation
or co- partnership as well as an individ-
ual; "writing" includes printed or type-
written matter. The word "shall" is to
be construed in a mandatory sense.
Section 2. Master Plumber. A Master
Plumber is any person having a regular
place of business, skilled in the planning,
supervision and practical installation of
plumbing ,and gas fitting and familiar
with the laws, rules and regulations gov-
erning the same, and who holds a
license as a Master Plumber issued- by
the State Board of Plumbing Examiners.
Section 3. Journeyman Plumber. A
Journeyman Plumber is any person other
than a Master Plumber who as his prin-
cipal occupation is engaged in the prac-
tical- installation of plumbing and/or gas
fitting and who shall work under the
'supervision of a licensed Master Plumb -
er and who holds a license as a Journey-
man Plumber issued by the State Board
of Plumbing Examiners.:
Section 3a. Appliance Dealer. - By the
term "Appliance Dealer" as used in this
ordinance shall mean any person, firm
or corporation engaged in the business
of selling, buying, trading or in any way
dealing with gas- operated appliances and
who may or may not sell', buy, trade
or deal with other appliances:.
Section 3b. Appliance. By the term
"Appliance" as used in this ordinance
shall mean any appliance which uses gas
or any liquified petroleum gas as fuel.
Section 4. Plumbing... Plumbing is the
art of. installing in building or on pre-
mises the pipes, fixtures, and other ap-
paratus for bringing in the water sup-
ply, removing liquid and water - carried
waste, and installing gas piping..
- Section 5. Plumbing Systems. The
plumbing system of a building or pre-
mises includes the water supply distri-
buting pipes; the fixtures and fixture
traps;. the soil, waste; and vent pipes, the
gas piping; house drain . and house
sewer, with their devices, appurtenances,
and connections all within or adjacent
to the building or on the premises. -
The foregoing enumeration of fixtures
shall not be construed to be exclusive,
but the term "fixture ". shall include all
other articles or devices which may rea-
sonably be included . in such terms.: ,
Section 13. Trap. .A trap is a fitting
or device as contracted as to prevent the
passage of air or gas through fixture
without materially affecting .the flow of
sewage or waste water through it.
Section 14. Trap Seal The trap seal
is the vertical . distance between the
crown weir and the dip of the trap. '.
Section 15. Vent Pipe. A Vent pipe
is any pipe provided to ventilate a house
drainage system `and prevent trap'sip-
honage and back - pressure. -
Section 16. Local Ventilating Pipe. A
local ventilating pipe is apipe through
which foul air is removed from a room
or fixture. -
Section 17. Soil Pipe. A soil pipe is
any pipe which conveys the discharge
of water closets, with or without the
discharges from other fixtures, to the
house. drain. -
Section 18. Waste Pipe and Special
Waste. A waste pipe' is any pipe which
receives the discharge of any fixture
except water closets, and conveys the
same to the house drain, soil, or waste
stacks. When such pipe does not connect
directly with a house drain or soil stack,
it-is - termed a special waste.
Section 19. Main The main of any
system of horizontal, vertical or con-
tinuous piping is that port of such sys-
tem which.: receives: the wastes,,; vent or
back -vents from fixture outlets or traps,
direct or through branch pipes.
Section 20. Branch. The branch of any
system of.piping is that part of the sys-
tem which extends .horizontally at a
slight grade, with or without lateral or
vertical. - extensions or vertical arms,
from the main to receive fixture outlets
not directly connected to the main.
Section 21. Stack. Stack isa - general
term for any vertical line of soil .waste
or vent piping. -
Section 22. Air Gap. Air gap, in a
water supply . system is the unobstructed
vertical distance through. the free atmos-
phere- between the lowest opening from
any pipe or faucet supplying water to a
tank or plumbing fixtures and the flood
level rim of the receptacle.-'
Section 23. Back Flow.: Back flow

means the flow -of water or other liquid
into the distributing pipes of a potable
supply of water from any source other
than its - intended sources. Back-siphon-
age is one type of back -flow and the
flow through a cross connection is an-
other type of .back flow.
Section 24. City. The word "City"
means the City of Stephenville, Texas.
Section 25. Cross Connection. A cross
connection is a physical connection, ar-
rangement, or condition by or through
which a supply . of potable water could
be contaminated, polluted or infected.
This term may be eonstr•ued broadly by
the Plumbing Inspector or the City
Health Officer to include any arrange-
ment or condition of a plumbing or
water supply system which permits the
contamination of potable water; bever-
ages; food; medical, dental and surgical
equipment; laundry or other similar
things in such a manner as deemed detri-
mental to the public health and safety.
Section 26. Flat Vent. When permitted
by the Chief Plumbing Inspector a flat
vent is a relief or individual vent which
is run at approximately the same eleva-
tion as the waste line which it serves
until it can rise gradually and connect
to a vent, stack or a point either 4 feet
higher than the horizontal portion of the
vent or 12 inches higher than the flood
-rim of the fixture it serves, whichever
is the highest point of connection.:. -
Section 27. Flood Level. Flood level
with reference to a plumbing fixture is
a level at which water begins to over-
flow the top rim of a fixture."
Section 28. Grade (Slope), Grade
(slope) of a line is its slope with refer-
ence to a horizontal plane and is expres-
sed as a "fall in inches per foot length of
pipe.,,
Section 29. Grease- Interceptor '(or
Trap), A grease interceptor or trap is
a receptacle designed for the removal of
grease from waste water.
Section 30. Insanitary. The term "in-
sanitary" shall apply to any of the fol-
lowing conditions:
(a) A trap not maintaining the proper
seal.
(b) Any opening in a drainage sys-
tem, except where: lawful, which is not
provided with a liquid - sealed. trap:'
(c) A plumbing fixture, or other
waste- discharging receptacle or device
which is not supplied with :water suffi-
cient to flush ° it and maintain it in a
clean condition.
Section 36. House Sewer. The house
sewer is that part of the horizontal pipp--
ing of a house draining system extend -
ing from the house drain three feet out -
side of the .outer face of the building
wall to its connection with main sewer
or septic tank and conveying the drain-
age of but one building site.
Section 37. Size and Length. The given
.caliber of size of pipe is for a nominal
internal or external diameter, whichever
is the customary measurement of that
type of pipe. The developed length
of a pipe is its length along the center
line of pipe and fittings.
Section 38. Defining House or Build -
ing. A house or building . as such terms
are used in this Code, shall include any
structure that requires any plumbing in-
stallation.
Chapter 2. Specifications for Plumb -
ing Installations. -
Article 1.
Section 1. All plumbing work perform-
ed in the City of Stephenville shall con -
form to the ,specifications herein provid'
ed.
1(1) The drainage system of every
house or building shall be separately and
independently connected with the City
.sewer, where the sewer is within one
hundred (100) feet of the nearest lot
line and is available, except that fixtures
in outhouses and auxiliary buildings on
the same lot may be connected to the
main building sewer. - -
(2) When there is no City sewer avail-
able within one hundred (100) feet, an
approved septic tank shall be used with
the approval of the City Plumbing De-
partment. Application for the use of a
septic tank must be made to the City
Plumbing Department and the installa-
tion of said septic tank shall be under
the supervision of the City Plumbing In-
spection Department. Septic tanks and
.drain fields shall be installed in accor-
dance with State Health Department and
Federal Housing Administration speeifi-
cation.
(3) No person shall tap into or con-
nect with any public sanitary sewer, or
connect or cause to be connected any
plumbing to such public sewer, or to any
house drain or house sewer leading to
such public sewer, without first obtain-
ing the proper permits for such purpose
and having the work approved .. by the
Plumbing Inspector. -
(d) A leaky or otherwise defective fix-
ture, trap or pipe.
(e) A trap, except where exempted by
this ordinance, which is not protected
against - siphonage: and back pressure...
(f) Any connection, cross - connection,
construction or condition, temporary or
permanent, which would permit or make
possible, by any means whatsoever, for
any unapproved foreign matter to enter
a water distributing system used for do-
mestic purposes.
Section 31. Potable Water. Potable
water is water from a public or private
water supply system or source which
-does not contain objectionable pollution,
contamination, excessive minerals or in-
fection, and is considered satisfactory
for domestic consumption. -
Section 32. Sanitary Sewer. Sanitary
sewer is a Sewell which receives the dis-
charge of domestic Sold industrial wastes
only and excludes storm, surface and
ground water (not including infiltra-
tion).
Section 33. Sewage. Sewage is any
liquid waste containing . animal or vege-
table matter in suspension or solution
and may include liquids from laborator-
ies or industrial institutions, which may
contain minerals in solution.
Section 34. Siphonage. (a) When re-
ferring to fixture trap seals, the word
"siphonage" means:
(1) The condition where the velocity
of discharge of a fixture is so rapid that
all waste liquids pass through the re-
spective trap by momentum, leaving none
to refill or form the required . trap seal,
or,
(2) Where a below- atmospheric pres-
sure condition develops in a system of
soil and waste lines, sufficient to draw
outside air. through a trap . seal or to
draw enough liquid from the trap seal
so as to destroy its effectiveness.
(b) "Back siphonage" means the for-
mation of a partial vacuum in water sup-
ply pipes which causes a reverse flow
of polluted water or other liquids into
the water supply piping.
Section 35. House Drain. The house
drain is that part of the lowest horizon -
tal piping of a house drainage system
which receives the discharge from soil,
waste, or other drainage pipes inside of
any building and conveys the same to
the house sewer, beginning three feet out-
side of the outer face of the building
.......wall.
(4) It shall be unlawful for the owner,
occupant, or person in control of any
Premises to discharge or permit to be
discharged into the City sanitary sewer
System or into any private sewer leading
to such system, directly or indirectly,
any gasoline, benzine, naptha, or other
volatile liquids which are likely to pro-
duce an explosive gas when exposed to
the air; or any strong acid, alkali, oil,
tar, or other substance or compound, the
action of which will be detrimental to
the proper purifying action in any sew-
er treatment plant established or oper-
ated by the City of Stephenville, or that
will be injurious to the sewer system or
such plant itself; or any vapors, gases,
or fumes from any commercial or indus_
trial occupation or business; or any com-
mercial or industrial water or refuse.
(5) No rain water leaders, area -ways,
yard drains, overflows from cisterns or
sub -soil drains shall be connected to or
discharged into a sanitary sewer. Any
such discharge may be connected to
storm sewers where available.
(6) All house sewers shall be con-
structed to the point where the City
makes connection, or where septic tank
is used, to the inlet to such septic tank.
(7) House sewers shall be run in prac-
tical alignment and grade of not less
than one-eighth ('Is ") per foot, and
shall have a cover of not less than six
(6 ") at the building and at least eigh-
teen inches (18 ") below the established
gutter grade of any street or alley at
the point where such sewer line crosses
the property line to connect with the
sewer main.
(8) There must be at least (1811)
eighteen inches of undisturbed earth or
ground between yard lines of water,
sewer and gas. Also the same distances
must prevail at point of stubout from
under structure of building...
(9) House sewers on all new construc-
tion shall be service weight or extra
heavy cast iron soil pipe. Where (50 01b)
fifty percent or more of the developed
length of an existing tile house sewer
line is replaced, the new part shall be
service weight or extra heavy cast iron
soil pipe. Where less than (50 %) fifty
percent' of a house tile sewer line is re-
placed or repaired, #1 vitrified clay
sewer pipe may be used. Joints in such
clay tile repair or replacement shall be
of the compression type. When changing
from cast iron soil pipe to #1 vitrified
clay pipe factory type adapters shall be
used.,
(10) Durion pipe and fittings or other
approved acid— resistant material shall be
used where required to resist acids, and
shall be installed in accordance with
manufacturer's recommendations.
(11) All other drainage and vent pip-
ing shall be service or extra heavy cast
iron soil pipe, brass pipe, hard copper
pipe of either type K, L, M or D W V
or lead pipe in the weights listed below:
4" lead pipe ........................ 5# per foot
2" lead pipe - - - -- _ 434 # per foot
1?V' lead pipe .............. 3?s # per, foot
114" lead pipe .............. 21/ # per foot
A (3 ") system "ofcast imn soil pipe
and fittings or 3" D W V copper pipe
and fittings may be used in a plumbing
system. Such use restricted to a single
bathroom group plus kitchen sink and
washing machine.
(12) Cast iron soil or vent piping
shall be of the bell and spigot type. The
joints shall be firmly packed with jute
or oakum and poured with molten lead
not less "than (1 ") one inch deep and
caulked- until perfectly tight joints are
secured.. Neoprene or rubber type joints
may also be used as a means ofconnect-
ing cast iron soil pipe and fittings..
The drilling and tapping of house
drains, waste or vent pipes and the use
of saddle hubs and bends are prohibited.
(13) All changes in shall be
made by the use of wyes, combination
wye and eighth bends, sweep quarter
bends, sixth, eighth or sixteenth bends.
Sanitary tees and crosses may not be us-
ed in horizontal waste lines except tees
may be used for venting. Quarter bends
may be used in soil & waste lines where
the change in the direction of flow is
from the horizontal to the vertical. The
foot of all stacks shall have a wye and
eighth bend, combination wye and - eighth
bendy sweep quarter bends, or two eighth
bend, combination wye and eighth bend,
sweep quarter bends, or two eighth
bends where the change is from vertical
to horizontal. Drainage fittings used on
copper and brass -waste piping shall be
properly recessed and Ditched.
(14) Sanitary tapped soil fittings may
be used and the waste pipe arm between
tapped tee and water seal or trap shall
not be less than the size of trap:.
waste and vent and each fixture'" shall
be individually trapped;: except two wall -
hung closet bowls "I not discharge
into a sanitary cross.
(21) Crown venting shall be prohibit-
ed. No flat vents over four feet (4') in
length will he allowed below the water
line of fixture.
(22) Stacks or vents shall not termin-
ate underneath cornices or in chimney
flues, but shall extend through the roof
and terminate not less than six inches
(6 ") above the roof and be properly
flashed. Vent pipes shall be ran - 'as -di,
rectly as possible, and the proper fit -
tings must be used at all changes of di-
rection. -
:.,(23) All ".pipes or stacks passing
through the roof shall be flashed with
sheet lead of not less than two and one-
half (2%) pounds to the square foot and
turned into top of pipe. -
-(24 ) Except as otherwise provided in
this Ordinance, -. each and every fixture
'must be re- vented and have water seal
trap - placed as close to fixture as practi-
cable and in no case more than twenty -
four inches (24 "-) -from fixture waste.
Vent tees, inverted wyes or inverted san-
itary tee fittings shall, be used for vent
branches. - -
(25) The length of a vent stack or
main vent shall.be -its developed length
measured from the - lowest connection of
the vent system with the soil stack or
waste stack to the connection of the vent
stack with the stack vent or common
vent, plus the developed length of any
such common vent from - suchjunction to
a terminus in open air. No vent shall
terminate less than fifteen feet (15')
from a door or window, at the same or
higher level, - -
(26) Bath tubs and showers shall be
providded with a drum trap or aP -trap.
Drum traps shall not be smaller than 4
by 8 inches, with brass threaded, air and
gas tight cover, so constructed as to pro-
vide a water seal of at least two and
one -half inches (2%") in- depth. The
waste end of dram traps must be con-
nected to the trap at least one and one-
half inches (1'A ") below the water line
and must extend upward at an angle of
at least forty-five - degrees to proper
height and continue with a uniform fall
to waste or soil pipe -and,be not less, than
one and "one - half:: inches (11/2 ")'? "in size.
The inlet side of the drum trap shall be
(15) All horizontal soil and waste
pipes must be graded . and given uniform
fall, and if located `. above the ground
must be supported by piers built of ma-
sonry or suspended from beams or joints
every five feet (5') in back of hubs by
.iron hangers of not less than eighteen
(18) gauge metal.
(16), No waste line may be wiped into
the closet bend or ferrule..
(17) Cleanouts shall be placed on the
end, of house drains and at "the -base of
each sink stack. All sink waste clean -
outs shall be made accessible by extend-
ing same through the foundation wall to
the outside in full view, except where
sink is on inside wall in which case the
cleanaut shall be located under the sink
Each vertical kitchen sink "waste line
above the first floor shall have clean -
out .placed underneath the kitchen -sink
which it serves. - -
(18): Each and every fixture having a
waste pipe shall be separated and inde-
pendently trapped with a water sealed
trap placed as near the fixture as prac-
tical and not more than - twenty -four
(24 ") from the fixture.
19) Each and every trap shall be pro-
tected from siphonage or air pressure
and if over four feet (4') from a con-
tinuous vent shall be separately vented,
except that each battery of two to eight
fixtures connected in series consisting of
water closets or floor mounted .. urinals
in toilet" moms on the mine floor may
be installed with system of loop vent-
ing by bringinga -vent' the same size as
the waste line up before taking off fix-
ture branch and between the last two
fixtures and returning full size to main
vent stack not less than forty -two inches
above the foor, or continuing separately
through roof full size, thus forming a
circuit vent system. All waste branch
fittings on the above must be laid flat.
Where fixtures discharge above such
branch each branch shall be provided
with a relief vent at least one -half the
diameter of the soil or waste branch,
taken off in front of each .fixture con-
nection. Three -inch (3 ") service weight
soil pipe may be used if desired as vent
pipe from a water closet, such three -inch
(311) vent to begin above the entrance
of waste from the water closet.
(20) Two fixtures of the same type
whose wastes enter the stack by means "
of a. .sanitary cross may have a. common
.not more than twenty -four inches (24 ")
-from trap to centers of riser and riser
may not be more than twenty -four inch-
es (24 ") in length.
The following fixtures may empty di-
rectly into a common stack provided
they are located on the same floor and
within the required distances: Bath tub,
lavatory, drinking fountain, closet bidet,
washing machine, wash-up sink, laun-
dry tray, dental lavoratory, or floor
drain need not be vented separately " if
within ten feet of vented. line.
(27) Drinking fountains shall be con -
- sfructed of impervious material such as
vitreous china, porcelain, enameled cast
iron, other non- corrosive metals, or stone-
ware. The jet of the fountain shall issue
from a nozzle of non- oxidizing imper-
vious materials set in the jet to the ori-
fices from whence the jet issued. The
nozzle and every other opening in the
water pipe or conductor leading to the
nozzle shall be above the edge of the
bowl, so that such nozzle or opening shall
not be flooded in case a drain from the
bowl of the fountain becomes clogged.
The end of the nozzle shall be protected
by non- oxidizing guards to prevent the
mouth and nose of persons using the
fountain from corning in contact with
the nozzle. The waste opening and pipe
shall be of sufficient size to carry off
the water promptly - and the opening
shall be provided . with a strainer.
(28)- All lavoratories shall be provided
with traps of not less than one and one -
quarter inches- :(l14 ") in diameter:. Only
one lavoratory .shall be permitted on a
one and one - fourth inch (1% ") arm. All
water services ,spigots) must discharge
at least three- quarter inch (% ") above
the rim of the fixture. An angle valve
or other suitable valve shall be provided
in both hot and cold water supply lines
under each lavatory.
(29) All receptacles used for water
closets, urinals or otherwise, for the dis-
posal of human excreta, shall be con -
structedof materials impervious to mois-
ture and that will not corrode, such as
vitreous china, porcelain (all clay), or
cast -iron .enameled on the inside. No
trough urinals will be permitted. All
water closets or urinals shall be provided
with a: flushing rim, constructed so as to
flush: the entire interior- surface of the
bowl thereof with water from an appmv-
ed tank or flush .valve. A. compression

stop shall be placed in each water closet
or urinal water supply, placed between
the tank and the floor. -
(30) No plumbing fixture, device or
construction shall be installed which will
provide a cross connection between a dis-
tributing system of water for drinking
and domestic purposes and a drainage
system, soil or waste pipe so as to per-
mit or make possible the back flow of
sewage . or waste into the water supply
system. Any plumbing fixture that does
not have physical break between the
waste and water supply must be equipp-
ed with an approved vacuum breaker
set, six inches, (6 ") .above the overflow
rim of the fixture.
Cross - connection - Any physical con-
nection or arrangement of pipes between
two otherwise separate water supply sys-
tems, one of which contains potable
water and the other water of unknown
or questionable safety, whereby water
may flow from one system to the other,
the direction of flow depending upon the
pressure' differential .between the two
systems. In general; no physical "cross -
connection shall be permitted between a
public or private water distribution sys-
tem containing potable water, and any
other system containing water of ques-
tionable quality or any other contarnin-
-atingor polluting substances.
(32) Slip joints . shall not be used in
drainage piping except in the waste pipe
between a trap- seal . and its fixture.
(32) All closet bowls shall be set on a
heavy brass closet ring or flange, solder-
ed to the closet bend or stub. All screws
for water closet setting shall be of brass
or brass plated. Joint shall be made gas-
tight witn approved gasket, setting com-
poundor putty. -
(33) Each shower bath shall be pro-
vided with a trap with water seal of not
less . than two inches (2 ") or more than
four inches (4 "). Inlet and outlet of this
trap shall not be less than two inches
(2 ") in diameter. Showers installed in-
dependent of shower heads over bath-
tubs shall be wasted through a double
drainage floor drain as specified by the
Plumbing Inspector. When two-inch (2 ")
P -traps are used under showers in order
to keep from cutting the floor joist, the
extension -frora trap to strainer shall be
of cast iron, lead, brass, or copper;: When
shower baths are installed in residences
of wood construction the base of the

tioning units shall not terminate -less
than (6 ") six inches .above overflow line
of water closet.
(36) Sinks in bars, soda fountains,
etc., shall be drained to a common open
fixture properly trapped and vented, lo-
cated.on the same floor and as near as
possible to the bar or fountain in such
a manner that it may be readily inspect-
ed.axrd cleaned. The top of such fixture
shall be set one inch (1 ") or more above
the floor.
Buildings for Future Use and
Old Buildings..' Soil orwaste -pipes placed
ill any building for future use shall be
completely roughed -in and. tested and
subjected to the same rules in every .re-
spect as if intended for immediate use,
and all openings shall be sealed.
Where buildings have been moved from
one location to another within the city
or are being_ connected, to existing sew-
er systems. or are being extensively en-
larged or remodeled, the pmmomg snau
be inspected by the Plumbing Inspector
and -the existing plumbing < shall be in-
spected by. the Plumbing Inspector and
the existing plumbing shall be made to
meet the intent of this ordinance so far
as safety and sanitation are concerned
as ` determined by the .Plumbing Inspec-
tor; All new work in such structures
shall conform to the requirements of this
ordinance. When remodeling, additions
or extensions are made to old buildings
so that the house sewer is located under
same, the tile sewer 'shall be replaced
with a service weight cast iron soil pipe
installed to three feet (3 ")'- outsideof
the new foundation line. - --
-(38) A sub -house drain is that portion
of the drainage system of a building
which cannot drain by gravity into the
City sewer. Sub -house drains shall dis-
charge: into an air -tight sump or
receiv-ing tank located to receive the sewage by
gravity.. From the sump or receiving .
tank, the sewage shall be lifted and dis-
charged by pumps, pneumatic ejectors
or equally efficient methods automatical-
ly operated. When lifting device forms
a trap -an additional trap on the drain
may be omitted, but all fixtures and
equivalent devices shall be trapped and
vented. Receiving tanks (except in phew -
maticsystem) shall be provided with
vent pipe at least: three inches (V) in
diameter, which may be connected, to the
shower stalls shall be lined with- sheet-
lead weighing not less than four. pounds
(4) to the square foot. A layer of fifteen
(15) pound asphalt felt shall be placed
under all shower pans and all shower
pans shall be painted inside with one
coat of black asphalt enamel. Base and
walls of shower stalls shall be of non-
absorbent materials and impervious to
moisture. When shower stalls are install-
ed in manufacturing establishments,
shops and engine or boiler rooms in base-
ments, or if the floors in such places are
constructed on the ground using con-
crete or tile, then the double drainage
fixture and lead pan need not be used.
Cast iron combination "P" trap . with
strainer may be used with wastes and
vents in such business establishments.
Prefabricated shower stalls or recep-
tors may be used provided the precast
receptor is constructed' of ground and
polished terrazo or porcelain or steel and
provided the shower stall and •receptor
are connected with water tight joints.A
material such as "Compotite" may be
used to form a shower pan. - -
(34) Grease Interceptors. Every waste
pipe from slaughter houses, lard render-
ing establishments, kitchen sinks and
dish washers in hotels or restaurants
shall be so run into grease interceptors
of a type in which separation is "accom-
plished by filter methods and which is
approved by the Chief PlumbingInspec-
tbr. -
Other waste waters which do or may
carry . grease into the city sewers .shall
be run through approved grease inter-
ceptors, when required by the Chief
Plumbing Inspector.
A grease interceptor, . when required,
shall be located as near as possible to
the fixture, or fixtures, which it serves,
and when these fixtures are four feet
(4') or more from the trap, then such
fixture shall be separately trapped and
vented and provision shall be made for
a local vent on the inlet side of inter-
ceptor to the open air.
(35) The waste from any refrigerator,
either ice or mechanical, or other recep-
tacle in which food is stored, shall dis-
charge into an open fixture, floor drain
or open sight. drain. Such open fixture
may be connected directly to the drain-
age system when properly trapped and
vented:
gravity, vent'system.- Pneumatic receiv-
ing,- tanks -shall be provided with relief
pipes at least two inches (2 ") in size,
the relief pipe extended independently to
the roof and terminated as required for
vent pipes in this ordinance.
- " (39) In all cases and conditions not
covered by this ordinance, the City
Plumbing Inspector, together with the
duly appointed representative of the City
Health Department, shall determine whe-
ther a condition is insanitary, a source
of contamination or 'a hazard to the pub-
lic health and safety. -
(40)' All water pipes from water me-
ters to and through a building used for
supplying plumbing fixtures and water
system shall be wrought iron galvanized,
merchant steel . galvanized, brass pipe
(iron pipe size and weight, copper
(Types K. L., or cast iron..
(41), All fittings used in the water
supply system shall . be galvanized malle-
able iron fittings, galvanized cast iron
fittings, brass fittings, copper or cast
brass sweat fittings.... All sweat copper
water pipe: risers when turning from the
vertical to the horizontal through the
wall shall be secured with a drop -eared
fitting.
(42) All water pipe shall be well ream-
ed. The Plumbing Inspector or his as-
sistants may require a section of pipe
or fittings to be removed . so that he may
see if same is properly reamed. If. such
a section of pipe. is "found improperly
reamed then the Inspector may require
the whole system of piping to be remov-
ed until same has been properly reamed.
This work shall be done at the expense
.of the person or persons installing such
pipes.
- (43) Water service lines for residence
and apartment houses shall be not less
than in the following table. Sizes set
forth in this table .do not apply where
flush valves are used. -

(44) Water distribution lines of
any building shall be of not less than
three - quarter inch (84111 run full size
to and from hot water tank or water
heater to the first fixture branch.
(45) Water service lines shall be laid
twelve inches (12") below the finished
grade up to the point of risers. If it is
preferred, water pipes may be supported
to floor joists on pipe hangers or by
iron hangers of eighteen (18) gauge iron
and not less than three- quarter inch
(%") wide, spaced not more than eight
feet (8') apart.
(46), Standpipes for fire protection
shall be made independent of all other
service pipes.
(47) The water service to each resi-
dence must be provided with a stop and
waste at a point outside the building
ahead of the first branch and must drain
all pipings.
(48) All hot water lines in residences
shall be provided with a drain at some
point outside the foundation wall and
installed so that all water- will drain out
of the hot water lines.
(49) The main hot and cold water
supply to any bath room shall be not
smaller than three- quarter inch ('/9")
pipe and not more than two fixtures
shall be supplied by one -half inch (1/s ")
pipe: Only one sill cock or outside cock
shall be placed on a one -half inch ('/z ")
water line.
(50). All plumbing fixtures shall be
provided with a sufficient supply of
water for flushing to keep them in a
sanitary condition. Every water closet or
urinal shall be flushed by means of an
approved tank or flush valve of at least
four (4) gallons flushing capacity for
water closets, and at least one (1) gal-
lon for urinals, and shall bd adjusted to
prevent the waste of water. The flush
pipe for water closet flush tanks shall
not be less than one and one - quarter in-
ches (11As ") in diameter, and the water
from flush tanks shall not be used for
other purposes.
(51) To prevent the possibility of back
siphonage every outlet opening orfice or
termination of any hot or cold water pip-
ing (including every faucet, stop cock,
balleock, valve- or .similar appliance
through which water is discharged) shall
be not less than three - quarter inch (% ")
.above the level at which the fixture
would overflow on the floor unless the

ety bond in the sum of Two Thousand

such sureties as the Chief Executive of
the City and the City Attorney shall ap-
prove and in a form approved by the
City Attorney. -
Section 2. Condition of Bond. The hold-
er of such band will comply with all laws
and ordinances relating . to the installa-
tion of gas fired .appliances either upon
..private or public property and will pay
all damages, costs and expenses caused
by him or his employees or agents, due,
to negligence or failure to comply with
such laws and /or ordinances governing
installation of gas -fired appliances in
the. City - .'of.. Stephenville, .Texas. No
plumbing permits - will be issued to ap-
pliance dealers."
Section 3. Water Heater Vents. No
person, firm or corporation shall
or connect any appliance for the._purpose
of heating..water for domestic or com-
inercial use by combustion of artificial
or natural gas or an inflammable liquid
vided with a metal dowrnorart cerreezor.
All water heaters shall be attached to 'a
-vent connection, riot less than the size
of the heater, opening and discharging
directly into a chinmey . or vent as:speei-
fied in the following section.
Section 4. Appliance and Equipment
Vents.. Vents . shall, be required- on floor
furnaces, suspended heating units,. cen-
tral: heating units,, insert wall furnaces,
such asPanelray, boilers, AGA applianc-
es, having..a downdraft diver-ter,. - duct
furnaces, attic furnaces, below- the -floor
heating units and water heaters. Such
vents for ..equipment having. an hourly
B. -.T. U,.: input rating of 500,000. or less
-shall be ;constructed. by one of the fol-
lowing methods:
(1) A, masonry . chimney extending
from .. a: suitable ground foundation
through the roof in accordance with
building code requirements of the City.
(2) Double Metallic pipes having an
exterior casing of galvanized. :iroi or
aluminum and an interior lining of
aluminum or non - corrodible metal and
separated. by not -less -than % inch of
corrugated: asbestos,or metal spacers so
constructed as to prevent leakage
through interior and exterioz pipe joints.

approved flush valve, together with an
approved air inlet or vacuum breaker, or
an approved check valve and vacuum
breaker. -
(52), No hot or cold water piping or
portion thereof shall be directly connect-
ed to, nor any hose, tube or pipe, con,
nected -to any hot or cold water piping,
shall be inserted in, placed in, or con-
nected to, any trap tail piece, drain pip-
ing, waste piping, soil piping,. house
draining system, sewer, or any portion
thereof.
(53) If a safety relief valve is install-
ed, the discharge from this relief valve
must be piped to the outside of the
building. -
Section 2.
(54) Where solder or sweat type cop-
per fittings are used under concrete
slab construction of water lines, a 95 -5
or silver solder shall be used.
(55) - Where the yard water line is
copper, no galvanized pipe fittings, nip-
ples, or unions are to be used in con-
necting yard line to city stub at meter
box.
(56). Eighty .pound (80 #) plastic
pipe or that of equal protection shall be
placed on all water lines under concrete
slab where pipe comes in contact with
the - cement slab and also' where the
copper pipe contacts any other pipe..
Chapter 3
Testing and Inspection. A minimum of
three (3) inspections shall be called for
by the plumbing contractor, and shall
be made by the Plumbing Inspector.
These inspections shall be made as fol-
lows: - -
(1) At the time of rough -in of drain-
age water and gas lines- before slab is
poured or sub floor is installed. -
(2) Next shall he at stage of topout
of sewer vents through roof all arms,
arms, stubs and fittings in place on
drainage system. All water pipe and fit-
tings in place with city water pressure
applied.
(3) Final inspection shall be when all
fixtures and appliances are set, connect-
ed and in usable condition, this includes
water, gas and plumbing fixtures. Re-
cords of all inspections shall be made
and such records shall be kept a mini-
mum of (3) three years. -
(3),: Cement asbestos pipe, fittings,: and
:cap joints.
-- All vent flues shall be supported by
and secured to rigid structural members
in such manner as to prevent either hori-
zontal or vertical - displacement. Vent
flues of a size not less than the appli-
ance opening shall extend continuously
from the vent connection through the
roof to a point at least 15 inches and not
to exceed 30 inches above same and shall
be provided with a flue jack or flashing
of metal not lighter than 28 gauge and
a cowl, hood or cap, having; a, ventilating
area equal to the flue area at its outer
end. When more than one appliance is
connected toa.vent flue, the main vent
flue shall be not less than 75 per cent .

Venting of sealed cumbustion appli-
ances, where all air for combustion is
derived from the exterior of the building
and all products of combustion are dis-
charged directly to the exterior of the
building, .shall be through a sealed metal
.chamber with no openings into the occu-
pied _portion of the building.
All pipe and fittings used, for venting
,gas- fired appliances shall be approved
by the National Board. of Fire Under-
writers. or the A: G. A. -
In buildings, used for commercial, .:in-
dustrialor public . purposes, equipment
consuming fuel having an hourly B. T.
U. input rating of 500,000 or more shall
be connected to stacks designed
built according to Accepted engineering
standards and approved by the :City
Plumbing- Inspector.
Section 5. Gas Pipe Location. No gas
pipe; shall he placed in the timbers,
beams, or r- girders of any building unless
the same is placed within 24 inches of
the end of said timber; beam, or girder,
and in no building shall the said pipe..
be placed in the timber, beam, or girder
more than 20 per cent of its depth, nor .
more than 1/4 inch wider or deeper than
the diameter of the pipe. All pipes under
any building shall be securely strapped
to the bottom of joints with iron Straus
or pipe hooke. Gas pipe shall not be in-
stalled in or under a concrete floor slab
that is poured on the ground so that the
pipe is not accessible, except in an yap-
proved .. welded vented, conduit.
Section 6. Gas .Supply & .Distribution.
All buildings shall he piped, . or fitted -ae-

cording to - thefollowing rules and regu-
,ations: _
No gas pippe or fittings shall be cover-
ed or concealed from view until inspected
and approved by the Plumbing Inspec-
tor. No pipes shall be laid so as to sup-
port any weight except. fixtures or
meters, or be subject to. any strain. All
outlets shall be securely fastened. All
outlets, not connected to fixtures, shall
be left capped. No split pipe or broken
fittings which have been repaired in any
way will be permitted, . but all such
work shall be removed and replaced by
new material.
No valves shall be placed in they wall,
ceiling or floor in such position that the
stuffing box or valve cannot be repack-
ed. All globe and angle valves shall be
placed on line with gas pressure under
valve seat. Ground key stop valves shall
be installed on risers to ranges or sepa-
rate ovens and cooking tops.
Iron Body, brass core,ground -key gas
stops shall be used on all meter loops.
Section 7. Sizes of Piping. Service
line shall not be less than 1 inch in di-
ameter and shall be 1 -14 inches in di-
ameter where pressure;. gas mains
are installed; all underground- gas pip-
ing shall be standard steel or wrought
iron black pipe and shall be protected
With two coats of asphalt: base paint and
wrapped, with approved materials and
allowed to set before hack- filling.." -The
minimum and maximum length of
piping for small. heaters and appliances
shall (be determined by the .:'following

have been in any manner .disconnected
and rendered inoperative by the City In-
spector or the service discontinued, as
set forth in the foregoing provisions, it
shall be unlawful . for any person or per-
sons to in any manner reconnect: the
same or cause the same to be reconnect-
ed to any supply of gas piping system
until they have been put in a safe con-
dition and a certificate of acceptance
has been issued by the City Plumbing
Inspector.
No soft . seal valves will be allowed,
and all valve stems shall be packed in
workmanlike manner.
All floor . furnaces, central heating un-
its and suspended heating units equip-
ped with manually operated or auto-
matic temperature - controls shall be
equipped with safety pilot controls that
.will shut off the gas to the main burner
in the event the pilot - is extinguished or
blown out. A stop cock shall be installed
in the line serving heating appliances
at the time the appliance is installed
and said stop . cock shall be accessibly
located Within • two feet (2') of the ap-
pliance and in the same room as the
appliance.
All heating units, gravity or forced -
air type,.designed to furnish.. heated air
to various rooms in the house or build-
ings, shall be equipped with a safety
.control, a_ high heat limit control switch
located as a part of the unit so that a
failure- in the pilot or - fan motor will
shutoff the gas supply to the main
burner.. -
Each unit shall have the A. G. A. or
the :Underwriters Laboratories seal of
approval .. plainly visible on the appliance.
Such appliances shall be installed with
clearances and other safety factors re-
commended- by the A. G. A. or Manufac-
turer's- specifications.
Section 10, Testing of Gas Piping.. All
gas house piping shall be securely cap-

and capped. -
Running a gas line through a flue is
prohibited. No cast -iron fittings shall
be used in gas fittings. No plain malle-
able - fittings .shall be used. for gas pip-
. ing, but beaded fittings shall be used.
No bushings shall be installed ' in gas
fittings, but reducing fittings shall be
used. Any vented appliance or range
may be cannected with a copper connec-
tor if a stop is provided ahead of said
connector. Aluminum tubing may be us-
ed if provided with compression type
fittings. A stop will not be required on
non- vented; wall heaters.
When a gas meter or meters are lo-
cated adjacent to the building. or .store
Which they serve, a stop cock shall be
installed in each service line where the
-gas line enters the building. This stop
cock shall be accessibly .located at least
in a building s. or buildings not exceeding
two stories in height are served by one
'meter, a stop cock shall be installed on
the house line serving „each - apartment
and shall be located just outside the
building at least six inches (6 ") above
the finished grade and shall be tagged
with a metal .tag indicating the apart-
ment served.
Section 9. Gas Stoves, Appliances, Cen-
tral Heating Units, Valves, Etc. All con -
nections to room or space heaters shall
be of iron, brass or copper pipe and fit-
tings. Aluminum tubing may be used if
provided with compression . -type fittings.
Ariv and all gas piping, . appliances, fix-
tures and apparatus or material, which
may at any time .became defective in
opinion of the City Plumbing. Inspector,
likely to cause leaks, . fires or accidents,
or to endanger persons' or property,
shall be condemned by the CityPhunb-
ing Inspector and when, in his opinion,
it is deemed necessary in order to -ure-
vent such accident or danger, said City
Plumbing Inspector is hereby authorized
to disconnect such gas piping, appliance,
fixtures and apparatus or to cause the
service .. of gas to such consumer to lie
discontinued until the person or persons
owning or using such gas piping.- ap-
pliances, fixtures, apparatus or material
shall cause the same to be nut in safe
ped and ;twenty pounds ?air pressure ap-
plied for .a fifteenrminute period of
time; such test shall be made before any
gas piping is covered by floor, etc. Any
extension to previously tested gas lines
shall require a permit - and inspectioh
tests as in new work. Such gas tests
shall be applied by persons obtaining the
._permit using his gauges, etc. Final tests
after all appliances are connected shall
be made with five pounds air pressure
from inlet side of meter loop. Certificate
of inspection and testing of gas piping
and appliances shall be furnished the -
.gas company by the Plumbing Inspector.
`.Penalty, Savings Clause, Repealing
Clause declaring An Emergency.
Section. 1. Penalty. Any person, firm
or corporation violating any of the pro-
visions of this ordinance shall be deemed
.guilty of a misdemeanor and upon con-
viction shall be .fined in any sure not to
exceed two Hundred ($200.00) Dollars,
and each violation hereof shall constitute
a separate offense.
Section 2. Savings Clause. In the event
any section, sub-section, sentence, clause
or phrase of this ordinance shall be de-
clared or adjudged invalid or uneonsti-
tution.al, such adjudication shall in no
means affect any other .sections, sub-
sections, sentences, clauses or phrases of
this ordinance, but all the rest hereof
shall be in full force and effect just as
though the section, sub - section, sentence,
clause or phrase so declared or adjudged
invalid or unconstitutional was not orig-
inally a part thereof.
Section 3. Repealing Clause. All ordi-
nances or parts of ordinances inconsist-
ent or in conflict with the provisions of
.this ordinance shall be and the same are
hereby repealed.
Section 4. Effective Date of Ordin-
ance. This ordinance shall become effec-
tive froom and after 10 days from its
passage and after it has been published
as required by law.

SECTION TWO
-- The rate set forth in Section One may be changed and amended by
IJ either the City or Company furnishing gas in the manner provided by law.
Service hereunder is subject to the orders of regulatory bodies having
jurisdiction, and to the Company's Rules and Regulations currently on
file in the Company's office.

contract has been satisfactorily performed to the extent

Councilman Loudermilk reported the airport hangar is almost complete and there
is a need to pave the inside area of the hangar and the approach road. It was
also reported that there is money in the airport fund to do this paving. It was
moved by Councilman Loudermilk, seconded by Councilman Curtis, that the hangar
and approach area be paved. Motion carried unanimously.
Chief Cornell reported that the ambulance has made 80 runs and that all but 2 of
the runs have been paid for. Also reported that the county is paying their part
of the cost of ambulance service.'
Councilman Irwin reported that in the past 2 years approximately 100,000 feet of
streets have been resurfaced and the street department plans to do 500000 feet
this year.
Director of Public Works reported that the distribution lines are complete and
being used. The well field lines are in place the final testing should be
complete within 2 weeks.
Councilman Anderson asked the council to be thinking about future expansion of
the water systems possibly a storage and a new well field in the vicinity of the
city airport.
Councilman Curtis reported that the garbage problems have been studied but the
committee has no solution to the problem at this time.
It was moved by Councilman Curtis, seconded by Councilmen Metsgar, to authorize
the Director of Finance to pay for the new dozer. Motion carried unanimously.
It was moved by Councilman, Curtis, seconded by Councilman Metsgar, that Mr.
Fred Green be paid $425.00 per month and that he work 40 hours per week.and x
furnish his own transportation to the sewer plant, effective February 1, 1970.
Motion carried unanimously.
It was moved by Councilman Loudermilk, seconded by Councilman Herrin, to grant
city employees a 5% salary increase effective March 1, 1970. The increase to
be paid out of city sales tax fund. Motion carried Unanimously.
It was moved by Councilman Irwin, seconded by councilman Curtis, that the annual
city election be called to be held on April 7, 1970 in accordance with Election
Ordinance on Page 86 -C, Minute Book F, and the State Statute Procedure for use
of the secret ballott. The election being called for the purpose of electing
a mayor and 1 councilman for each place numbers 2, 4, 6, and 8.to serve a 2 year
term of office. Motion carried unanimously.
It was moved by Councilman Irwin, seconded by Councilman Curtis, that Homer
Stephen be appointed Election Judge, Mr. Stephen to select his assistants.
Motion carried unanimously.
It was moved by Councilman Anderson, seconded by Councilman Curtis, to approve
the recomendation of the committee and that Kenneth Lockhart be written a letter
stating that he will be entitled to reimbursment when someone ties on water and
sewer in vicinity of Whit's Pit property. Motion carried unanimously.
The following proposal was presented for 1 cash register for the water dept..
National Cash Register Co. $2,650.28.
This was refered to the Finance Committee
