The City Council met in a regular meeting on the above date with Mayor Skipper pre -
siding and the following members present: Mrs. Fred Mc Cleskey, Doug Smithey, Toby X
Stone, Raymond Anderson, Charles Riggins, and Don Metsgar.
Others present were: City Attorney Chandler, Director of Parks and Recreation Isham,
Director of Public Works Gann, and Fire Marshall Ferguson.
Minutes of the previous meeting were read and approved.
Mr. Virgil Morgan, auditor for the City, passed out copies of the audit to the Mayor
and Council. After the audit was studied and some questions answered, the Council
accpeted the audit.
Mr. James Neve, representing Plaza Mobile Homes, inquired about the refund of City
Service Fees on mobile homes.
It was moved by Councilman Stone and seconded by Councilman Metsgar to refund monies
collected through the Service Fee.
After discussion on the matter, in which the motion for deleting Section 8 of the
Mobile Home Ordinance was read, the motion was withdrawn.
The original committee of Stone, Metsgar and McCleskey was appointed to study the
matter and report to the Council at a later date.
\ / A letter from the Zoning Commission and Adjustment Board, dated November 17, 1971,
tx\ was read. The Commission recommended that the zoning in question remain the same.
It was moved by Councilman Riggins, seconded by Councilman Metsgar, to uphold the
recommendation made by the Zoning Commission. Motion carried.
Committee reports began with the police.
City Administrator Cates reported some officers were hopefully going to be able to
go to school next month. Administrator Cates then read a letter from Chief Cornell
and made a recommendation on the cases of Chief Cornell and Mr. Joe Kelly.
It was moved by Councilman Riggins and seconded by Councilman Metsgar, to extend
full pay to Mr. Kelly and Chief Cornell until the first day of January, 1972.
Motion carried.
Administrator Cates also reported that Terry McCoy had resigned as Assistant Chief
of Police.
Fire Marshall Ferguson, reporting for the Fire Committee, reported the City has made
ten runs the past month. He also reported that all fire trucks were tested for the
first time since 1964 and all were in good shape.
Public Works had nothing to report.
Mrs. McCleskey reported the Arts & Crafts booths were all full.
Director Isham reported two bids on the shuffle board have been received.
Councilman Anderson reported that there was a need for a pipeline to the last well.
It was moved by Councilman Anderson and seconded by Councilman Stone to have the
City crews lay the pipe line to the last well this winter, this to be funded at the
present time from the Water Works Operating Fund. Motion carried.
Councilman Anderson also recommends that nothing be done about hedges at the East
End Cemetary at the present time.
Councilman Riggins had no recommendation to make at the present time about outside
selling at the sale barn on Wednesdays.
Councilman Riggins reported that the City is not happy with the hauling of city trash
It was decided that Administrator Cates sia send Bee Bentley an ultimatium of twice
weekly pickup of trash or else.
The Council at this time inspected some refinished street signs and decided it was a
good job.
