August 6, 1971
The City Council met in a called meeting on the above date with Mayor Skipper presiding
and the following council members present: Charles Riggins, Don Metsgar, Garland Loudermilk,` —'
Doug Smithey, W. M. Irwin, Toby Stone, Raymond Anderson, and Mrs. Fred McCleskey.
Estimate number one of Texas Water Wells, Inc. was presented.
It was moved by Councilman Irwin, seconded by Councilman Metsgar, to transfer $32,432.00
from City Sales Tax Fund to City Water Well Fund, and that Estimate Number 1 of Texas
Water Wells, Inc. be paid in the amount of $269269.92 for drilling of new water well.
Motion carried unanimously.
A proposal for installation of a lift station and force line in the Northeast section
of the city was presented by the Hillcrest Development Company.
Councilman Riggins „asked about the location of lift station, and asked the question should
this lift station be installed on city owned property or should it be on private property?
Another point is that in the beginning the developers asked to tie 54 lots and 129 apart -
mentunitson the proposed lift station, and now the developers asked to tie a total of
275 units on the lift station. Councilman Riggins thinks there is a need to know what is
planned for the land adjoining the Tarleton Arms Apartments.
The question was asked how far should the lift station be located from the existing city
well? And how many housing units can be served by the proposed lift station?
Mr. George Feagan appeared before the Council and discussed the location of the lift
station in regard to distance it should be from the city well. Also discussed the number
of units that could be served by the lift station.
It was moved by Councilman Riggins, seconded by Councilman Loudermilk, that the city pay
to Hillcrest Development Co. $4,000.00 and city agrees to repair the street crossings
on the forced main sewer line from the lift station to existing city sewer line. Also
thatHillcrest Development Co. be allowed to tie a total of 275 units on the lift station,
such units to be located in the 54 acres generally known as Sultemier Property and annexed
to the City on October 6, 1970. Motion carried.
Mayor read a letter of resignation of J. F. Wade, City Judge, this to be effective August
14, 1971. It was agreed to attempt to get Mr. Vernon Bramblett to fill the vacancy.
Should Mr: Bramblett not accept then run an ad in the paper.
It was moved by Councilman Irwin, seconded by Councilman Loudermilk, to adopt an ordinance
creating the office of Administrator for the City of Stephenville, Texas and prescribing
his duties and powers. A roll call vote was called for with following results:

Motion carried by a vote of five for tt three against. (Said ordinance being attached to
and becoming a part of these minutes /.
It was moved by Councilman Irwin, seconded by Councilman Loudermilk, to appoint Rex H.
Cates as City Administrator. Motion carried.
Mayor stated that he is not against the creating of the office of City Administrator or
the appointment of Mr. Cates to the office but feels there should have been more pre-
paration before this action was taken by the Council.
Councilman Stone asked that the department heads keep a day to day record of the work
done and a complete report be given at the regular council meetings.
.)(-It was moved by Councilwoman McCleskey, seconded by Councilman Stone, that persons who donate
equipment to Senior Citizens Center receive an acknowledgement from the City Council and that
such acknowledgments be spread upon the City minutes. Motion carried.
There being no other business at this time the Council stood adjourned, ,subject to the
Mayor's call.
