July 6, 1971
The City Council met in a regular meeting with Mayor Skipper presiding and the
following council members present: Charles Riggins, Don Metsgar, Garland Loudermilk,
Doug Smithey, W. M. Irwin, Toby Stone, Raymond Anderson and Mrs. Fred McCleskey.
Others present were: Director of Public Works Gann, Director of Parks Isham, Fire
Marshall Ferguson, Chief Cornell and City Attorney Chandler.
Minutes of previous meetings were read and approved.
Msrs. Terrell Taylor and Hardy Hampton appeared before the council and presented a
petition signed by residents of Kaylock street, The petition was a request that the
city install speed breakers on Kaylock street, in an effort to slow traffic down.
This was referred to the Police Committee.
Chief Cornell reported that the police department is doing just the usual routine.
work.
Fire Marshall Ferguson reported that the fire department is getting a few grass fire
calls. Also reported that the Rail Road Company has been billed for fighting some
grass fires on the right of way. There have been no replys to bills that were presented.
Director of Parks reported that attendance has been large at all activities of Park
and Recreation program. Also reported that places for campers have been set up and
proper signs have been installed.
Councilwoman McCleskey reported that the Federal Government has offered to donate a
shuffleboard to the Senior Citizens and requested that money-to construct a slab for
shuffleboard be authorized by the council.
Director of Public Works reported that the tes=t hole for a new well is complete and
a micro -log has been made. This appears to be a good well site. The driller has
started on the well and was down 160 feet yesterday afternoon.
It was also reported that 3,080,000 gallons of water was pumped yesterday.
Director of Public Works reported that the airport project is finished and final
estimate is ready to send in. It was reported that the City would receive about $15,000.
to apply on cost of the airport project. Also reported that street department are now
resurfacing streets in northwest section of the city.
Director of Finance reported that the street lighting fund has run short on budget
money. There is a need for an additional $4,000. to finish this budget year.
It was moved by Councilman Irwin, seconded by Councilman Loudermilk, to transfer $4,000.
from City Sales Tax Fund to Street Lighting Fund. Motion carried.'
AN ORDINANCE MAKING A PART OF THE CITY OF STEPHENVILLE LAND ADJACENT TO SAID
CITY, WHICH LAND JOINS THE PRESENT CITY LIMITS OF THE CITY OF STEPHENVILLE
AND WHICH ORDINANCE DESCRIBES`--- SAID LAND.
BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF STEPHENVILLE:
That certain land adjacent to the City of Stephenville and specif-
ically described as.follows:
A part of a 405.51 Acre tract of land out of The William Motley
Survey, Abstract No: 515 and The John Blair Survey, Abstract No.
32, Erath County, Texas, conveyed to Stephenville Land, Inc., by
Lemuel A. Brock, et ux and of record in Vol. 423, Page 451, Erath
County, Texas Deed Records.
BEGINNING N 60 E, 30 feet and S 30 E, 30 feet from the SEC of a
20 acre tract conveyed by Lemuel A. Brock, et ux, to.Stephenville
Independent School District on February 16, 1966 by deed of record..
in Vol. 405, Page 189, Erath County, Texas Deed Records. Said be- i
ginning point also being S 30 E 60 feet from S[^IC of Lot 1, Block
C, Tanglewood Addition and being the intersection'of South R.O.W.
of West Frey Street with East R.O.W. of Dale Avenue.

Brock and wife, Verna I. Brock in deed dated April 17, 1968 and
recorded in Vol. 423, Page 451 of the Deed Records of Erath County,
Texas, being described as follows:
BEGINNING at a point N 60 E, 30 feet from a point which is N 60
E, 25 feet and S 30 E, 5186.8 feet from the NEC of the William
Motley Survey, said second mentioned point being located in the
center of the proposed extension of Dale Avenue and S 30 E, 319.8
feet from the SEC of a 20 acre tract owned by the Stephenville
Independent School District, for the NWC of this tract;
THENCE N 60 E, 589 feet;
THENCE S 30 E, 351.9 feet;
THENCE S 60 W, 589 feet;
THENCE N 30 W, 25 feet;
THENCE N 60 E, 564 feet;
ITHENCE N 30 W, 301.9 feet;`

THENCE N 30 W, 25 feet; and containing 0.85 acres more or less;
is hereby received into the CityLimits of Stephenville and made a part of the
City of Stephenville and the City Limits of the City of Stephenville are here-
by extended in accordance with the lines of the tract of land hereinabove des -
cribed.
The above and foregoing ordinance was introduced at the meeting of
the City Council of the City of Stephenville held on the 23rd of June,
1971, by Alderman Riggins At such time it was moved by
Alderman Riggins and seconded by Alderman Stone
, and being put to a vote such motion carried to the
effect that this ordinance be published for one issue in the Stephenville
Daily Empire and that by such publication notice be given in accordance with
Section 5 of Article 1 of the City Charter of Stephenville, Texas, that this

ordinance will be finally acted upon at a meeting of the City Council, to be
held at least 30 days after such publication; and any citizen of Stephenville
or of the territory to be annexed, and which is hereinabove described, shall
have the right to contest such annexation by filing with ':the City a written
petition setting out their reasons for such contest and such citizen or cit-
izens shall be given an opportunity to be heard before said ordinance in the
form hereinabove set out or in a form to be amended by this Council shall
be acted upon.
This proposed ordinance was duly published in the Stephenville Daily Empire
in the issue of June 25, 1971,,'and notice was thereby'.given that this
ordinance would be acted upon at least thirty (30) days after such publi-
cation. The City Council of Stephenville met on the 3rd day of August,
1971, and a quorum being present, the City Secretary was called upon to
advise the Council whether any written petitions or contests of the pro-
posed annexation had been filed with him for presentation to.the City
Council. The City Secretary advised that no written petitions or contests
of any kind had been filed and that no person had made any inquiry of him
concerning the annexation. Thereupon, it was moved by Councilman Stone and
seconded; by Councilman Loudermilk that this ordinance be finally passed as
hereinabove set 'out. Said motion being -put to a vote, it carried unani-
mously.
Passed and approved this 3rd,day of August, 1971.

I, Phillip Ferguson, City Secretary of Stephenville, Texas,
do hereby certify that the above and foregoing is a true and correct
copy of an Ordinance introduced at the meeting of the City Council
of the City of Stephenville, with the action being taken thereon
as shown above, and with said Ordinance having been finally passed
as above shown, as such Ordinance is recorded in Volume J at
Pages 51 and following of the minutes of the City Council of Stephen-
ville, Texas.

AN ORDINANCE AMENDING SUBSECTION (2) OF SECTION B, OF ARTICLE V OF THAT CER-
TAIN ORDINANCE OF THE CITY OF STEPHENVILLE KNOWN AS THE "SUBDIVISION ORDI-
NANCE"OF THE CITY AND PROVIDING THAT THIS ORDINANCE SHALL BE EFFECTIVE IM-
MEDIATELY AFTER PUBLICATION AS PROVIDED BY LAW.
BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF STEPHENVILLE, TEXAS:
Section One
Subsection (2) of Section B of Article V of the Subdivision Ordi-
nance of the City of Stephenville, Texas, and appearing at Page 20 of such
Ordinance and being recorded in the Minutes of the City COuAc it of Stephen-
ville, Texas, is hereby amended to read as follows:
(2) In residential districts there shall be no alleys.. There
shall be easements provided which shall be 16 feet wide
and which shall be open at all times for vehicle passage
and which shall be for utilities also and which shall be
parallel, or approximately parallel to the frontage of
the street.
Section Two
That portion of the Subdivision Ordinance hereby amended is changed
as above set out and from the effective date of this ordinance said subsection
as hereinabove set out shall be in lieu of and take the place of said subsec-
tion (2) as same now appears in the Subdivision Ordinance of the City of
Stephenville in Section B of Article V thereof.
Section Three
This ordinance shall become effective after publication as required
by the City Charter of Stephenville, Texas.

Director of Finance reported that all other city departments are operating within their
budgets.
Councilman Riggins discussed the construction of an outfall sewer line in the northwest
part of the city. Councilman Riggins noted that as a result of meeting with Hunter
and Associates it was found that the outfall line would cost approximately $180,000.
and that the city may be eligible for a grant in the amount of $99,000. with the balance
of $81,000. to be paid by the city. It was also noted that the proposed outfall line
would serve a large area and if the city would charge each housing unit in the area
$100. for tying on sewer line then the entire cost to the city ould be liquidated. This
was discussed and it was agreed that interested council members meet and go look at the
property that could be served with sewer by proposed outfall line.
A report of the Equalization Board was presented to the council.
It was moved by Councilman Metsgar, seconded by Councilman Loudermilk, to accept the
report of Equalization Board. Motion carried.
Councilman Metsgar reported that the committee previously appointed to study city insurance
coverage recommend the following: that all city insurance be placed with one agency
which would be a saving on cost of such insurance.
It was moved by Councilman Metsgar, 's-econded by Councilman Smithey 14 that all city
insurance be placed with one agency, details to be worked out. This was discussed and
the motion was tabled until a later date.
Councilman Stone stated that the property owned by Shuler Estate and Lem Brock is com-
pletely surrounded by land already in the city limits, and would like to see these
properties taken into city limits. It was agreed to get Thomas King to prepare field
notes on the property.
It was moved by Councilman Stone, seconded by Councilman Smithey, that Mobile Homes
located in Mobile Home Parks be charged $2.75 minimum for water this effective with
the July, 1971 meter reading. Motion carried.
It was moved by Councilman Riggins, seconded by Councilman Irwin, that Mrs. E. A.
Stracener and Mrs Olin Cameron, widows of active and retired firemen, receive 5,000
gallons of free water per month until such time as they may remarry or permanently
close their homes. Motion carried unanimously.
The council discussed the term of office of Planning Commission. The Mayor asked each
councilman to suggest two persons who would serve on the Planning Commission. It was
moved by Councilman Smithey, seconded by Councilman Metsgar, that Santa Fe Railroad /
be written a letter requesting signal lights be placed at railroad crossings in the x
city. Motion carried unanimously.
Councilman Smithey presented a preliminary plan for the new fire station. It was re
ported that specifications would be ready soon and be ready to advertise for bids.
Councilman Stone stated that he would like to promote the paving of city streets
possibly by advertising and hireing of a public relations man to contact owners of V
properties on unpaved city streets. It was suggested that the newspaper and radio
station be asked to publicize the facts of city policy concerning the paving of streets.
Councilman Stone reported that the tax suit on Neblett
court. The city has alternative of settling this out
suit if brought to trial.
