The City Council met in a regular meeting on the above date with Mayor Skipper
presiding and the following council members present: Don Metsgar, Garland Loudermilk,
Doug Smithey, W. M. Irwin, Jack Curtis, Toby Stone, and Mrs. Fred McCleskey.
Others present were: Director of Public Works Gann, Director of Parks and Recreation
Isham, Fire Marshall Ferguson and City Attorney Chandler.
Minutes of previous meetings were read and approved.
A group of mobile home owners who reside at the Plaza Mobile Home Park appeared before
the council in regard to City Service Fees. Clyde Sweeney, attorney representing these
mobile home owners and asked the following questions.
1. What services are these mobile home owners receiving?
2. Are persons living in apartments paying such fees or taxes?
3. Are persons who live in mobile homes on private lots paying taxes on their,
homes?
Mr. Sweeney further stated that the service fee as set out in the Mobile Home Park
Ordinance is "very inequitable" since additional police protection and fire protection
have not been provided by the city. Several of the mobile home owners made comments.
The main complaint being that no city services are provided.
The Mayor appointed a committee of council members Metsgar, McCleskey, and Stone to
meet with a committee of mobile home owners to further discuss the complaint.
Mr. Roy Beason appeared before "the council stateing that College Farm road is in bad
need of repairs. Mr. Beason was assured that the city plans to repair this road some-
time this summer.
Mr. Charles Ratliff appeared before the council stating that Lot 6, Block 152, City
Addition was owned by the church and used exclusively for church purposes for the
years of 1965, 1966, and 1967. Mr. Ratliff asked that he be given a refund of city
taxes for the years that the property was owned by the church. It was moved by
Councilman Irwin, seconded by Councilman Stone, that city taxes be cancelled on Lot
6, Block 152 City Addition, for years of 1965, 1966 and 1967 and,Mr. Ratliff be given
a refund. Motion carried.
The Mayor appointed a committee of Councilmen Stone, Metsgar, and Smithey to canvass
the results of the city election. This committee reported the election returns in
order. The candidates received the following votes:

It was moved by Councilman Metsgar, seconded by Councilman Smithey, that the report of
the committee be accepted and the payroll for holding the election be approved. Motion
carried.
The candidates receiving the highest number of votes being: Councilman, Place 1, Charles
Riggins, Councilman, Place 3, Garland Loudermilk, Councilman, Place 5, W. M. Irwin,
Councilman, Place 7, Raymond Anderson. These candidates were declared elected. A motion
put to a vote carried unanimously.
Councilman Metsgar reported that 15 ambulance runs have been made in March. Also reported
that Chief Cornell is in the hospital. Councilman Metsgar also reported a need to place
yield signs at approximately 40 intersections, and there is not enough money in the police(
budget to buy such signs. It was moved by Councilman Metsgar, seconded by Councilman \\
Irwin to authorize the necessary funds to purchase street signs for intersections. Motion
carried.
Councilman Smithey reported that Jimmy Chew has agreed to work as fireman for $400.00 per
month untill the end of the budget year. It was moved by Councilman Smithey, seconded by
Councilman Metsgar, to keep Jimmy Chew on the payroll at $400.00 per month untill the end
of the budget year. Motion carried unanimously.
Councilwoman McCleskey reported that there has been large attendance at all activities of
Park and Senior Citizens Center. Councilwoman McCleskey also asked if there is a city
ordinance regulating campers spending the night at the city park.
The Mayor asked the Park Committee to look into the campers spending the night at the
city park and make a recommendation to the council.
Councilman Loudermilk reported that some additional paving has been done at the airport
and asked that other council members go by and look at the project.
Councilman Curtis had nothing to report,
Councilman Stone asked that a committee be appointed to consider additional paving at the
city airport. Committee appointed to look into additional paving at the airport:
Councilmen Irwin, Stone, Loudermilk, with R. Y. Gann and Rex Cates.
It was moved by Councilman Irwin, seconded by Councilman Loudermilk, to,transfer $6,000.
from City Sales Tax Fund to Street Improvement Warrants, 1966 series. Motion carried
unanimously.
Mayor Skipper stated that special planning session luncheons are being considered for
the future. Such called sessions would enable council members to discuss pertinent subjects
to save time and provide more study before a decision is made.
It was moved by Councilman Stone, seconded by Councilman Curtis, to file delinquent tax
suit against Neblett and King for taxes on Lot A, Block 6, City. Motion carried.
The Council discussed at length the proposal of developers of the Hillcrest Addition to
extend 6 inch water lines under north Loop and tie such lines together.
The Mayor asked that Councilmen Smithey, Loudermilk and Stone meet with Director of
Public Works and attempt to come up with a solution to this water problem.
This same committee was asked to work on the problem of sewage disposal in the area of
Hillcrest Addition.
It was moved by Councilman Irwin, seconded by Councilman Loudermilk to adopt an ordinance
amending subsection 2 of section B, of article 5 of that certain ordinance of the City
of Stephenville known as Sub - Division Ordinance of the City and Providing that this
ordinance shall be effective immediately after publication as provided by law. Motion
carried. (Said ordinance being attached to and becoming a part of these minutes).
It was moved by Councilman Irwin, seconded by Councilman Stone, that G. K. Lewallen, Red x
Cook, Kenneth Sparks and B. F. Stafford be written a letter setting out the pro rata share
due them for extension of water and sewer lines on Sixth Avenue and Loop 195. Such pro
rata share being set out on attached plat. Motion carried.
There being no other business at this time the Council stood adjourned, subject to the
Mayor's call. �}
