The City Council met in a regular meeting on the above date with Mayor Skipper pre-
siding and the following council members present: Don Metsgar, Garland Loudermilk,
Doug Smithey, W. M. Irwin, Jack Curtis, Toby Stone and Mrs. Fred McCleskey.
Others present were: Director of Public Works Gann, Director of Parks Isham, Chief
Cornell and City Attorney Chandler.
Minutes of previous meetings wre read and approved.
Mr. Clair Smith appeared before the council stating that he and of-Hers have gone
into the Data Processing business and plan to build on land adjoining South 5th
street. Mr Smith asked that 5th street be opened up and fixed to be an all weather'
street.
1" It was moved by Councilman Curtis seconded by Councilman Stone to open up 5th street
in the area requested by Mr. Smith, this not to include any caliche on the street.
Motion carried unanimously.
Mr. Smith also stated that he lives in the Tanglewood Addition and he is getting
tired of his neighbors- garbage being picked up in an open pick -up truck and scattered
in the streets. Mr. Smith feels that the proper equipment should be used for hauling
garbage.
Mayor asked that the Sanitation Committee look into this complaint.
Councilman Metsgar reported that the police department made 22 ambulance runs in
January and February and collections for this service are good. Also reported that --
police school now in progress with all members attending except Mr. Collins. Also
that Mr. 0. V. King, City Judge will only be able to work one more week.
Councilman Smithey reported that Mrs. Opal Carter has quit at the City Library and
Mrs. Livingston has been hired. Also reported that Charles Williams is ready to re-
port back to work at the Fire Dept., and that Jimmy Chew has been working during
the absence of Mr. Williams. The Fire Dept. would like to keep Mr. Chew if the
money can be made available to pay his salary for the rest of this budget year.
Councilman Smithey asked that the Council discuss the changing city government to
City Manager instead of the present form of government. It was recommended that this
be passed to the Planning Commission for study and report to the council.
It was moved by Councilman Smithey seconded by Councilman Stone that the Planning
"Commission study the possibility of City Manager form of government and make re-
commendations to the council. Motion carried.
Cojncilwoman McCleskey reported large attendance at all activities of Park and
Recreation programs and Senior Citizens Center.
Councilman Loudermilk reported that the committee has looked into the plats of South
Tanglewood Addition and West Dale Addition. This has.been refered to Hunter Associates
for study. The committee will make a recommendation as soon as the engineers com-
pletes the study.
Councilman Curtis reported the Sanitation Committee will check into the extension of
sewer lines and make recommendation at earliest possible time. _.
Councilman Stone reported that street dept. has been hauling caliche on city streets
and working at the City Airport.
Councilman Irwin asked the Director of Finance to report on the amounts of money spelt
and amounts remaining to be spent of the present budget.
Councilman Irwin reported that the committee has checked into the taxes on property
of Charles Ratliff. The committee recommends that Mr. Ratliff appear before the
council or make an affadavit that the property in question was used for no other
purpose than the church.
The following bids were received for new chairs for the council room:
Stephenville Office Supply
12 chairs ---------------------- $1,620.00 less 10%
12 chairs---------------- - - - - -- 869.40 less 10%
Cole Office Supply
12 chairs ---------------------- $ 996.00
Neither bid was accepted at this time. A committee of Councilman Irwin and Council-
man Metsgar was appointed to check further before chairs are purchased.
Tax Collector reported that the First Christian Church is purchasing the C. J. Jefferies
home for a parsonage and have asked that the 1971 taxes be accepted for the time that
the property is owned by Mr. Jefferies.
It was moved by Councilman Stone seconded by Councilman Irwin that the Tax Collecto -r
accept the pro rata share of 1971 tax on the Jefferies property. Also in the
future where property is definitely exempt that a pro rata share of taxes be
accepted. Motion carried unanimously.
The council further discussed the plat of South Tanglewood Addition and agreed to
wait for the approval of the engineers.
The council took a short recess and went into an Executive Session and the following
action was taken:
Motion made by Jack Curtis, seconded by Toby Stone, that Mrs. Fred McCleskey be
instructed by this council to refrain from using the Senior Citizens Center and Park
Dept. for furthering her political views and goals. Motion carried.
Motion made by Jack Curtis, seconded by Don Metsgar that all City employees be
instructed that they will not and cannot on City Time be involved in City politics.
Motion carried.
Motion made by Doug Smithey, seconded by Don Metsgar, that it be established
as a policy of the Council and Mayor that no alderman or Mayor shall exert any
pressure upon a City employees as to how the employees should vote in any city
election, as this would be an interference with the employee's civil rights.
Motion carried. There being no other business at th &s time, the council sto d adjourned
subject to the Mayor's call. J(�
