February 2, 1971
The City Council met in a regular meeting on the above date with Mayor Skipper presiding and
the following council members present: Don Metsgar, Garland Loudermilk, Doug Smithey,
W. M. Irwin, Jack Curtis, Toby Stone and Mrs. Fred McCleskey.
Others present were Director of Public Works Gann, Fire Marshall Ferguson, Chief Cornell
and City Attorney Chandler.
Minutes of previous meetings were read and approved.
Councilman Metsgar reported that the bid has been awarded to Herrin Motor Company for a
new police car. Also reported he has checked with the insurance company it appears that
the car will be replaced without cost to the city.
Councilman Smithey reported that Mrs. Purvis is doing a good job at the library. It was
also reported that the library has received a grant for $1000.00.
Councilwoman McCleskey reported there has been 7,410 taking part in the Parks and Recreation
Programs and Senior Citizens Center. It was also reported that the foyer at the recreation
hall has been paneled and the floor painted. These improvements being paid for out of the
funds from the Arts and Crafts sale.
Councilman Loudermilk reported that through the efforts of Councilman Irwin the county
has agreed to help haul caliche at the airport.
Councilman Loudermilk asked that the city check into the amount of grants that may be
available to assist in the construction of a lake on the Bosque and the building of a l
sewer plant. G
Councilman Curtis reported that the Sanitation Committee has met and voted unanimously
that the garbage franchise remain the same.
Mr. Billy Bledsoe stated that he bought the garbage business and was granted a franchise
to use the streets and alleys for the purpose of collecting garbage. Mr. Bledsoe further
stated that he understands that there is no other franchise been granted to haul garbage.
Mr. Bledsoe in final statement asked the council to consider helping him to furnish
adequate trash hauling service.
It was moved by Councilman Irwin seconded by Councilman Stone that Mr. Charles Neblett be
notified there is nothing the council can do on his request for an adjustment of his city
taxes. Motion carried.
Councilman Irwin reported that Mr. Charles D. Ratliff brought the abstract to property on
the South`Loop and it was determined that Mr. Ratliff bought the property from the church.
The committee has no recomendation untill Mr. Ratliff has a chance to meet with the committee.
It was moved by Councilman Metsgar seconded by Councilwoman McCleskey that the annual City
Election be called to be held on April 6, 1971 in accordance with Election Ordinance on
page 86C, Minute Book F, and the State Statute Proceedure for use of the secret ballot.
The election being called for the purpose of electing one councilman for each place numbers
1, 3, 5, and 7 to serve a two year term of office. Motion carried unanimously.
Secretary reported that the Texas Municipal League is having a breakfast in Austin next
Monday morning and would like for as many council members as possible to attend.
The council was asked to consider changing the proceedure for securing a building permit
This was discussed but no action was taken.
The council.discussed the need for extending sewer lines or the building of an additional
sewer plant.
Mayor reported that the Lone Star Gas Co. is not satisfied with the tax valuation for 1970
and have not paid their taxes. It now seems that the gas company has no choice but to enter
into a law suit. The Mayor presented each council member a copy of the revenue received
from sale of natural gas in other cities the size of Stephenville.
Fire Marshall reported that in 1970 the fire department answered a total of 276 calls. There
were 160 calls in the city and 116 out of the city. It was noted that Erath county pays
$100.00 per month to the city for answering the fire calls out of the city limits.
There being not other business at this time the council adjourned, subject to the Mayor's call.
