REGULAR MEETING - TUESDAY
DECEMBER 39 1974
CITY COUNCIL CHAMBER
CITY OF STEPHENVILLE, TEXAS
The City Council of Stephenville, Texas, met in Regular Session, Tuesday,
Deceimber 3, 1974 at 7 :00 P.M., with Mayor Pro Tem James T. Chambers presiding.
Councilmen Roy McCoy, Charles Riggins, Raymond Anderson, Jesse Sexton, Larry
Hammett and Neal Guthrie present. Mayor Donald R. Jones and Councilman W. M.
Irwin were absent.
Others attending the meeting were: City Administrator Marshall Shelton,
Director of Public Works R. Y. Gann, Director of Personnel Kurt Ackerman,
Chief of Police Mike Watkins, Fire Marshal E. W. Ferguson, and City Secretary
Joyce Pemberton.
Councilman Hammett moved, seconded by Councilman Sexton, to approve the
minutes of the meetings of November 5th and November 8th as written. Motion
carried.
Mr. McClure, manager of The Farm Bureau, came before the Council again
concerning a 2 acre site, owned by the National Guard, on which the Farm
Bureau would like to erect their new building.
After considerable discussion, Mayor Pro Tem Chambers explained that
whatever lease arrangement could be made with The National Guard would be
agreeable with the City.
City Administrator Shelton explained to the Council that the Santa Fe
Railroad required a Resolution and a fee of $150.00 for the right of way
for the boring, of the railroad tracks for the installation of the north
sewer outfall line.
After some discussion, Councilman Anderson moved, seconded by Council-
man Riggins, to authorize Mayor Donald R. Jones. to execute contract with
Santa Fe Railroad. Motion carried.
RESOLUTION
Be it known that on the 3rd day of December, 1974, at a regular
meeting of the City Council of the City of Stephenville, Texas,
there came on to be considered the matter of the execution of a
contract between said City of Stephenville, Texas, and The Atch-
ison, Topeka and Santa Fe Railway Company relating to the con-
struction , maintenance and use of one (1) 17% inch sewer pipe
line crossing at Mile Post 71 plus 2194 feet at Stephenville,
Erath County, Texas, whereupon the following proceedings were
had.
It was moved, seanded and unanimously voted that Donald R. Jones,
Mayor, be authorized and empowered to execute, on behalf of the
City of Stephenville, Texas, such contract or agreement, copy of
which is hereto attached, and the same be recorded in the minutes
of the City Council, at the foot of this resolution.
I, Joyce Pemberton, City Secretary, do hereby certify that
the above and foregoing is a true and correct copy of a resolution
passed by the City Council of said City, in regular session, on
December 3, 1974, as the same appears on record in Book No. J.
Page 163A, Minutes of said City Council.
Mayor Pro Tem ChamberspI ate at the last Council meeting, specifications
and standards for new streets in new sub divisions had been discussed and
Mr. Conrad Callicoatte had been asked to prepare standards and specifications
for water and sewer lines also. Mr. Chambers asked that the Council study
these specs and standards and discuss with Mr. Callicoatte at a meeting
December 12th.
City Inspector Gene Lookingbill came before the Council with a request
from the City Electrical Board for an amendment to the Electrical Code
which would include a reciprocal agreement between cities to recognize their
licenses if they would recognize ours.
After considerable discussion, Councilman McCoy moved, seconded by Council-
man Guthrie, to amend our Electrical Code for reciprocal licensing agreement
with cities of comparable certification that is approved by our Electrical
Board. Motion carried.

AN ORDINANCE AMENDING THE ELECTRICAL ORDINANCE
STEPHENVILLE, TEXAS, AND WHICH CHANGES SECTION 1.19
CHAPTER I BY,MAKING PRESENT SECTION 1.19 SUBSECTION
THERETO SUBSECTION (B) AND BY CHANGING SUBSECTION 4
REVISING SECTION 1.21, REPEALING ALL ORDINANCES AND
THAT MAY BE IN CONFLICT WITH SUCH AMENDMENTS AND DE(
AND PROVIDING AN EFFECTIVE DATE.

After considerable discussion, Councilman Sexton moved, seconded by
Councilman Hammett, to close the Sanitary Landfill on Wednesday after -
noons due to the Fair Labor Act, to be effective January 2, 1975. Motion
carried unanimously.
After some discussion, it was the consensus of the Council to change'
the hours of the Landfill on Saturday from 8:00 A.M. - 12 Noon to 9:00 A.M.
to 1:00 P. M.
The Council again discussed the request of the local National Guard
Unit for a $50.00 per month donation.. City Attorney Chandler explained
that he had written to the Municipal League for an opinion and would like
for the Council to wait until he heard from them before making a decision.
It was the consensus of the Council to table this until a later date.
City Administrator Shelton reported that the City had located three
test hole sites for water wells on the property of Mr. Charles Neblett,
Mr. R. L. Madely and Mr. Kenneth R. Robertson.
After some discussion, Councilman Anderson moved, seconded by Council -
man Riggins, to approve the above listed sites for test holes for water
wells. Motion carried.
City Administrator Shelton explained that the Council needed to ap-
point one member to the "Free Garbage Service Board" to replace Mr. Rufus
Taylor who is now deceased.
Couniclman Riggins moved, seconded by Councilman Guthrie, to appoint
Mr. Hugh McCleskey as had been suggested by Mr. Dean Cox. Motion carried.
City Administrator Shelton reported that the Council had received a
letter from Mrs. Charlotte McCoy expressing appreciation on behalf of the
PTA for the street work that had been done around the Central Ward School.
Mr. Shelton also reported that he had met with Mr. Fred Parker, Cle-
burne, Texas, concerning the drawing of specs for the Fire Sub Station.
Mr. Parker said it would cost $8.00 per hour and estimated a total expense
of $1,600., Mr. Shelton said he also had ordered a book entitled "Design
of Fire Stations" at a cost of $6.00, which already has designs and specs
written up.
Councilman Guthrie.s asked for the legal opinion of Mr. Chandler con-
cerning the expenditure of funds without bids on the lighting of McCleskey
Field. Mr. Chandler sid that, in his opinion, this could be done it it
is not contracted in one lump sum.
In discussing the reflector for the lights on the courthouse dome,
Mr. Shelton explained that Mr. E. L. Stephens is checking with his sup-
pliers in an effort to buy the reflectors but so far have not been able
to locate any.
Mayor,,/Pro Tem Chambers expalined that, in a previous meeting, Mr.
Everett T. Rohr had appeared before the Council concerning the purchase
of Davis Aricraft. Also that Mr. Rohr had presented a resume-as had
been requested but he would like to discuss this with Mr. Davis before
entering into any neogations with Mr. Rohr. He suggested waiting until
Mayor Jones is present and in the meantime have some contact with Mr.
Davis concerning his feelings in this matter.
After some discussion, Councilman Anderson moved, seconded by Council-
man Sexton, to approve the final plat of the Christian Sub Division, City
of Stephenville. Motion carried.
Councilman McCoy moved;, seconded by Councilman Sexton, to allow Mr.
Royce Robbins to appear before the Council as he was not on the agenda.
Motion carried.
Mr. Royce Robbins',, Davis Ave., came before the Council concerning
the City forcing him to Conn -e_ct to -t.he city sewer line.
After considerable discussion, it was the consensus of the Council
to let Mr. Shelton contact Joe Fambro and work out some way for Mr. Robbins
to pay the $250.00 for one sewer connection and if he ever connects the
other connection to pay the other $250.00.
Councilman Hammett moved, seconded by Councilman Sexton, to allow Mr.
Billy Fred Stafford to appear before the Council as he was not on the agenda
Motion carried.
Mr. Billy Fred Stafford came before the Council and explained that he
had been contacted in Fort Worth concerning the local unit of The National
Guard's.maintenance problem and that an Army Commander may have promoted
a real estate trade that could be very beneficial to this unit.

Councilman Hammett asked how the Council feels about the City paying
for the cleaning of the police officers' uniforms which, in his opinion,
is an unfair expense. After some discussion, Mayor Pro Tem Chambers sug-
gested that Mr. Shelton check with the Chief of Police Watkins to determine
what and how much would be. involved. Mr. Shelton said he thought they
would have to think in terms of everyone or no one.
There being no other business, the meeting adjourned at 8:35 P.M.
