CITY COUNCIL CHAMBERS
CITY OF STEPHENVILLE, TEXAS
The City Council of Stephenville, Texas, met in Special Session,
Friday, November 8, 1974, at 1:00 p.m., with Mayor Donald R. Jones
presiding and Councilmen Jim Chambers, Roy McCoy, Charles Riggins,
Raymond Anderson, Jesse Sexton and Neal Guthrie present. Counciil-
men Larry Hammett and W. M. Irwin were absent.
Othersattending were City Administrator Marshall Shelton, Director
of Parks & Recreation Ronnie Isham, Director of Personnel Kurt Ackerman,
and City Secretary Joyce Pemberton. Also Mr. E. L. Stephens with City
Electric and B. L. Singleton with Texas Power & Light Co.
Mayor Jones explained that the purpose of this meeting was to make
a decision on the bids received for the lighting of Optimist Field.
The bids had been tabled at the November 5th meeting.
After °considerable discussion, Councilman Chambers moved, seconded
by Councilman Riggins, to accept the bid of $24,945.00 for lighting of
Optimist Field submitted by City Electric of Stephenville, Texas, and
the City purchase the poles direct -and .pay - Texas'- Power &--Light Co.
$3,100--00 necessary for running the line where it is needed underground.
The $2,288.00 is only for eight poles for Optimist Field for a total of
$30,333.00 to light Optimist Field. Motion carried unanimously.
After quite a bit of discussion, Councilman Anderson moved, seconded
by Councilman Guthrie, that while we are doing the work at Optimist Field,
to go ahead with the purchase of eight more poles and other work at Mc-
Cleskey Field, subject to the legal approval of City Attorney Chandler.
Motion carried unanimously.
Mr. Byron Singleton, Manager of Texas Power & Light Co., was pre-
sent and came before the Council in regard to their property on Floral
St. Mr. Singleton explained that when they had their property survey-
ed, their property line came to what,is now being used as a street.
The City had paved this and sent them a bill for $231.00 for their part
of the paving. He was requesting that City Attorney Chandler draw a
Quit Claim Deed for them to deed this part of their property to City
in exchange for the paving bill.
After considerable discussion, Councilman Guthrie moved, seconded
by Councilman McCoy, to accept the proposal presented by Mr. Singleton
to exchange the Quit Claim Deed of property to the City from Texas
Power & Light Co. for the paving bill of $231.00. Motion carried
unanimously.
There being no other business, the meeting adjourned at 1:40 p.m.

AN ORDINANCE AMENDING THE ELECTRICAL ORDINANCE OF THE CITY OF STEPHENVILLE,
TEXAS, AND WHICH CHANGES SECTION 1.19 OF ARTICLE III, CHAPTER I BY MAKING
PRESENT SECTION 1.19 SUBSECTION (A) AND BY ADDING THERETO SUBSECTION (B)
AND BY CHANGING SUBSECTION 4 OF ARTICLE 1.20 AND REVISING SECTION 1.21,
REPEALING ALL ORDINANCES AND PARTS OF ORDINANCES THAT MAY BE IN CONFLICT
WITH SUCH AMENDMENTS AND DECLARING THAT EMERGENCY AND PROVIDING AN EFFECTIVE.

BE IT ORDAINED BY THE CITY COUNCIL OF STEPHENVILLE, TEXAS:
Section One
Section 1.19 of Article III of the Electrical Ordinance of the City
of Stephenville, Texas, is hereby amended so that same will hereafter read
as follows:
1.19 - License Required.
(A) All persons, firms, individuals, co- partnerships, and corporation
(except public telephones, telegraphs, messenger call, light
and power companies having a franchise granted by the City, or
persons installing equipment requiring less than 30 volts or
home owners who are doing work on their own home property)
desiring to engage in the business of installing wires, appa-
ratus, fixtures, electric signs, or outline lighting, as a
contractor or electrician shall, before doing such work, make
application to the City electrical inspector for a license and
pass an examination by the examining board, obtain a license
and make bond acceptable to the City, and obtain a permit
therefor in accordance with this code.
(B) Either the holder of a valid electricians license or certifi-
cate of registration issued by another city or the holder of
a certificate of examination issued by an examining agency
approved by the Electrical Board may apply for the grade of
license comparable to that which he holds or has qualified for
elsewhere without taking the written examination given by the
Board. Such application shall be submitted to the Secretary
of the Electrical Board and shall be accompanied by evidence
showing:
(1) That the applicant holds a valid electricians license or
certificate of registration issued by another city which
is of a grade equal to that license for which he is
applying or a certificate of examination issued by an
examining agency approved by the Board which qualifies
him for the grade of license for which he is applying;
(2) That such certificate of examination, electrician's
license or certificate of registration was issued to the
applicant by such examining agency or other city after
the applicant had taken and passed a written examination
administered to him by such agency or city.
(3) That the examination and the applicants passing per-
formance thereon are equal to those required by the provi-
sions of the Code; and that the other city from which the
applicant holds a license or certificate of registration
allows holders of electrician's licenses issued under the
provisions of this Code to receive equivalent licenses
from such city on a reciprocal basis and without written
examination.

Upon receipt of such information the Board shall
certify to the Chief Electrical Inspector that the
applicant is qualified for the grade of license for
which he is applying.
Upon such certification, payment of the prescribed
license fees by the applicant and the filing of a bond by
applicant where it is required, a license shall be issued
to the applicant of the grade for which he is certified.
A license issued under the provisions of this section
shall be the equivalent of a license of the same grade
which is issued under the provisions of this Codd.
Section Two
Subsection 4 of Section (A) of Section 1.20 of Chapter I, Article
III of the Electrical Ordinance of the City of Stephenville is hereby
amended and changed to read as follows:
1.20 (4) Qualification
Applicants shall be not less than twenty -one (21) years of
age and shall have had a minimum of four (4) years experience
in the installation, alteration, repair, and maintenance of
electrical conductors and equipment or an equivalent experience
thereto, every applicant shall be required to answer a reason-
able number of questions in writing to show that he has suf-
ficient knowledge and technical training to do electrical
work or qualify in accordance with Section 1.19 (B) of this
Code.
Section Three
Section 1.21, Subsection (A) of Article III, Chapter I of the
Electrical Ordinance of the City of Stephenville is hereby amended and
changed to read as follows:
1.21 It shall be unlawful for any person to engage in the installation
of electrical wiring or other electrical equipment without
qualifying in accordance with Sections 1.19 and 1.20 of Article
III of Chapter I of this Code.
Section Four
All ordinances and parts of ordinances that may be in conflict with
this ordinance are hereby repealed.
Section Five
The matter of reciprocal licensing of those doing electrical work in
the City of Stephenville and those doing electrical work in other cities
creates a public necessity that this ordinance should go into effect from
and after its passage.
