HomeMy WebLinkAbout1974-08-20 - Special City CouncilCITY COUNCIL CHAMBERS CITY OF STEPHENVILLE, TEXAS SPCEIAL COUNCIL MEETING - TUESDAY AUGUST 20, 1974 The City Council met in a called meeting Tuesday, August 20, 1974, at 7 :00 P.M. in the Council Chambers, Stephenville, Texas, with Mayor Donald R. Jones presiding and the following Councilmen present: Jim Chambers, Roy McCoy, Charles Riggins, Jesse Sexton, Larry Hammett and Neal Guthrie. Absent: Councilmen Raymond Anderson,and W. M. (Bill) Irwin. Others present at the meeting were City Administrator Marshall L. Shelton, Director of Public Works R. Y. Gann, Fire Marshall E. W. Fer- guson, Chief of Police Mike Watkins, Director of Utilities Danny John- son, Director of Parks & Recreation Ronnie Isham, City Attorney Joseph Chandler, City Secretary Joyce Pemberton, President of 'Senior Citizens Mary Sue Staig, Board Member Hazel Crowder and District Attorney Bobby Glasgow. Mayor Jones explained that the purpose of this meeting was for the public hearing for the proposed budget of 1974 -75. After discussion of the proposed budget by departments, it was the consensus of the Council to study the budget further and make a final decision at the next regular meeting on September 3rd. The Council also discussed withdrawing the application to join the Central Texas Council of Governments. Mayor Jones said that, in his opinion, there was a need to reevaluate the decision to join the Central Texas COG as he had begun to think we would have more benefits through the North Central Texas Council of Governments. Mr. Bobby Glasgow explained that the North Central Texas COG is already funding law enforcement programs in the county now. After quite a bit of discussion, it was the consensus of the Mayor and Council to meet with the County and the City of Dublin and discuss withdrawing the application to Central Texas COG, then pass a Resolution retracting prior Resolution and file an application with North Central Texas COG. After considerable discussion, Councilman McCoy moved, seconded by Councilman Riggins, to authorize the taking of bids for two new police cars. Motion carried unanimously. After d1scuss19in of the request of Mr. V. C. Voss to close the en- tire alley between Graham and Belknap Streets, Councilman Guthrie moved, seconded by Councilman McCoy, to sell the entire 8' X 108' plus 95' for the sum of %50.00 with the stipulation that the purchasers are to pay _ all costs. Motion carried unanimously. 152 Mr. Shelton recommended that Mrs. Blanche Jones' request for the ex- tension of 8' of an alley be delayed as there seems'to be some conflict between Mrs. Jones and one of her neighbors. There being no other business, Councilman Chambers moved, seconded by Councilman McCoy, that the meeting adjourn. Motion carried unani- mously. Meeting adjourned at 9:15 P.M.
