REGULAR SESSION- TUESDAY

THE CITY OF STEPHENVILLE, TEXAS
The City Council of the City of Stephenville, Texas, met in regular
session, Tuesday, June 18, 1974, at 7:66 A.M., with Mayor Donald R. Jones
present and presiding. Councilmen Jim Chambers, Jesse Sexton, Raymond
Anderson, Roy McCoy, W. M. Irwin and Charles Riggins were present.
Councilmen Larry Hammett and Neal Guthrie were absent.
Others present were: Marshall L. Shelton, City Administrator,
R. Y. Gann, Director of Public Works and Joyce Pemberton, City
Secretary.
Mayor Jones explained that in the past the Santa Fe Railroad had
sent us form letters stating that they could not help us on the signal
warnings. That it would cost approximately $20,000.00 and the City's
cost would be about 90/. Santa Fe ,Railroad recently sent a brochure
that indicates there are federal grant funds available on about a 90%
grant.
After discussion, Councilman Irwin moved that authorization be
granted to file the application for a federal grant for signal lights
at three of the Santa Fe Railroad crossings. Councilman Sexton made
the second. The motion carried as follows.
Ayes: Councilmen Chambers, Sexton, Anderson, McCoy, Irwin and
Riggins.
Nays: None.
Mayor Jones explained to the Council that he and City Admini
strator Shelton had discussed the possibility of a Personnel Grant.
There is a grant available now that will fund 75% of the salaries
for an internship type program. The other 25% is taken care of by
the City, in kind.
Mayor Jones asked City Administrator Shelton to brief the
Countil as to what this job would consist of.
Mr. Shelton explained that this person would set up personnel
records, study grants, make economic studies and help out generally.
The grant would be for one year.
After discussion, Councilman Chambers moved to authorize the
filing of application for a Personnnel Grant. Councilman Riggins
made the second. The motion carried as follows:
Ayes: Councilmen Chambers, Irwin, McCoy, Riggins, Anderson
and Sexton.
Nays: None
Mayor Jones explained that the new budget is now being prepared.
He appointed the following Budget Committees:

Mayor Jones urged each councilman to attend as many of these meetings
as possible and to study the budget carefully.
Mayor Jones reported that he had been approached by the Chamber of
Commerce Legislative Committee asking the City to endorse the reapportion-
ment of county precincts. Mayor Jones said he was not asking for any action
at this time but would like for the council to be thinking about this.
Mayor Jones said that Homer Hunter & Associates had recommended 15¢ per
foot for the purchase of right of way for the sewer trunk line around the
north part of the city.
Mr. Marshall Shelton, City Administrator, explained Wgpswas approx-
imately 15,000 feet for a total of $2,300.00 to nine land,. Mr. Shelton
explained that Mr. Joseph Chandler, City Attorney, had recommended paying
each landowner the same amount even though some had offered the right of way
free.
Mr. Marshall Shelton reported the following bids had been received for
vertrified clay pipe for the sewer trunk line:
Can -Tex Industries --------------------- $3.62 per ft.
Dickey Clay Pipe----------------- - - - - -- 3.80
After discussion, Councilman Sexton moved to accept the low bid of Can
Tex Industries of Mineral [Hells, Texas for 15,000 feet @$3.62 per ft. of
vetrified clay pipe for a total amount of $58,000.00. Councilman Chambers
made the second. Motion carried as follows:
Ayes: Councilmen Chambers, Irwin, McCoy, Riggins, Anderson and Sexton.
Nays: None
Mayor Jones asked Mr. Shelton and Mr. Gann to make the initial contacts
with all the landowners for the right of way agreements.
Mayor Jones said he did not think it needed to be brought back to the
Council as to what should or should not be paid per foot for the right of way.
See who will agree to sell then come back to have those individually approved.
May have some different offers that will need to be approved.
Mayor Jones explained that, in a previous meeting, the Council had voted
to put in the one way streets on Belknap and Graham. In the June 4th meeting,
the downtown merchants had voiced opposition to the one way streets. The
Council now need to decide what they want to do now.
After considerable discussion, it was the consensus of the Council that
we go ahead with plans for one way streets unless the Planning Commission, at
its next meeting, feels that more study is necessary. If nothing else is sug-
gested by the Planning Commission, then the decision to go ahead will be con-
firmed at the July 2nd meeting.
Mr. Don Taylor was present and made a request for "No Parking" signs to
be placed on the east side of Race St. from Green St. to the dead end by
Piggly wiggly parking lot. There is a traffic problem when cars are parked
on both sides.
After discussion, Mayor Jones said he would like to look at this before
a decision was made. will discuss at a later date.
