HomeMy WebLinkAbout1974-05-07 - Regular City Councilx:3'7 May 7, 1974 Stephenville, Texas The City Council met in regular session at 7:00 P.M. in City Hall, with Mayor Donald R. Jones presiding and the following members present: Jim Chambers, W.M. Irwin, Roy McCoy, Charles Riggins, Raymond Anderson, Jesse Sexton, Larry Hammett and Neal Guthrie. Others present were: City Administrator Shelton, Director of Public Works Gann, Director of Parks & Recreation Isham, Animal Control Officer Van Item and City Attorney Chandler. Also the following members of the Airport Advisory Board: Bobby Lane, H. L. Phillips, Dave Montgomery, Swan Richardson and Hugh Wolfe. Councilman Chambers made the motion, seconded by Councilman McCoy, to approve the minutes of the two previous meetins as written. Motion carried unanimously. Mayor Jones stated the need to elect a Mayor Pro Tem. Councilman Irwin nom- inated Councilman Chambers, Councilman Riggins made the second. Councilman Chambers nominated Councilman Riggins, seconded by Councilman McCoy, Council- X man Riggins declined the nomination. Councilman Irwin made the motion that nominations cease, seconded by Councilman Hammett. Mayor Jones called for a vote and Councilman Chambers was voted in as Mayor Pro Tem unanimously. Mr. Bobby Lane came before the Council to report the recommendations of the Airport Advisory Board. Each member of the Council received a copy of the minutes of the meeting of the Airport Advisory Board listing the priorities of improvements to the airport with a total cost of approximately $150,000. The Advisory Board recommended that the Council try to secure a grant from the Federal Aviation Administration and the Texas Aeronautics Commission. The City would be obligated for 122% of the total cost of improvements, the Federal Aviation Administration, 75% and the Texas Aeronautics Commission,122%- After quite a bit of discussion, Councilman Irwin made the motion, seconded by Councilman Sexton, to authorize City Administrator Shelton to make appli- cation to the FAA for a grant for the total cost of the recommended improve- ments and that final approval, after all estimates are in, be reserved for another council meeting. After more discussion, the motion carried unanimously. Mayor Jones appointed a committee of Councilmen Riggins, Irwin and Chambers to check into list of immediate problems and see about the feasibility of doing these things now. Also to check with National Guard concerning any help they might be able to give. Mayor Jones brought to the attention of the Council the need to appoint five members to the Planning Commission as the terms of five members expired. Mayor Jones suggested the re- appointment of Mrs. Betty Whitacre, Perry Elliott, J. Louis Evans and C. H. Maguire and to appoint Scott Allen to replace Marion Porter, who moved out of town. Mayor Jones said someone was needed to replace Neal Guthrie for a two year term also. Councilman Hammett nominated Rob Pitzer for the two year term. There was some discussion concerning Mrs. Betty Whitacre working for Rob Pitzer and both of them being on the Planning Commission. After quite a bit of discussion, Council- man Anderson made the motion to appoint Mrs. Betty Whitacre, Perry Elliott, J. Louis Evans, C. H. Maguire and Scott Allen for three year terms on the Planning Commission, contingent upon their acceptance. The motion was seconded by Councilman Hammett. Motion carried unanimously. Mayor Jones asked for nominations for replacing Neal term on the Planning Commission. Councilman Hammett Councilman Guthrie nominated Neal Hatch. Councilman cease, seconded by Councilman McCoy. Motion carried said vote would be by secret ballot. The count was for a two year term. Guthrie for a two year nominated Dee White, Irwin moved that nominations unanimously. Mayor Jones k to 4, which left a vacancy Mr. George Fagan and Pair. Conrad Callicoate with Hunter & Associates, came before the Council concerning the Capitol Improvements Program. Mr. Callicoate reported that the Step I grant had been received and they were now ready to proceed to Step II. ,Mr. Callicoate said that Step I was strictly the paper work and that Step II would be the engineering work to prepare for Step III which would be the actual construction work. After considerable discussion, Councilman McCoy made the motion to authorize ,Hunter & Associates to proceed with the plans and specifications on the Phase I Capitol Improvements Program, seconded by Councilman Guthrie. Motion carried unanimously. Mr. Tommy King came before the Council to discuss a revision of the official city map. Mr. King proposed a complete new map on a 50 foot to 1 inch scale to be drawn on 17 X 28 inch sheets. He estimated it would take approximately 200 sheets to cover the city, at a minimum of 20 hours per sheet at a cost of j %5.00 per hour or $100.00 per sheet. Payment to be by finished sheet with 10% held back. Mr. King stated that the rights to the map would be purchased by the City. The City would have the right to sell copies of the map.
