HomeMy WebLinkAbout1974-02-05 - Regular City CouncilStephenville, Texas February 5, 1974 The City Council met in regular session on the above date with Mayor Donald R. Jones presiding and the following members present: Jim Chambers, Jack Curtis Roy McCoy, Charles Riggins, Raymond Anderson, Jesse Sexton, Larry Hammett, and Toby Stone. Others present were: City Administrator Shelton, Director of Public Works Gann, Director of Utilities Johnson, City Attorney Chandler and Fire Marshall Fergusom. Councilman Chambers made the motion, seconded by Councilman Riggins, to approve the minutes of the previous meetings as written. Motion carried. Harlan Huey appeared before the Council in behalf of Babe Huey with a request to purchase part of Lot 8, Block 51, City Addition, City of Stephenville, which the City owns. After some discussion, Councilman Anderson made the motion, se- conded °by Councilman McCoy, to put the above described land up for public bids. Motion carried. Mr. Virgil Yoakum with the Erath Garden of Memories discussed with the Council the following items that might help to offset the City's cost of maintaining the City owned cemeteries: (1) raise the cost per lot, (2) charge a fee of $7.50 for moving dirt, (3) charge a maintenance fee of 180 per sq. ft. (4) not to open up any more land for future development of the cemeteries. After quite a bit of discussion, Mayor Jones appointed a committee of Councilmen Anderson, Stone and McCoy to study these items and report back to the Council at a later date. Councilman Chambers made the motion, seconded by Councilman Hammett, that Mr. W. P. Showalter, Mr. Jack Arthur, and Mr. Harlan Huey be appointed as the Tax Equalization Board for 1974 and that the first meeting be set for June 1, 1974. Motion carried. Mayor Jones, with the consent of the Council, tabled Mr. John Ratliff's request for annexation to the City as Mr. Ratliff was not present. One bid was received from the Graham Street Church of Christ for the purchase of Lot 4, Blocl 30, City Addition, City of Stephenville, which is owned by the City, for $22,551.00. Councilman Curtis made the motion,,seconded by Councilman Stone to accept the bid of $22,551.00 from the Graham Street Church of Christ. Motion carried. Mr. Conrad Calicoate, representing Hunter and Associates, came before the Council to discuss the recommendations on the Capitol Improvements through 1976• (Recommendations attached). Mr. Calicoate discussed the improve- ments on the city water system for 1974 -75 for a cost of $420,000.00 and recommends that this start immediately. Also discussed were the improvements for 1975-76 at a cost of $1,020,000.00. This gives a total cost of $1,440,000.00 for the water systems improvements through 1976. Mr. Calicoate discussed with the Council the Capitol Improvements for the construction of a Sanitary Sewer Outfall Line both north and south of the City. Mr. Calicoate explained to the Council that there is a ood a Federal Grant. The City's cost for both lines swould 1be $212,000.00e with ythengrant, I whereas, the cost for the north line only would be $260,000.00 without the grant. After much discussion, Councilman Curtis made the motion, seconded by Councilman McCoy, to authorize Hunter and Associates to submit applications for the Federal Grant. Motion carried. The following bids were received for the purchase of two cash registers for the Water Dept.: Burroughs Corp .---------------- - - - - -- $1,003.50 each National Cash Register Co.----- - - - - -- 1,260.00 each Councilman Curtis made the motion, seconded by Councilman Stone to award the bid to National Cash Register Company for the purchase of two cash registers at a cost of $1,260.00 each. Motion carried. , Councilman Curtis made the motion, seconded by Councilman Chambers, that the City Election be called for April 2, 1974. Motion carried. Councilman Chambers made the motion, seconded by Councilman McCoy, that Mr. Olen Fenner be appointed Election Judge for the above City Regular Election. Motion carried. The Council discussed the sewer.rates for Tarleton State University. After quite a bit of discussion, Councilman Chambers made the motion, seconded by Councilman Curtis, to raise the sewer rates for Tarleton State University to ten cents (10¢) per thousand gallons of water. Motion carried. The Council discussed leasing the mineral ri hts to the City Sanitary Landfill. The Mayor explained that the City only had 1 8 of 1/8 royalties plus the leasing rights and rights to rental proceeds. Mayor Jones also stated that, in his opinion, we didn,t buy it for that purpose and we would not benefit that much and it was his recommendation not to lease it. Councilman Stone recommended leasing it . He said the proceeds would be approximately $600.00 per year. Councilman Stone made the motion to lease the mineral rights to the City Sanitary Landfill. City Attorney Chandler pointed out that City Administrator Shelton should check with the State Health Dept. before entering into a lease agreement. Councilman Stone withdrew the above motion.
