CITY COUNCIL CHAMBERS
CITY HALL, CITY OF STEPHENVILLE, TEXAS
The City Council met in Special Session Friday, September 5, 1975 at 3 :00 p.m.
with Mayor Donald R. Jones presiding. Councilmen Jim Chambers, W. M. Irwin, Charles
Riggins, Raymond Anderson, Jesse Sexton, and Neal Guthrie were present.. Councilman`
Larry Hammett was absent.
Others attending the meeting were City Administrator Marshall Shelton and City
Secretary Joyce Pemberton. Also Byron Singleton and C. H. Maguire, Jr.
Mayor Jones appointed Councilmen Riggins, Chambers, Irwin and Guthrie as a
committee to study and examine the charter revision recommendations along with City
Attorney Chandler and Scott Allen, chairman of the Charter Revision Commission.
After some discussion, Councilman Guthrie moved, seconded by Councilman Sexton,
to deny the request to close the portion of North Columbia St. between Minnie and
Frey Streets. Motion carried unanimously.
Councilman Guthrie reported that his committee on the Depository Bids did not
come up with a recommendation and would like for the council to discuss.
Councilmen Riggins and Chambers excused themselves from the meeting at this time.
After some discussion, Mr. C. H. Maguire, Jr., president of the Stephenville
Bank & Trust Co. came before the council to discuss and maybe clarify the bids.
After considerable discussion, Councilman Anderson moved, seconded by Councilman
Sexton, to reject all bids and ask for resubmission of bids at a flat rate. Motion
carried unanimously.
Councilmen Riggins and Chambers returned to the meeting at this time.
Councilman Irwin reported that his committee had met with Byron Singleton, manager
of Texas Power & Light Co. regarding the request for a rate increase and they had in-
formed Mr. Singleton that the council would consider a rate increase if and in the
amount recommended by the auditing firm that is making a survey for TML, effective at
the end of the month after recommendation is made.
City Administrator Shelton reported that Kenneth Currier had not been able to secure
a Performance Bond, therefore the city could not legally permit him to build the new
fire station.
After considerable discussion, Councilman Sexton moved, seconded by Councilman
Anderson, to request resubmission of bids for the new fire station. Motion carried
unanimously.

Mayor Jones asked that a Performance Bond and how long the bid will be good be in
— the specifications.
There being no other-business, the meeting adjourned at 4 :20 p.m.
