HomeMy WebLinkAbout1975-07-15 - Special City CouncilSPECIAL SESSION - TUESDAY JULY 15, 1975 CHAMBER OF THE CITY COUNCIL CITY HALL, CITY OF STEPHENVILLE, TEXAS The City Council met in Special Session Tuesday, July 15, 1975 at 4;00 pm in Council Chambers, City Hall, City of Stephenville, Texas, with Mayor Donald R. Jones present and presiding. Councilmen Jim Chambers, W. M. Irwin, Roy McCoy, Charles Riggins, Jesse Sexton, Larry Hammett and Neal Guthrie were present. Councilman Raymond Anderson was absent. Others attending the meeting were City Administrator Marshall Shelton, Chief of Police Mike Watkins, Administrative Aide Kurt Ackermann and City Secretary Joyce Pemberton. Mayor Jones stated that he will appoint the Budget Committees in the near future and will mail themout to the Council. After some discussion, - Councilman Chambers moved to reappoint Cal MCC, Doug Turley, Windle Graham, Thurman Chshon and J. W. Beck to serve on the Plumbing Board for the next year. Councilman Guthrie made the second. Motion carried unanimously. Councilman Sexton moved to reappoint J. M. Foust,:.Chairman, Velon Reese, Eddie Caudle, and Vernon Gunn to serve on the Building Board and to appoint Kenneth Currier to serve in the place of James Young. Councilman McCoy made the second. Motion carried unanimously. Councilman Guthrie moved to reappoint E. L. Stephens, Sid "Whitman, Lonnie Stokes, and Bill Cogburn and'to appoint Garland Sargent to replace Zane Carter to serve on the Electrical Board for the next year. Councilman Irwin made the second. Motion carried unanimously. After some discussion, CouncilgEan Guthrie moved to pass the Resolution authorizing the lease of a Burroughs L6500 billing machine. Councilman Chambers made the second. Motion carried unanimously. Councilman Sexton reported that his committee is of the opinion that a Performance Bond would be needed at the price of $94,300.00 submitted by Kenneth Currier of Stephenville for the construction of the new fire station." Mayor Jones stated that, in his opinion, the Council needs to decide if and how the new station will be utilized and, if it will not be used for a year or two, then not to build it. The Council discussed several ways of manning the new fire station, such as, putting the volunteer firemen on a rotating basis -- putting one or more paid firemen there - -using the new station as a base for an emergency ambulance base and using the ambulance drivers to help man the station. The Council also discussed how much money would be involved in furniture communications and other miscellaneous items to get the station ready for occupancy after it is built. After considerable discussion, it was the consensus of the Mayor and Council to have the committee get together with Fire Marshall Ferguson to get an estimate of the minimum total cost to have the station ready for occupancy and the cost of personnel to man it. Then to check with Kenneth Currier to see if his bid will still be good at the next regular meeting, if not, have another meeting before his bid expires to make a final decision. Mayor Jones explained that a letter had been written to the Texas Municipal League asking that Stephenville be included in their TP &L rate increase survey and .study at a cost of nine (9f) cents per capita. City Administrator -- Marshall Shelton reported that there is a very good possib- lity�. that we'will get the signals at the railroad crossings as we had requested.
