The City Council, City of Stephenville, Texas met in Special Session Tuesday, March 18, 1975, with Mayor Donald R. Jones present and presiding. Councilmen Jim Chambers, W. M. Irwin, Roy McCoy, Charles Riggins, Raymond Anderson, Jesse Sexton, Larry Hammett and Neal Guthrie. Others attending the meeting were City Administrator Marshall Shelton, Director of Personnel Kurt Ackerman, City Inspector Gene Lookingbill, City 'Secretary Joyce Pemberton, and Mr. J. W. Beck. Mayor Jones opened the meeting for a public hearing for the discussion of annexing a portion of Tanglewood Second Addition and land owned by the Stephen- ville Independent School District. There being no persons present for discussion and no objections voiced, Mayor Jones closed the public hearing. Mayor Jones again declared the meeting open for a public hearing for the dis- cussion of the rezoning of Lots 3 through 10, Christian Sub - Division. Mr. Ted Sparling, 303 N. Dale, came before the Council requesting information as to what would be involved in the rezoning of these lots. Mr. Sparling stated th6t, though he did,not really want an apartment complex this close to his property, 0 , e. he was not voicing an objection to the change of zoning. After some discussion, Councilman Guthrie moved, seconded by Councilman Sexton, to change the zoning from Residence 1 to Residence 2 for Lots 3 through 10, Christian Sub - Division, City of Stephenville, Texas. Motion carried un- animously. Councilman Sexton reported that the Committee had met and discussed the bids received for a new fire truck. It was the consensus of the Committee that the low bid did not meet the specifications and they would take no action at this time. The Committee requested that Mr. Shelton write the companies for brochures on this particular type truck. After recriving the brochures, they would study them and pick our one comparable to our specs and ask them to bid on their own specs. The Mayor left this as a standing Committee.and Councilman Sexton said the Committee would like to go to Dallas and San Antonio-to look at some trucks. It was the consensus of the Mayor and Council to let the bids received lapse. Councilman Riggins explained that the Committee for lighting the new tennis courts had met with Ben Gilbert and Leslie Gandy from the school district and Mr. Shelton and Ronnie Isham from the City had been present. This meeting had con- cerned the City paying for the lighting of the tennis courts and play area of the new high school. Councilman Riggins stated that City Attorney Chandler had advised him that it was legal for the City to enter into a contract with the school district on this. Councilman Riggins also stated that the Committee had some doubts as to the need for this and it would cost approximately $15,000. and that we would want to apply to the Parks & Wildlife Dept. for 50% grant as they did not think it would be feasible to use our present grant for this. Their recommendation is to look at the situation this summer, run some surveys and maybe enter into a con- tract with the school at a later date, if the need is there. Councilman Chambers reported that his Committee had not been able to meet, therefore he did not have a report on the purchase of property adjacent to the city park or the sale of city owned property adjacent to Lacy Funeral Home on. Harbin Drive. Mr. J. W. Beck, local manager of the Lone Star Gas Co., came before the Council requesting the Council to grant a gas cost adjustment in order to give them some relief on their cost, then if the Railroad Commission gives a neg- ative ruling, they would refund the increase. Sfter considerable discussion, it was the consensus of the Mayor and Council to get in touch with Homer Hunter & Associates, engineering consultants, to check into all phases of the matter before any action is taken. City Administrator Shelton reported that Mr. Harlan Huey ad accepted the appointment as arbitrator in the crop damage claim filed..by W. E. Sullivan. Mr. Sullivan will also name an arbitrator and if the two cannot settle the claim, they will name a third arbitrator and the three will try to come up with a figure satisfactory to all concerned. Mayor Jones reported that Seth Moore had requested permission to use PVC plastic pipe in the city water and sewer mains. City Inspector Gene Lookingbill explained that this would need to be studied by Homer Hunter & Associates and would involve a change of the Sub - Division Ordinance rather than the Plumbing Code. It was decided this should go before the City Plumbing Board, then to Homer Hunter & Associates for their recommendations. City Administrator Shelton reported that Joe Derrick and Doc Boyd had been appointed as Paving Inspectors for the City of Stephenville, each on a part -time basis, at a rate of $6.00 per hour. City Administrator Shelton also reported that all the hotel and motels had sent in their Hotel -Motel Occupancy Tax money and that this one had been sent a letter stating that, effective April 1st, we would file charges. Councilman Guthrie asked what progress had been made for the overnight parking for trailers in the city park? Mr. Shelton reported that he and Ronnie Isham had met with Byron Singleton with Texas Power & Light and E. L. Stephens with City Electric Co., and discussed the lighting. They, roughly, decided to start with 8 or 10 places but have not actually done any work. Councilman Guthrie reported that the Convention & Tourism Committee of the Chamber of Commerce has a budget and has included this project in their budget and has in- cluded this project in their budget. There is $200 or $250 in this budget which is approximately on half of the cost. Mr. Mike Maikell reported that he had received word from Omar Burleson that the City of Stephenville has been accorded the official designation as a Bicentennial Community by the American Revolution of the Bicentennial Admini- stration.
