HomeMy WebLinkAbout1975-02-25 - Special City CouncilWE SPECIAL SESSION - TUESDAY FEBRUARY 25, 1975 RAMADA INN - Gameroom CITY OF STEPHENVILLE, TEXAS The City Council, City of Stephenville, Texas met in Special Session Tuesday, February 25, 1975, at the Ramada Inn, Stephenville, Texas with Mayor Pro Tem Jim Chambers presiding and Councilmen W. M. Irwin, Roy McCoy, Charles Riggins, Raymond Anderson, Jesse Sexton, Larry Hammett and Neal Guthrie present. Others attending the meeting were City Administrator Marshall Shelton, City Attorney Joseph Chandler, Director of Personnel Kurt Ackerman, City Inspector Gene Lookingbill and City Secretary Joyce Pemberton. Also attending were Mr. J. W. Beck„ Manager of Lone Star Gas Co. of Stephenville. Mr. J. W. Beck, representing Lone Star Gas Company, came before the Council requesting a Gate Rate Increase of 25¢ per MCF per customer which would be approximately $20.00 to $25.00 per year per customer. Mayor Jones arrived at this time and Mr. Chambers turned the Chair over to Mayor Jones. Mr. Beck explained that this increase was not a rate increase and had nothing to do with the operating cast in Stephenville nor their rate of re- turns, this increase is strictly a cost that is being passed to Lone Star from Lo -Vaca as a well head cost. Mr. Beck said Lone Star would'come back to the Council at a later date to get a "rate adjustment clause" in their ordinance. Mayor Jones read a cppy of this ordinance to the Council. It was the consensus of the Mayor and Council that they would like to discuss this further and will make their decision at the next regular meeting. Mayor Jones read the recommendation of the City Zoning Board from their minutes of February 6th to rezone Lots 3, 4, 59 6, 7, 8, 9 and 10, Christian Sub - Division, City of Stephenville, Texas, from Residence 1 to Residence 2. After some discussion, Councilman Irwin:,moved, seconded by Councilman Sexton to accept the recommendation of the City Zoning Board to rezone Lots 3, 4, 5, 69 79 89 99 and 10, Christian Sub - Division, City of Stephenville, Texas,,from Residence 1 to Residence 2. This to be published and a public hearing set. Motion carried unanimously. Mayor Jones called an Executive Session at this time for the purpose of considering personnel matters and the sale of city property. It was announced that the City Council is out of Executive Session and now in Open Meeting. Councilman Irwin moved, seconded by Councilman Chambers, to deny the request of the First Baptist Church to close or sell Barton Street from Green Street to Mason Street. The motion carried 5 to 3 as follows: AYES: Councilmen McCoy, Riggins, Irwin, Chambers and Sexton NAYS: Councilmen Anderson, Guthrie and Hammett. Councilman Sexton said he would like to go on record that the only reason he voted to deny this request was because out City Attorney had rendered his verdict. Councilman Guthrie brought up the question of the Amendments to the Mobile Home Ordinance which was passed at the last council meeting. Councilman Guthrie moved, seconded by Councilman Irwin, to have a committee to further study the amendments to the ordinance. Motion carried unanimously. Mayor Jones appointed Councilmen Guth Sexton as a committee to further study the Mayor Jones read a letter from County in part, that the county agrees to pay 50% patcher's salary effective March 1, 1975. cie, Chairman, along with Irwin and Mobile Home Ordinance Amendments.. Judge L. L. "Blackie" Martin stating or $260.00 per month of the dis Wa rlp Mayor Jones read the detailed report submitted by Mr. Henry Turney of Dublin on the Crop Damage Claim filed by Mr. W. E. Sullivan against the City. The total' amount of Mr. Turney's appraisal was $384.00. After some discussion, Councilman Irwin moved, seconded by Councilman Guthrie, to make this offer of $384.00 to Mr. Sullivan for crop damage along with a copy of the appraisal, if Legal Counsel has no bojections. Motion carried unanimously. Mayor Jones read a letter from Texas Power and Light Co. stating that their total gross earnings for 1974 were $316,067,688.30. City Administrator Shelton reported that Mr. Ross Musso had a potential industry that would employ approximately 300 people coming to Stephenville that wanted the property just west of the Holiday Motel on Highway 377 and was requesting that the City help extend water and sewer lines. It was the consensus of the Mayor and Council that the City stay with their present policies that the developer pay for the extension.of utilities.
