SPECIAL SESSION - MONDAY
OCTOBER 6, 1975 - 3:00 P.M.
CITY COUNCIL CHAMBERS
CITY HALL, CITY OF STEPHENVILLE, TEXAS
The City Council met in Special Session Monday, October 6, 1975 at 3 :00 p.m.
with Mayor Donald R. Jones presiding and Councilmen Jim Chambers, Raymond Anderson,
Jesse Sexton, Larry Hammett and Neal Guthrie present. Councilmen W. M. Irwin and
Charles Riggins were absent.
Others attending the meeting were City Administrator Marshall Shelton, Chief
of Police Mike Watkins, and City Secretary Joyce Pemberton. Also attending were '
Bob Ryan, Bobby Cashon, Ewell Jones and Lyle Lacy.
Mayor Jones explained that, if it were agreeable with the Council, he would
like to table the Charter Revision recommendations for the time being. This being
due to the fact that Mr. Chandler was unable to attend the meeting and he felt this
was something that needed to be thoroughly discussed with legal counsel.
Mr. Bob Ryan of Stephenville came before the Council with a proposal for an
Ambulance Service Department for the City of Stephenville and adjacent communities.
Mr. Ryan's proposal was to make this a department of the city and the attendants
to be employees of the city. The attendants to be himself, his wife and Mr. & Mrs.
Bobby Cashon with salaries of $500, per month to each couple, $250. per month for
-! a part -time person for transfer services and $250. per month to be designated as
stipend pay for student assistants.
Any monies generated beyond the expenditures to be set aside for improvements
as allocated by the Ambulance Service Committee.
After considerable discussion, Mayor Jones appointed Councilmen Jim Chambers,
Charles Riggins, and Larry Hammett as a committee to check this further and report
back to the Council at a later date. Mayor Jones also asked Mr. Shelton to write
the Labor Dept. to see if any problems would be encountered concerning the Wage
and Hour Law.
Councilman Chambers moved, seconded by Councilman Guthrie, to pass a Resolution
stating their support of the continuation of Federal Revenue Sharing Funds. Motion
carried unanimously. Mayor Jones passed the Resolution around for each councilman
to 'sign.
RESOLUTION
WHEREAS, the Federal Revenue Sharing has been of great benefit to our community
and has been utilized by us for such programs as (1) acquisition of property, (2)
senior. citizens program, (3) capital outlay and (4) improvement of fire fighting
facilities and;
WHEREAS, our services to the public would be lessened or a tax increase
would be necessary, or both;
lh We, the Mayor and City Council members of Stephenville, Texas, resolve that we
fully support the continuation of Federal Revenue Sharing.
Mayor Jones reported that a report on the rate increase by Texas Power & Light
Co. would be given Thursday, October 9, 1975 at 10:00 a.m. in Dallas and he would"
like for any councilman that could to attend.
Mayor Jones submitted a "PETITION FOR REPEAL OF ONE -WAY STREET ORDINANCE ".
This petition to be filed and become a part of the city's official documents.
There being no other business, the meeting adjourned at 4 :15 p.m.
