SPECIAL SESSION - FRIDAY
DECEMBER 17, 1976 - 3:00 P.M.
CHAMBER OF THE CITY COUNCIL
CITYIHALL, CITY OF STEPHENVILLE, TEXAS
The City Council of the City of Stephenville, Texas, met in Special Session, Friday,
December 17, 1976, at 3:00 p.m., with Mayor Donald R. Jones present and presiding.
Councilmembers Jim Chambers, Calvin McGee, Charles Riggins, Ermer Ferguson, Larry Hammett
and Betty Heath were present. Councilmen W.M.Irwin and Raymond Anderson were absent.
Others attending the meeting were City Administrator Marshall Shelton, Director of
Public Works R.Y.Gann, Administrative Assistant Kurt Ackermann, Director of Parks &
Recreation Ronnie Isham, City Secretary Joyce Pemberton and Taylor Almon.

Mayor Jones called the meeting to order.
M,r. Taylor Almon of Almon & Company, Investment Bankers of Dallas, Texas, came before
the Council and read the ordinance authorizing the issuance of Certificates of Obligation
in the amount of $1,000,000.
After some discussion, Councilman Chambers moved to adopt the ordinance authorizing
the issuance of Certificates of Obligation as read. Councilman Riggins made the second.
Motion carried as follows:
AYES: Councilmembers Jim Chambers, Calvin McGee, Charles Riggins, Ermer Ferguson -
Larry Hammett and Betty Heath.
r NAYS: None
ABSENT: Councilmen W.M.Irwin and Raymond Anderson.
Administrative Assistant Kurt Ackermann came before the Council to discuss and ex-
plain'the requirements for the pre- application for the Community Block Grant.
After some discussion, Mayor Jones asked that it be recorded as a matter of public
record, that a Public Hearing was held on this date for the purpose of getting comments
and input from the public as to priorities for the Community Block Grant. There was no
comment from the public and no action taken by the Council. A second Public Hearing is
set for the City Council Regular Meeting, January 4, 1977, at 7:00 p.m.

Mayor Jones advised the Council that Councilwoman had submitted the following names
for consideration as an Advisory Committee to the Chief of Police and the Juvenile Dept.
I. Dr. Ronald Bradberry, Dr. Ruth Ann Stephens, Roger McQueary, Dr. Nathan Cedars
and Randy Chandler.

After some discussion, Councilwoman Heath moved that an Advisory Committee, to consist
of five persons, be appointed to assist and advise the Juvenile Division of the Stephen -
ville',Police Department in the selection and presentation of educational material in the
drug and alcohol abuse programs to be presented and in other ways the department may find
beneficial. This committee will serve in an advisory capacity with the responsibility
of all decisions lying with the Chief of Police and the Juvenile Department. Councilman
Chambers made the second. Motion carried unanimously.
After some discussion, the Council set Tuesday, December 21, 1976, at 10:00 a.m. for
a Special Session to consider bids and possibly to award contracts for the construction of
the Ground Storage Reservoir, Collector Lines and Distribution Lines.
There being no further business, the meeting adjourned at 3:35 p.m.
