CHAMBER OF THE CITY COUNCIL CITY HALL, CITY OF STEPHENVILLE, TEXAS The City Council met in Special Session Tuesday, August 31, 1976 at 7 o'clock p.m. with Mayor Pro Tem Jim Chambers present and presiding. Councilmen W.M. Irwin, Calvin McGee, Charles Riggins, Raymond Anderson, Ermer Ferguson, Larry Hammett, and Councilwoman Betty Heath were present. Others attending the meeting were City Administrator Marshall Shelton, Admini- strative Assistant Kurt Ackermann, Accountant Betty Chew, Chief of Police Mike Watkins, City Attorney Joseph Chandler, Fire Marshall Kenneth Haley, Jack Arthur, Randy Grimes, Gary Lewallen and City Secretary Joyce Pemberton. Mayor Pro Tem Chambers called the meeting to order and advised theCouncil that Mayor Jones would be late to the meeting. Chairman of the Equalization Board Jack Arthur came before the Council with a report from the Equalization Board and to request they be relieved of their duties for this year. Mr. Arthur reported the Equalization Board had done the best they could in the time period they had to work and had increased the tax roll approximately nine (9) million dollars which will give the city approximately $48,000 more in revenue. Mr. Arthur also suggested to the Council they hire an Equalization Board for a period of 6 to 9 months to go to each of the 4,000 pieces of property in the city _ limits and put it on the tax roll at 100% market value and requested the Equal - ization Board be discharged. Councilman Irwin made the motion to dismiss the Equalization Board for this year. Councilwoman Heath made the second. Motion carried unanimously. Mayor Pro Tem Chambers then read the ordinance levying advalorem taxes on both real and personal property in the City of Stephenville for the year 1976. nPnTNAMrR AN ORDINANCE LEVYING ADVALOREM TAXES ON BOTH REAL AND PERSONAL PROPERTY IN THE CITY OF STEPHENVILLE FOR THE YEAR 1976; PROVIDING FOR OCCUPATION TAXES ON EVERY PERSON, FIRM OR CORPORATION PURSUING ANY OCCUPATION, PROFESSION OR BUSINESS IN THE CITY OF STEPHENVILLE: BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF STEPHENVILLE: Councilman Hammett made the motion to pass and adopt said ordinance as read for approval of the 1976 tax roll. Councilman Irwin made the second. Motion carried unanimously. Mayor Pro Tem Chambers opened the floor for a Public Hearing to consider approval of the 1976 -77 budget. There being no comment from the floor concerning the approval of the budget, Mayor Pro Tem Chambers asked Mt. Shelton to go over the budget with the Council. Mr. Shelton explained, in detail, the budget for each department and pointed out that the total budget of $1,710,255.11 includes a 10% increase in water rates and fifty cents (50i�) per month per connection on sewer rates. After a lengthy discussion, Councilman Riggins made the motion to increase the water rates 10% per month and fifty cents (50C) per month per connection on sewer rates, effective with the September 15th billing or when it can be put on the computer. Councilwoman Heath made the second:.. Motion carried unanimously. Mayor Pro Tem read the ordinance approving the 1976 -1977 budget. ORDINANCE AN ORDINANCE APPROVING THE BUDGET SUBMITTED BY THE CITY ADMINISTRATOR OF THE CITY OF STEPHENVILLE FOR THE FISCAL YEAR OCTOBER 1st, 1976 to SEPTEMBER 30th, 1977. BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF STEPHENVILLE: Councilwoman Heath made the motion the budget for 1976 -1977 as read. carried unanimously. Motion happened to $50,000 that had been put aside Mr. Shelton explained that this money had and to draw more interest. �3 i 54 Tax Assessor - Collector Robert Groves came before the Council requesting council action to authorize Mary McComb a refund of taxes and penalties paid in error due to the wrong legal description being recorded when she purchased the pro- perty. After some discussion, Councilman Irwin made the motion to refund taxes and penalties to Mary McComb that had been paid in error. Councilman Riggins made the second. Motion carried unanimously. 'Councilwoman Heath reported that her committee on the Warner Cable TV rate increase had met with Randy Grimes, a representative of the Cable company and, in view of the information furnished by Mr. Grimes, the request was treasonable and the Committee did recommend the request for an increase of fifty cents (50p) per month per primary connection be granted. After considerable discussion, Councilwoman Heath made the motion to amend the present rate ordinance of Warner Cable TV Company to include an increase of fifty cents (50G) per month per primary connection (from $7.00 to $7.50). Council- man Chambers made the second. Motion carried unanimously.
