SPECIAL SESSION - MONDAY
JUNE 21, 1976 - 6:00 P.M.
CHAMBER OF THE CITY COUNCIL
CITY HALL, CITY OF STEPHENVILLE, TEXAS
The City Council met in Special Session Monday, June 21, 1976 at 6:00 P.M.
with Mayor Donald R. Jones present and presiding. Councilpersons Jim Chambers,
W. M. Irwin, Cal McGee, Charles Riggins, Raymond Anderson and Betty Heath were
present.
Others attending the meeting were Director of Public Works R. Y. Gann, Accountant
Betty Chew, Mr. & Mrs. J. C. Riggs, Mr. Billy Smith, Mr. C. L. Sherrill, and City
Secretary Joyce Pemberton.
Mayor Jones called the meeting to order and advised the Council the meeting was
called for the purpose of a Public Hearing on the rezonings of various properties.
Mayor Jones opened the floor for the Public Hearing to consider the rezoning of
the following properties:
1. Rezone from R -1 to R -2 a portion of Lot 9, Block 139, City Addition,
City of Stephenville, Texas, the portion being located north of Tarleton
Street and commonly known as the Cawyer property.
2. Rezone from R -2 to B -1, Lots 5B and 6, Block 140, and 10' X 104', Block
145, City Addition, City of Stephenville, Texas, located on the south
side of W. Washington Street and commonly known as the J. W. (Bill)
Shannon property.
3. Rezone from R -2 to B -1 0.41 acres out of Lot 15, Block 145, City Addition,
City of Stephenville, Texas, being located on the South Loop and commonly
known as the Bert Carlton property.
Mayor Jones asked for any objections, comments or discussion from the floor or
the Council concerning the proposed rezoning of above listed properties. There
being no objections, comments or discussion, Mayor Jones asked for a motion from
the Council.
Councilman Chamber made the motion that the three (3) tracts of property, as listed
above, and as recommended by the Zoning Board be rezoned as requested. Councilman
Irwin made the second.
Councilwoman Heath asked for the motion to be amended to a break down on each
tract to be rezoned for voting purposes. Councilman Chambers agreed to amend
his motion and Councilman Irwin agreed to amend his second.
Councilman Chambers made the motion to approve the Zoning Board's recommendation
to rezone the property as follows:
To rezone, from R -1 to R -2, a portion of Lot 9B, Block 139, City Addition,
City of Stephenville, Texas.
To rezone, from R -2 to B -1, Lots 5b and 6, Block 140, City Addition; and
10' X 104', Block 145, City Addition, City of Stephenville, Texas.
To rezone, from R -2 to B -1, 0.41 acres of Lot 15, Block 145, City Addition,
City of Stephenville, Texas.
Councilman Irwin made the second. Motion carried by a vote of 5 for; 1 against.
Councilwoman Heath voted against the rezoning of a portion of Lot 9B, Block 139,
City Addition, City of Stephenville, Texas, from R -1 to R -2.
Mayor Jones opened the floor for objections, comments or discussion regarding
the rezoning from R -1 to INDUSTRIAL the recently annexed property as was published
and was recommended by the Zoning Board.
There were no objections, comments or discussion form the floor regarding this
proposed rezoning.
Councilman Chambers stated that it was his opinion that all of the annexed pro-
perty needs to be considered before any rezoning is done; also, he did not feel
that an adequate investigation had been made and he questioned why this particular
property was selected to be rezoned.

After a lengthy discussion, Councilman Irwin made the motion to approve the
recommendations of the Zoning Board to rezone from R -1 to INDUSTRIAL the
following property:

Councilman Riggins made the second. After more discussion, Councilman Irwin called
for question. Motion carried by a vote of 5 for; 1 against. Councilman Chambers
voted against.
Mayor Jones asked that Mr. Shelton get an engineer from Hunter & Associates to come
to Stephenville; meet with the Zoning Board and Planning Commission to consider,
in total, all the areas that were annexed into the city limits and have not been
rezoned from R -1.
Councilman Chambers advised the Council that he had received some phone calls re-
garding the construction of some ramps at the City Recreation Hall for disabled
persons who would like to attend activities there. Mayor Jones suggested Councilman
Chambers talk to Director of Parks & Recreation Isham about this.
