CHAMBER OF THE CITY COUNCIL
CITY HALL, CITY OF STEPHENVILLE, TEXAS
The City Council met in Special Session Friday, May 28,1976 at 3:30 P.M. with
Mayor Pro _Tem Jim Chambers present and presiding. Councilpersons W. M. Irwin,
Charles Riggins, Jesse Sexton, and Betty Heath were present. Councilmen Cal
McGee and Larry Hammett were absent.
Others attending the meeting were City Administrator Marshall Shelton, Director
of Public Works R. Y. Gann, Fire Marshall Kenneth Haley, and Administrative
Assistant Kurt Ackermann.
Mayor Pro Tem Chambers called the meeting to order and explained that Mayor
Don Jones would be late for the meeting.
Mayor Pro Tem Chambers advised the Council on what had occured at a prior
meeting between representatives from the bonding company dealing with the fire
sub- station, the sub - contractors, and the City.
City Administrator Shelton told the Council that it was first his and the Mayor's
opinion to declare a 'forfeiture but after later discussions with the bond at-
torney it would be beneficial for all concerned to wait until the June 1st council
meeting before making a decision regarding the forfeiture. This would allow time
for payment to the sub - contractors and enable the station to be completed with-
out further delay and cost.
After further discussion the Council decided to review the situation at the June
1st council meeting before deciding on the forfeiture.
Mayor Pro Tem Chambers quickly reviewed the presentations of Dr. Jack Hopper and
Lone Star Gas at the May 20th council meeting. He then informed the Council that
Lone Star had rejected the City's offer on computing compromise rates. Mayor
Pro Tem Chambers felt that the City should consult again with Dr. Hopper before
making any committment to Lone Star.
City Administrator Shelton explained that there was still a considerable gap be-
tween.the compromise figures of Lone Star and the City regarding gas rates.
Councilman Irwin stated that if a suitable compromise could not be worked out the
City should go before the Railroad Commission for a decision.
After further discussion the Council decided to consult with Dr. Hopper before
reaching any further decision on the rate request.
City Administrator Shelton told the Council that some city property had been dam-
aged by the recent heavy rains despite the fact that roof patching had already
taken place.. He recommended that since there was a low bidder the City should
proceed with having the roofs on City Hall and the Library completely repaired
before further damage was incurred.
Councilman Irwin made the motion to accept the low bid and proceed with repairing
the roofs and that City Administrator Shelton should negotiatie for a reasonable
guarantee before, the work begins. Councilwoman Heath made the second. Motion
carried unanimously. Being there no further business the Council adjourned at
4:15 P.M.
