�he City Council met in Special Session, Thursday, September 15, 1977, at 3:00 p.m.
The members attending were Jim Chambers, W. M. Irwin, Calvin McGee, Charles Riggins, .
Raymond Anderson, E. W. Ferguson, Larry Hammett and Betty Heath. Mayor Donald R.
Jones was absent.

Others attending the meeting were City Administrator Marshall Shelton, Administrative
Assistant Kurt Ackermann, Director of Public Works R. Y. Gann, City Secretary Joyce
Pemberton, Mr. Brad Allen, and Mr. Jim Bachus.
It was the consensus of the Council for Councilman Irwin to chair the meeting in
the absence of the Mayor.
Councilman Irwin called the meeting to order and explained that the main purpose
of this meeting was to make a decision on the request of Mr. Brad Allen concerning
a Resolution.
Mr. Brad Allen came before the Council regarding the Town Creek Village Project which
is a24 unit low rent housing project for senior citizens. In a previous council meet -
ing,?Mr. Allen had requested passage and adoption of a Resolution in which the Council
pledged their support of said project.

As this Resolution was not an agenda item at that meeting, it was delayed and a
committee appointed to give more thought and study to said project.

Mr.�Allen explained that in talking to members of the Council he had found they had
two major objections to the wording of the previous Resolution (1) The City Council
should not endorse private enterprise and (2) building in a flood area. Mr. Allen
said the Resolution had been revised and read the new Resolution.

After some discussion, Councilman Chambers made the motion that the City Council
pass and adopt the Resolution as read. Councilwoman Heath made the second. Motion
carried unanimously.
.RESOLUTION
WHEREAS the President of Town Creek Village Corporation has requested the City
Council of the City of Stephenville, Texas, for a statement of position on the
development of an apartment project in the City of Stephenville, Texas, by said
corporation.
W THEREFORE BE IT RESOLVED: That the City Council of the City of Stephenville,
xas, does hereby affirm that it has no objections to the proposed apartment
oject of Town Creek Village Corporation in the City of Stephenville, Texas,
d that the City Council of the City of Stephenville, Texas, has no plans to
tablish a Housing Authority in the City of Stephenville, Texas.

Administrative Assistant Kurt Ackermann came before the Council to present the three
bids received for 2000 feet of 6" cast iron pipe for the Water Department.

McWane Cast Iron Pipe----- - - - -6" ductile iron pipe @$3.45 per ft.-- $6,900.00
1 6" cast iron pipe @$4,40 per ft. - - - -- $8,800.00
Councilman Hammett moved to approve the recommendation of Director of Utilities
Danny�Johnson to accept the low bid of $6,900.00 for 2000 feet of ductile iron pipe
as submitted by McWane Cast Iron Pipe Company. Councilman Riggins made the second.
Motion carried unanimously.
Director of Public Works R. Y. Gann presented the amendments to the City Utility
Specif „cations which permit the use of PVC pipe for sewer lines.
After considerable discussion, Councilwoman Heath made the motion that the City
Council approve the amendment to the City Utility Specifications to include the use
of PVCipipe for sewer lines. Councilman Chambers made the second. Motion carried
unanimously. (Amendments attached to and becoming a part of these minutes.)

There being no other business to come before the Council the meeting adjourned
at 3:45 p.m.
