CHAMBER OF THE CITY COUNCIL CITY HALL, CITY OF STEPHENVILLE, TEXAS The City Council of the City of Stephenville, Texas, met in Special Session, Tuesday, August 30, 1977, at 7:00 p.m., with Mayor Donald R. Jones present and presiding. Council - members Jim Chambers, Calvin McGee, Charles Riggins, E. W. Ferguson, Larry Hammett and Betty Heath were present. Councilmen W. M. Irwin and Raymond Anderson were absent. Others attending the meeting were Administrative Assistant Kurt Ackermann, Director of Public Works R. Y. Gann, Accountant Betty Chew, Fire Marshal Kenneth Haley, City Secretary Joyce Pemberton, Mrs. Larry Hammett, Becky Hammett and T. C. Pemberton. Mayor Jones called the meeting to order and explained that the purpose of this meeting was a Public Hearing for consideration of the proposed city budget for the fiscal year 1977 -1978. The Council discussed garbage rate increase of 50F per resident which had been in- cluded in the proposed budget and the proposed total budget of $2,100,524 with an estimated revenue of $1,999,524. This proposed budget would require a $71,826 withdrawal from the Certificates of Deposit to balance the budget. During the discussion of the proposed budget, Councilwoman Heath stated that she did not think the proposed 5% cost of living salary increase for the city employees was adequate. After much discussion, Councilwoman Heath made the motion that the proposed budget presented to the Council be modified to add an additional 2% across the board to salaries making a total of 7% increase from last year's salaries. Councilman Riggins made the second. Motion carried unanimously. In discussion of the Fire Department's proposed budget, Mayor Jones pointed out that the salaries proposed included the $10.00 per month for those firemen with EMT training and for one vacancy. After discussion of the Fire Department's proposed budget, Fire Marshal Kenneth Haley came before the Council and stated that the above mentioned $10.00 per month excluded the three supervisory personnel. Mr. Haley explained to the Council that the three super- visors also had the EMT training and had the same duties as far as driving the ambulance and making transfers, etc. as the other men who were receiving the $10.00 per month extra for the EMT training and that he was requesting that the supervisors receive the extra $10.00 per month also. After a lengthy discussion on whether or not to continue with giving the firemen the additional $10.00 per month for their EMT certificates or not, Mayor Jones said he thought that the Council should take a look at something in the salary classification to either compensate everybody individually when they receive additional steps in whatever they do or reimburse them for the expenses they are out or something and have it on a standard basis. He said other departments deserved compensation for their "certificates" as much as the firemen. 2.x 2 � After much more discussion, Councilman Riggins made the motion that the extra $10.00 per month for firemen with the EMT training be eliminated and that the Council take an overall look at the classification schedule as far as salaries are concerned and incorporate any additional education, certificates, etc., into the position classification and salary schedule. Councilman McGee made the second. Motion carried unanimously. After the Council had discussed the proposed budget for each department, Councilman Chambers moved that the City Council adopt an ordinance levying advalorem taxes on both real and personal property in the City of Stephenville for the year 1977. Councilman Riggins made the second. Motion carried unanimously. I ORDINANCE AN ORDINANCE LEVYING ADVALOREM TAXES ON BOTH REAL AND PERSONAL PROPERTY IN THE CITY OF STEPHENVILLE FOR THE YEAR 1977; PROVIDING FOR OCCUPATION TAXES ON EVERY PERSON, FIRM OR CORPORATION PURSUING ANY OCCUPATION, PROFESSION OR BUSINESS iN THE CITY OF STEPHENVILLE. BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF STEPHENVILLE: Councilman Chambers made the motion that the City Council adopt an ordinance ap proving the budget submitted by the City Administrator of the City of Stephenville for the fiscal year October 1, 1977 to September 30, 1978, with the modification that an additional raise of 2% across the board be computed in the salaries, that the $10.00 per month per person for non supervisory personnel in the Fire Department be removed with the ancillary portion of that motion that the City Council consider that in the entirel' classification and that on page 3, $2,000.00 be added to the Cash Balance in the General Fund to make the revenues balance with the expenditures. Councilwoman Heath, made the second. Motion carried unanimously. i ORDINANCE AN ORDIANCE APPROVING THE BUDGET SUBMITTED BY THE CITY ADMINISTRATOR OF THE CITY OF STEPHENVILLE FOR THE FISCAL YEAR OCTOBER 1, 1977 to SEPTEMBER 30, 1978. i BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF STEPHENVILLE: Mayor Jones directed that the budget be reprepared with the stated changes and that each member of the Council receive corrected copies. 5 Mayor Jones opened the floor for a Public Hearing for the proposed use of Revenue Sharing Funds. kecountant Betty Chew gave the following as the Proposed Uses for the Revenue ig Funds. Mayor Jones said he would rather seethe Revenue Sharing Funds used for the purpose of purchasing capitol expense items. i There being no comments form the floor on the Revenue Sharing Funds, Mayor Jones closed {the Public Hearing. BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF STEPHENVILLE: THAT THE ECT AND ADVALOREM MUNICIPAL TAXES BE, AND THE SAME ARE HEREBY LEVIED FOR CALENDAR YEAR, 1977, UPON THE $100.00 VALUATION OF ALL PROPERTY, BOTH REAL PERSONAL, IN THE CITY OF STEPHENVILLE, SUBJECT TO TAXATION FOR THE SAID YEAR ER THE CONSTITUTION OF STEPHENVILLE ADOPTED ON THE 4th DAY OF APRIL, 1961, FOR PURPOSE AND AT THE RATE HEREINAFTER SPECIFIED. SECTION I: That a total tax of $1.60 shall be levied on each $100.00 valuation all taxable property, both real and personal, located in the City of Stephen .le and appearing on the assessment rolls for the year 1977 at 33 1/3% of value. 3 SECTION II: That $1.46 of the above total tax is hereby specifically levied for current expenses and general municipal purposes of the City of Stephenville; that $.14 of the above total tax is hereby specifically levied for payment of the principal and interest on, and services on the outstanding bonded indebtedness ofthe City of Stephenville. j BE IT FURTHER ORDAINED by the City Council of the City of Stephenville, that there is hereby levied, and there shall be collected from every person, firm or corporation pursuing any occupation, profession or business in the City of Stephen- viile which is taxable by law, the full amount of occupation taxes permitted by the constitution and laws of the State of Texas and the Charter of the City of Stephen- ville.
