CHAMBER OF THE CITY COUNCIL CITY HALL, CITY OF STEPHENVILLE, TEXAS The City Council of the City of Stephenville, Texas, met in Special Session, Friday, May 20, 1977, at 3:00 p.m., with Mayor Donald R. Jones present and pre- siding. Councilmembers Jim Chambers, W: M. Irwin, Calvin McGee, Charles Riggins, Raymond Anderson, Ermer Ferguson and Batty Heath were present. Councilman Larry Hammett was absent. Others attending the meeting were City Administrator Marshall Shelton, Admin- istrative Assistant Kurt Ackermann, Chief of Police Mike Watkins and City Sec- retary Joyce Pemberton. i Mayor Jones called the meeting to order and advised the Council that the purpose of this meeting was to consider the bids received for five cars for the Police Department. Chief Watkins came before the Council and presented the bids received for the five new 1977 model cars for the police department. Thief Watkins explained that he had sent bids to five local car dealers and only three of them had responded. He had asked for bids on the full -size, mid- size and small cars. The bids were as follows: Bruner Chevrolet Co. Stephenville, Texas 1. Impala w/350 engine --------------------------------- $5,712.00 ea. 2. Impala w/305 engine--------------------------- - - - - -- 5,018.00 ea. j 3. Nova w/305 engine--------------------------- - - - - -- 4,320.00 ea. Casstevens,.Motor Co. Stephenville, Texas 1. Delta 88 -------------------------------------------- $5,425.00 ea. 2. Cutlass w/350 engine-------------------------- - - - - -- 5,268.00 ea. Herrin Motor Co. Stephenville, Texas 1. Ford LTD w/460 engine ------------------------------- $5,341.00 ea. 2. Ford LTD II w /400 engine, with police pack---- - - - - -- 5,185.00 ea. 3. Ford LTD II w /400 engine---------------------- - - - - -- 4,853.00 ea. 4. Ford Maverick--------------------------------- - - - - -- 4,517.00 ea. The Council discussed with Chief Watkins the advantages of the large cars and the economy of the mid -size or small cars and Chief Watkins recommended the pur- chase of three Ford LTD w/460 engines for the three interceptors and two Ford LTD II w /400 engines for the investigator and juvenile officers. Councilwoman Heath asked the question of whether or not the Council could legally take action at this meeting as the agenda had not been posted for the required 72 hours nor had it been published in the newspaper. Mayor Jones asked Mr. Shelton to check with City Attorney Chandler as to the legality of accepting the bids at this meeting. After checking with Mr. Chandler, who advised that as one of the bidders had to be acted upon today and in order to consider all bids this could be an emer- gency. Mayor Jones declared this an emergency meeting and said he would accept a motion for action on awarding the bids. Councilwoman Heath made the motion that the City accept the low bids of Herrin Motor Co. and purchase three Ford LTD w/460 engines @ $5,341.00 each for the inter- ceptors and two Ford LTD II w /400 engines @ $4,853.00 for the investigator and the juvenile officers with the agreement for payment to be made in October from the 1977 -78 budget. Councilman Irwin made the second. Motion carried unanimously. There being no other business, the meeting adjourned at 3:50 m. Ma r AT ST: cretary
