SPECIAL SESSION - TUESDAY
AUGUST 29, 1978 - 7:00 P.M.
CHAMBER OF THE CITY COUNCIL
CITY HALL, CITY OF STEPHENVILLE, TEXAS
The City Council met in Special Session Tuesday, August 29, 1978
at 7:00 p.m. with Mayor Donald R. Jones present and presiding.
Councilmembers Mike Leese, W. M. Irwin, Calvin McGee, Charles Riggins,
Raymond Anderson, E. W. Ferguson and Larry Hammett were present.
Councilwoman Linda Chew was absent.
Others attending the meeting were City Administrator Marshall
Shelton, Administrative Assistant Kurt Ackermann, Assistant City At-
torney Randy Chandler, Director of Utilities Danny Johnson, Mrs.
Mary McCoy and City Secretary Joyce Pemberton.
Mayor Jones called the meeting to order and explained that the
purpose of this meeting was to hald a public hearing to consider the
approval of the proposed 1978 -1979 city budget. Mayor Jones also
announced that before final approval of the budget he was calling
an Executive Session for the discussion of personnel as provided in
the Open Meetings Act, Article 6252 -17, Section 2 -g, which might affect
the budget.
The Council discussed the proposed budget and the new tax rate
of $.53 per $100.00 on the valuation of 100% of market value and the
amount of revenue this would be.
Mayor Jones asked for any comments on the budget from the floor.
There being none, the council convened in executive session at 7:30 p.m.
At 8:40 p.m. the Council reconvened in open session.
Mayor Jones explained that in the executive session, the Council
had discussed the position of a criminal investigator for the police
department. Said position had been cut out of the proposed budget
and, if this position is added to the budget, will call for an amend-
ment to the proposed budget that has been presented.
Councilman Irwin moved, seconded by Councilman Hammett, to amend
the proposed 1978 -1979 budget to include the positon of a criminal
investigatior in the police department at a salary not to exceed
$12,000.00 per year. The revenue of the advalorem tax to be adjusted
to take care of this increase in the police department's budget.
Motion carried unanimously.
Councilman Riggins moved, seconded by Councilman Leese, to pass
and adopt an ordinance levying advalorem tax on both real and per-
sonal property in the City of Stephenville for the year 1978. Motion
carried unanimously.

LEVYING ADVALOREM TAXES ON BOTH REAL AND PERSONAL PROPERTY
IN THE CITY OF STEPHENVILLE FOR THE YEAR 1978; PROVIDING
FOR OCCUPATION TAXES ON EVERY PERSON, FIRM OR CORPORATION
PURSUING ANY OCCUPATION, PROFESSION OR BUSINESS IN THE
CITY OF STEPHENVILLE.
BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF STEPHENVILLE:
Councilman McGee moved, seconded by Councilman Irwin, to pass and
adopt an ordinance approving the budget, as amended in the above motion,
submitted by the City Administrator of the City of Stephenville for
the fiscal year October 1st, 1978 to September 30th, 1979. Motion
,carried unanimously.

APPROVING THE BUDGET SUBMITTED BY THE CITY ADMINISTRATOR OF
THE CITY OF STEPHENVILLE FOR THE FISCAL YEAR OCTOBER 1st, 1978
to SEPTEMBER 30th, 1979.
BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF STEPHENVILLE:
There being no other business to come before the Council,
meeting adjourned at 9:00 p.m.
