SPECIAL SESSION - WEDNESDAY

CITY HALL, STEPHENVILLE, TEXAS
The City Council of the City of Stephenville, Texas, `.met in
Special Session Wednesday, October 10, 1979 at 4 o'clock;p.m. with
Mayor Donald R. Jones present and presiding. Councilmembers Mike
Leese, W. M. Irwin, Calvin A. McGee, E. W. Ferguson, and Larry
Hammett were present. Councilmembers Charles Riggins, Raymond Anderson,
and Linda Chew were absent.
Others attending the meeting were City Administrator Marshall
Shelton, Tax Assessor - Collector Robert Groves, City Secretary Joyce
Pemberton, Building Inspector Hardy Lockhart, Mr. Gerald Cook, Mr.
Scott Allen, Mr. David Cheatham, Mr. Bob Boone, Mr. Fred Ewers, Jr.,
Mr. Mike Ballow, Mr. Dwain Bruner, Mr. Dan Wolfe, Mr. David Montgomery,
Mr. Gelnn Moody, Mr. Bill Corbin, Mr. Phillip Fenner, and other mem-
bers of the Board of Realtors, and members of the Press.
Mayor Jones called the meeting to order.
ITEM I: PUBLIC HEARING TO CONSIDER THE REZONING OF LOTS 8 and 9,
BLOCK 156. CITY ADDITION.
Mayor Jones explained that this date had been set as the date,
time and place for a public hearing to consider the rezoning of Lots
8 and 9, Block 156, City Addition, from R -1, R -2, and B -2 to INDUST-
RIAL. The Mayor also advised that the Zoning Board in their September
10th meeting had recommended that said property be rezoned as requested.
Mayor Jones then opened the floor for the public hearing calling
for any person wishing to address the Council on this issue to come
forward.
Mr. Gerald Cook, representing the Chamber of Commerce, came before
the Council and presented aerial photos of the property in question. Mr.
Cook discussed the property's location, the current zoning and, in gen-
eralities, the type company wishing to purchase this property, if the
zoning is changed to INDUSTRIAL. Mr. Cook also indicated that this par-
ticular tract of land was all that was available that this company con-
sidered suitable for their type of business. Mr. Cook also emphasized
the fact that this company would be a great asset to the City of Stephen-
ville.
Mr. Dan Wolfe came before the Council stating that his property ad-
joins the property in question. Mr. Wolfe said that he, personally; was
neither for or against the rezoning, but asked the Council to give very
careful consideration as to whether or not this location for industry
would be to the best interests of the City of Stephenville now or in the
future. Mr. Wolfe suggested that the best use of the property might be
what it was originally zoned for which was residential and business.
Mr. Wolfe also pointed out that this particular company was involved with
chemicals and, should this business not prove successful, could convert
this plant to a chemical plant. Mr. Wolfe said he would like to see
more coordination between the City Council, the Chamber of Commerce, and
the Industrial Foundation as he thought this particular item had been
handled in a very haphazard way. He suggested some thought be given to
an I -1 and I -2 Districts to control the type industries in certain areas.
Mr. Glen Moody came before the Council representing the Board of
Realtors and the Holiday Motel. Mr. Moody stated that just because pro-
perty is zoned industrial is no reason the property will be used as in-
dustrial. He said the Board of Realtors has been split'50 /50 on the vote
of whether or not they were in favor of this property in question being
rezoned to INDUSTRIAL. He said he also thought there should be more
coordination between the City,Council, the Planning & Zoning Commissions
and the Board of Realtors.
Mr. Mike Ballow came before the Council stating that as former
president of the Board of Realtors he had been asked to advise the
Council that any member of the Board of Realtors appearing at this
meeting was not representing the Board of Realtors. Mr. Ballow
also stated that as far as he personally was concerned he would like
to see the property in question rezoned as requested.
Mr,: Scott Allen appeared before the Council stating that he would
like to mention to the Council that INDUSTRIAL zoning does have certain
restrictions stipulated in the Zoning Ordinance, therefore, the City
will have some protection and use regulation. This property can be
rezoned to INDUSTRIAL and the City still retain some control of the use
of it.
After more discussion, Councilman Leese moved, seconded by Council-
man Hammett, that the City Council approve the rezoning of Lots 8 and 9,
Block 156, City Addtion, from R -1, R -2 and B -2 to INDUSTRIAL as recom-
mended by the Zoning Board. The motion carried unanimously by those
member present.
Mayor Jones commented that with the organization of a new combined
Planning & Zoning Commission and a Board of Adjustment that he felt each
would be much more active than in the past and this would alleviate some
of the problems discussed in this meeting today.
The Mayor also reminded the Council that in the July - :Retreat Mr.
Conrad Callicoatte had been contacted regarding the basic updating of
the Comprehensive Plan. Mayor Jones said he would like for the Planning
and Zoning Commission to take copies of the Summary of the Comprehensive
Plan and study it and make recommendations as to what areas should be
industrial - what areas they anticipate commercial growth - what areas
they anticipate residential growth, etc. Also what their priorities
are pertaining to streets and utilities. To work with Mr. Callicoatte
in tailoring the updating of the Comprehensive Plan ,to suit the city's
needs. The Mayor also stated that he would be talking with Mr. Gerald
Cook regarding having city prepresentation on the Chamber of Commerce's
Industrial Committee to get information back to the Planning & Zoning
Commission pertaining to streets and utilities, etc.
NEW BUSINESS
Councilman Hammett advised that there is a movement underway this
week to.obtain several hundred /thousand signatures to present to the
Stephenville High School football team Friday night before the Home-
coming Game showing the city's support of the team. He said he felt
that the high school is an asset to the whole community not just the
school - system. He said he would like for the Council to authorize
the Mayor to draw a Resolution stating the Council's support of the
football team as a cover sheet for the signatures obtained.
Councilman Hammett moved, seconded by Councilman Irwin, that the
Mayor be authorized to draw a Resolution evidencing the Coun'cil's
support of the Stephenville High School football team. Motion carried
unanimously by those members present.
There being no other business, the meeting adjourned at 5:05 p.m.
