SPECIAL SESSION - FRIDAY AUGUST 29, 1980 -'7:00 P.M. of Stephenville, Texas, met in Special at 7:00 p.m. with Mayor Joe F. Cummings COUNCILMEMBERS PRESENT: Mike Leese Raymond Anderson W. M. Irwin E. W. Ferguson William G. Louis Evans Mr. Presley Duke Mayor Cummings called the meeting to order and declared a quorum present. lie advised that the purpose of this meeting was to hold a public hearing on the proposed budget for the fiscal year 1980 -1981. ITEM I: PUBLIC HEARING TO CONSIDER PROPOSED BUDGET Administrative Assistant Kurt Ackermann presented the proposed budget. Mr. Ackermann advised that most of the increase in this budget is due to inflation and cost of living raises to the employees. He also advised that merit raises are included in the proposed salaries. Mayor Cummings said he would like to see a copy of the criteria for the merit raises. He said he wanted to make sure that all the employees were aware of the criteria to be used to determine a merit raise. Councilman Ferguson questioned the city using the Justice of the Peace as the Municipal Judge. He said he felt that the city should have their own Municipal Judge, which would, in his opinion, cut out the payment of office rent and salary for a secretary. Mayor Cummings advised that this = was - something -that could be looked into and directed Mr. Ackermann.to, check into this pertaining to the services of the Municipal Judge, the cost, the space, and secretary compared to when the city had their own Municipal Judge at City Hall. Mr. Ackermann also advised that the advalorem tax rate had been reduced from 52p to 51(, per $100.00 of market value. Mayor Cummings opened the floor to the public for comments. There being none, he closed the public hearing. Councilman Riggins moved, seconded by Councilman Clayton, to approve and pass the ordinance approving the budget as submitted. Motion carried unanimously. 5'6 ORDINANCE AN ORDINANCE APPROVING THE BUDGET SUBMITTED BY THE CITY ADMINISTRATOR OF THE CITY OF STEPHENVILLE FOR THE FISCAL YEAR OCTOBER 1, 1980 TO SEPTEMBER 30, 1981. Councilman Irwin moved, seconded by Councilman Brede, that the ordinance levying the advalorem taxes at fifty one (51d) per $100.00 valuation be passed and approved. Motion carried unanimously. ORDINANCE AN'ORDINANCE LEVYING ADVALOREM TAXES ON.BOTH REAL AND PERSONAL PROPERTY IN THE CITY OF STEPHENVILLE FOR THE YEAR 1980; PROVIDING FOR OCCUPATION TAXES ON EVERY PERSON, FIRM OR CORPORTATION PURSUING ANY OCCUPATION, PROFESSION OR BUSINESS IN THE CITY OF STEPHENVILLE. ITEM II: CHAMBER OF COMMERCE'S RECOMMENDATIONS Mr. Norman Fisher; Chairman of the Stephenville Chamber of Commerce Water Resources Development Committee, addressed the Council pertaining to a previously distributed report that the Cocmnitte had compiled through several months of travel, research, and discussion. After a lengthy discussion, Mr. Eisher.submi:tted the following recommendations from the Water Resources Committee: 1. That immediate steps be taken to obtain additional groundwater rights for the city, to assure a dependable water supply in the immediate future. 2. That the Council proceed as quickly as possible with a study about.feasibility of constructing;a reservoir on the Paluxy River, and that steps be taken as soon as.possible toward, obtaining necessary water rights for that reservoir. 3. That other area towns be contacted about their interest in participating in such a study and a reservoir, and that a multi- county water district be given strong consideration as a financing agent. Mr. Fisher advised the Mayor and Council that this "committee would be willing to'help in any way they can and would appreciate the Council calling on them. Mayor Cummings advised Mr. Fisher that the.Council had already authorized a study by the-city's consulting engineers on the water rights and availability. The Council did appreciate the Chamber's interest and work they have done in this report. There being no other business to come before the Council, the meeting adjourned at 8:06 P.M. M or ATTEST: ae_� ecretary AN ORDINANCE Levying Advalorem Taxes on both real and personal property in the City of Stephenville for the year 1980; providing for occupation taxes on every person, firm or corporation pursuing any occupation, profession or business in the City of Stephenville. BE IT ORDAINED, By the City Council of the City of Stephenville: That the direct and advalorem municipal taxes by, and the same are hereby levied for the calendar year, 1980 upon the $100.00 valuation of all property both real and personal, in the City of Stephenville, subject to tax- ation for the said year under the constitution of Stephenville adopted on the 4th day of April, 1961, for the purpose and at the rate hereinafter specified. SECTION 1: That a total tax of $.51 shall be levied on each $100.00 valuation of all taxable property, both real and personal, located in the City of Stephenville and appearing on the assessment rolls for the year 1980 at 100% of value. SECTION 2: That $.51 of the above total tax is hereby speci- ficafly levied for current expenses and general municipal purposes of the City of Stephenville; that none of the above tax is levied for payment of the principal and interest on, and services on the outstanding bonded indebtedness of the City of Stephenville. BE IT FURTHER ORDAINED by the City Council of the City of Stephenville, that there is hereby levied, and there shall be collected from every person, firm or corporation pursuing any occupation, profession or business in the City of Stephenville which is taxable by law, the full amount of occupation taxes and the charter of the City of Stephenville. BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF STEPHENVILLE: SECTION 1: That the budget prepared by the City Admini- strator of Stephenville for the City of Stephenville for the year commencing October lst, 1980, through and including Sept- ember 30th, 1981, is hereby approved and ordered filed with the City Secretary of the City of Stephenville.
