SPECIAL SESSION - TUESDAY
APRIL 22, 1980 - 3:00 P.M.

The City Council of the City of Stephenville, Texas, met in
Special Session, Tuesday, April 22, 1980 at 3 o'clock p.m. with
Mayor Joe F. Cummings present and presiding.

Mayor Cummings called the meeting to order.
ITEM I: DISCUSSION OF THE CENTRAL TAX APPRAISAL DISTRICT OF
ERATH COUNTY.
Mayor Cummings explained that the purpose of this meeting was to
discuss the Central Tax Appraisal District of Erath County with its
chairman, Mr. Clinton Cox.
Mr. Cox came before the Council to discuss and explain how the
Central Tax Appraisal District of Erath County will work and the
function of the Board of Directors.
Mr. Cox said that the Board of Directors consisting of himself as
chairman and Mr. Roland Madeley, Mr. Kenneth Robertson, Mr. C. H. Maguire,
and Mr. Bob Hammond, had set the last Wednesday of each month at 10:00
a.m. in the County Court room as the date, time and place for their
regular meetings.
Mr. Cox also explained the problems the Board had encountered in
finding and renting a office, the hiring of a chief appraiser and
the hiring of legal counsel.
Mr. Cox said that the purpose of the Appraisal District was to
obtain one appraisal value on each parcel of land within each taxing
entity. That appraisal value is sent to each taxing entity and they
use their own taxing rate. In 1982 each taxing entity will use 100%
of market value. Each entity will set its own tax rate each year for
monies needed to operate said entity. There will be a 3 member Board
of Equalization to be appointed by the Central Tax Appraisal District
and the property is to be re- evaluated every 5 years.
Mr. Cox presented an estimated budget for the year from January 1,
to December 31, 1980, figured on a percentage of the assessed value
of the entire county. The city's part would be 15.1% or $9,228.00.
After much discussion, Councilman Irwin moved, seconded by Council-
man Riggins, that the City Council approve $9,228.00 to be paid into
the Central Tax Appraisal District for the period of time from January
1, to December 31, 1980. Motion carried unanimously by those members
present.

COMMITTEE REPORT ON PROPOSED FARMER'S MARKET IN
CITY PARK - #139

Councilman Irwin reported that the committee had not found anything
wrong with the proposal as presented. The committee recommended approval
of the Farmer's Market in the city park. They are to use one -half of the
large pavallion 9:00 a.m. to 6:00 p.m. Tuesday through Saturday.
City Administrator Shelton advised that said market would be under
the supervision of the Director of Parks & Recreation. That he would
draw up the rules and regulations.
The City Secretary suggested that said rules and regulations be
made a part of the minutes.
Councilman Irwin said it was his understanding that this was an
administrative job and did not require council action.
Councilman Irwin called for an Executive Session for discussion of
police personnel.
The Mayor and Council convened in Executive Session at 4:30 p.m.
The Mayor and Council re- convened in Open Session at 5:30 p.m.
There being no action taken and nothing to report, the meeting adjourned
at 5:35 p.m.
